For this purpose the General Assembly had in June, 1919, _app_ropriated In June, 1921, an additional appropriation of was made for completing the work of col lection and for printing two volumes of resulting material. From July, 1919, to November, 1920, the War Records Section was under the charge of Dr. Wayne E. Stevens, as secretary. Under his guid ance a valuable Collection of materials of all sorts, records of the State Council of Defense, documents, books, newspapers, posters, etc., etc., was made and the beginnings of publication were outlined. Miss Marguerite E. Jenison succeeded Dr. Stevens upon his resignation, in the course of, the first six months of' 1921 completed the task of collecting material and since then has been engaged with a staff of assistants in the preparation of the succeeding volumes of the series. Book excerpt: Excerpt from Illinois in the World War, Vol. 2: An Illustrated History of the Thirty-Third Division The Sixty-fifth Infantry Brigade, Thirty-third Division, was composed of the 129th id 130th Infantry Regiments, the 123rd Machine Gun Battalion and the brigade headquarters detachment. These organizations were formed from units of the Illinois National Guard whose home stations were outside the city of Chicago. With the rest of the division, the Sixty-fifth Brigade was trained at Camp Logan. Intensive drill transformed the organization into a brigade of physically fit, well disciplined soldiers, ready for the service they were to perform so creditably in France. Several months of rigid training eliminated the unfit, and left only men capable of and ready for hard duty. The division reached France in the latter part of May, 1918, and was sent to a training area back of the lines. Although delayed somewhat by quarantine, the Sixty-fifth Brigade was able to spend most of June and July behind the British front, and received from seasoned Australians instructions in all the details of trench fighting. The Council's affairs were wound up and its activities terminated as soon as orderly procedure would permit after signing of the armistice on November 11, 1918; but, the Council having been created "for the duration of the war," a skeleton organization was maintained, to close up minor business details and to preserve the Council's identity, pending official termination of the war period by formal action of the President and Senate of the United States. Citizens of Illinois may be justly proud of the record of their state in the Great War. In men and money and materials - in products of the farm, the factory and the mine; in whole-hearted response to every call for service or sacrifice imposed by the time - Illinois gave to the nation and to the nations cause on a scale surpassing even her own best traditions and her rank in the union of states. The contribution of the State Council of Defense to that record cannot be separated from the record itself; for the war-time achievements of the state were, in large part, the composite result of efforts by the tens and hundreds of thousands of devoted men and women in all walks of life who worked under the direction of this Council. In summing up the results of their work, it is only fair to lay emphasis upon this fact: most of the work done under the Council's direction was of a kind that cannot be reduced to tables of statistics or expressed in definite terms; for, in war time as at no other time, momentous results are often the product of efforts that cannot be weighed, measured, or even approximately estimated. In the opinion of the State Council of Defense, the superlative contribution of Illinois to the national resources during the war was uninterrupted social and industrial peace. It is no secret now that conditions existed in our state at the beginning of the war which were the occasion of grave concern. A poor widow, by the name of Baird, he informed Stanton on March 1, 1864, has a son in the army, that for some offence has been sentenced to serve a long time without pay or at most, with very little pay. I do not like this punishment of withholding pay - it falls so very hard upon poor families. Whereupon he ordered that the soldier be allowed to re-enlist on the usual terms. Again, on March 15, 1864, he wrote to Stanton asking him to see the gallant Drummer-boy, Robert H. Hendershot, whose history is briefly written on the fine drum presented him which he now carries. He must have a chance, and if you can find any situation suitable to him, I shall be obliged. Perhaps the most revealing item in the entire collection, however, is a Small pass, dated April 9, 1864, permitting John Ehler, a boy 10 years old, to join a certain soldier in the 6lst New York Infantry in the Army of the Potomac.
