Book excerpt: The United Nations Madrid International Plan of Action on Ageing (MIPAA) offers a bold new agenda for handling the issue of ageing in the 21st century. It focuses on three priority areas: older persons and development; advancing health and well-being into old age; and ensuring enabling and supportive environments. This book brings together global perspectives on the MIPAA and focusses on and assesses the success and failures of governments to implement its recommendations. Despite its pivotal importance in international ageing policy, the MIPAA has been relatively neglected by academics in their writings and studies. This book mitigates this analytical and empirical cavity. Each chapter focuses on one specific geographical region and addresses five key themes: national ageing situation; twenty years of MIPAA; ensuring ageing with dignity; healthy and active ageing in a sustainable world; and priorities for the future. It presents an overall summary of the findings, future challenges and opportunities related to ageing, recommendations for future actions to be taken, and policy adjustments needed. The authors also present lessons that were learnt from managing the impact of COVID-19 on older people, together with an outlook on the most immediate priorities for the future so that the recommendations in the MIPAA are achieved in post-COVID-19 and sustainable ethical scenarios. An important contribution towards the advancement of ageing policy, the book will be indispensable to students and researchers of gerontology, ageing, and health. It will also be of interest to policy makers, geriatricians, dementia care specialists, social policy makers responsible for ensuring active and healthy ageing, and all public sector departments which have specific responsibilities towards improving the quality of life of older adults.

Book excerpt: The WHO World report on ageing and health is not for the book shelf it is a living breathing testament to all older people who have fought for their voice to be heard at all levels of government across disciplines and sectors. - Mr Bjarne Hastrup President International Federation on Ageing and CEO DaneAge This report outlines a framework for action to foster Healthy Ageing built around the new concept of functional ability. This will require a transformation of health systems away from disease based curative models and towards the provision of older-person-centred and integrated care. It will require the development sometimes from nothing of comprehensive systems of long term care. It will require a coordinated response from many other sectors and multiple levels of government. And it will need to draw on better ways of measuring and monitoring the health and functioning of older populations. These actions are likely to be a sound investment in society's future. A future that gives older people the freedom to live lives that previous generations might never have imagined. The World report on ageing and health responds to these challenges by recommending equally profound changes in the way health policies for ageing populations are formulated and services are provided. As the foundation for its recommendations the report looks at what the latest evidence has to say about the ageing process noting that many common perceptions and assumptions about older people are based on outdated stereotypes. The report's recommendations are anchored in the evidence comprehensive and forward-looking yet eminently practical. Throughout examples of experiences from different countries are used to illustrate how specific problems can be addressed through innovation solutions. Topics explored range from strategies to deliver comprehensive and person-centred services to older populations to policies that enable older people to live in comfort and safety to ways to correct the problems and injustices inherent in current systems for long-term care.

Available in PDF, EPUB and Kindle. Book excerpt: Greater longevity is an indicator of human progress in general. Increased life expectancy and lower fertility rates are changing the population structure worldwide in a major way: the proportion of older persons is rapidly increasing, a process known as population ageing. The process is inevitable and is already advanced in developed countries and progressing quite rapidly in developing ones. The 2007 Survey analyses the implications of population ageing for social and economic development around the world, while recognising that it offers both challenges and opportunities. Among the most pressing issues is that arising from the prospect of a smaller labour force having to support an increasingly larger older population. Paralleling increased longevity are the changes in intergenerational relationships that may affect the provision of care and income security for older persons, particularly in developing countries where family transfers play a major role. At the same time, it is also necessary for societies to fully recognise and better harness the productive and social contributions that older persons can make but are in many instances prevented from making. The Survey argues that the challenges are not insurmountable, but that societies everywhere need to put in place the policies required to confront those challenges effectively and to ensure an adequate standard of living for each of their members, while respecting and promoting the contribution and participation of all.

Book excerpt: Governments are increasingly recognizing that population ageing is already a challenge to achieving the United Nations 2030 Agenda on Sustainable Development due to the profound impacts this demographic phenomenon has on the well-being of all generations. This publication argues that with effective policies, population ageing can herald a period of sustained progress. The growing population of older persons will benefit from investments in health care and education and from adequate and sustainable social security systems. With productive employment and the promotion of savings and investments, population ageing can be accompanied by robust economic growth.

It highlights priorities, as well as recent trends and policy developments, in the five UN regions of the world. The publication, which is a joint effort of UN staff and international experts, aims to assist national governments, the international community and the public at large to better assess the situation of older persons five years after the Second World Assembly on Ageing. It should better inform the debate on how to align priorities, policy innovations and technical cooperation to implement the objectives of the Madrid Plan of Action."--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: Population ageing has become an increasing concern for governments in the United Nations Economic Commission for Europe (UNECE) region. In most countries, the period which has seen the high proportion of working-age population, the time of the so-called "demographic bonus", is gradually coming to an end. While the degree and timing of this process may vary greatly, the change is common to all countries, posing challenges as well as holding opportunities. In 2007, UNECE member states took stock of the implementation of the commitments made in 2002 when they adopted the Regional Implementation Strategy (RIS) for the Madrid International Plan of Action on Ageing (MIPAA). What is the real situation five years on? Have governments been able to take the actions necessary to prepare and adapt their societies for demographic change? To review this and to identify priorities for the future, the Government of Spain and the UNECE organised a Ministerial Conference on Ageing in Leân, Spain from 6-8 November 2007. This volume includes material presented and adopted at the conference.

Book excerpt: The development of this report is a concrete WHO response to the 2002 United Nations Madrid International Plan of Action on Ageing (MIPAA) which recommended greater recognition and enhancement of the positive contributions made by older persons during emergency situations. In collaboration with the Public Health Agency of Canada and Help the Aged (UK), the World Health Organization commissioned case studies in 2006-2007 to examine how older persons fared in conflict-related and naturally caused emergencies in both developed and developing countries - war, drought, heat wave, floods, hurricanes, earthquakes, tsunami, ice storm, wild fires and a nuclear power plant explosion. The report contributes a wealth of real-life experiences to inform policy and practice makers about the needs and contributions that older people face during emergency and reconstruction phases.
