Book excerpt: The US Army is in the process of making choices regarding how to efficiently provide a wide array of options to the US President for dealing with current and future security concerns. A key issues related to this choice concerns the method used to establish and maintain a Security Force Assistance (or train, advise, and assist) capability in Army General Purpose Forces. The focus of this research was to answer a question. Do modular Brigade Combat Teams (BCTs) and the supporting force structure have the capability to effectively cover the full spectrum of operations, specifically SFA missions in both phase IV (Stabilize) and Phase 0 (Shape) environments? The answer to the primary question indicated that a BCT, with augmentation can be effective in conducting SFA missions in phase IV (Stabilize) environments, however, unless the Army is willing to change its culture and adopt certain recommendations, significant challenges to effectively accomplishing SFA missions in Phase 0 (Shape) environments using the BCT approach are likely to be encountered.

Book excerpt: The Army has identified the modular Brigade Combat Team (BCT) as the organizational structure to conduct the Army's Security Force Assistance (SFA) mission. This paper examines the overall ability of the brigade combat team to execute the SFA mission. It analyzes the BCT organizational structure and core capabilities against its SFA mission tasks and the lessons learned from recent deployments. The intent of this analysis is to identify gaps in manning and training to enable the Army to further improve planning, preparation and execution of the BCT in support of Security Force Assistance.

Book excerpt: Significant global economic challenges, a war weary nation and coalition, and rising competitors in the Asia Pacific region are causing significant changes in our national security strategy. Military wide force structure reductions, smaller budgets, and the realization that allies, partners, and coalitions enhance regional stability and security all impact the ways in which we attempt to achieve our strategic objectives. A new emphasis on regionally aligned forces to build partner capacity and provide security cooperation will allow the United States to collaborate with key partners and allies to address regional and global problems. This paper examines the existing security cooperation initiatives and proposes recommendations to enhance allied interoperability and effectiveness.

Book excerpt: Our National Security Strategy identifies the need bolster failing states and to continue to build on the strong relations we have with our world partners. In the strategy, the President strongly emphasizes that the failure of other governments to provide a secure environment for their people has a global impact that directly threatens the American people. The Department of Defense must continue to develop flexible options to meet the strategic security ends of our civilian leaders. The Department has, and will have, a wide range of means to apply to the ways of security force assistance. Security force assistance delivery and execution will differ in part from past methods. Security force assistance will, however, provide our nation with the ability to shape the global security environment for the better and secure Americans, American interests, and America. This paper will analyze, compare, and contrast historical case studies with strategic guidance and doctrine. This research project will analyze the various recommendations for conducting SFA in the 21st Century and conclude with a feasible recommendation on the way ahead to achieve our security goals.

Book excerpt: The untold story of US Special Forces in Laos, one of the longest secret wars of the Cold War—by a military historian and Special Forces veteran. The Secret War in Laos was one of the first “long wars” fought by US Special Forces, spanning a period of about thirteen years. It was one of the largest CIA-paramilitary operations of the time, kept out of the view of the American public until now. Between 1959 and 1974, Green Berets were covertly deployed to Laos during the Laotian Civil War to prevent the Communist Pathet Lao from taking over the country. Operators disguised as civilians and answering only to “Mister,“ were delivered to the country by Air America, where they reported to the US Ambassador. With limited resources, they faced a country in chaos. Maps had large blank areas. and essential supplies often didn’t arrive at all. In challenging tropical conditions, they trained and undertook combat advisory duties with the Royal Lao Government. Shrouded in secrecy until the 1990s, this was one of the first major applications of special warfare doctrine. Now, the story is comprehensively told for the first time using official archival documents and interviews with veterans.

Book excerpt: Except in a few instances, since World War II no American soldier or sailor has been attacked by enemy air power. Conversely, no enemy soldier orsailor has acted in combat without being attacked or at least threatened by American air power. Aviators have brought the air weapon to bear against enemies while denying them the same prerogative. This is the legacy of the U.S. AirForce, purchased at great cost in both human and material resources.More often than not, aerial pioneers had to fight technological ignorance, bureaucratic opposition, public apathy, and disagreement over purpose.Every step in the evolution of air power led into new and untrodden territory, driven by humanitarian impulses; by the search for higher, faster, and farther flight; or by the conviction that the air way was the best way. Warriors have always coveted the high ground. If technology permitted them to reach it, men, women andan air force held and exploited it-from Thomas Selfridge, first among so many who gave that "last full measure of devotion"; to Women's Airforce Service Pilot Ann Baumgartner, who broke social barriers to become the first Americanwoman to pilot a jet; to Benjamin Davis, who broke racial barriers to become the first African American to command a flying group; to Chuck Yeager, a one-time non-commissioned flight officer who was the first to exceed the speed of sound; to John Levitow, who earned the Medal of Honor by throwing himself over a live flare to save his gunship crew; to John Warden, who began a revolution in air power thought and strategy that was put to spectacular use in the Gulf War.Industrialization has brought total war and air power has brought the means to overfly an enemy's defenses and attack its sources of power directly. Americans have perceived air power from the start as a more efficient means of waging war and as a symbol of the nation's commitment to technology to master challenges, minimize casualties, and defeat adversaries.

Available in PDF, EPUB and Kindle. Book excerpt: Between 1991 and 1993, the Army formulated a fighting doctrine recast to fit the power demands of a new strategic world. This new power-order replaced the Army's earlier "AirLand Battle" doctrine, first issued in 1982. This monograph addresses several questions revolving around the rapid replacement, less than 2 years after its success in the desert war, of a recognized and successful fighting doctrine. Discusses the roots of U.S. Army doctrine and the antecedent developments leading to the Army's recasting of its key battle doctrine. Examines the mechanism of the process of change, the effects of the new doctrine and how it was implemented.
