Book excerpt: The Texas Model for Comprehensive School Counseling Programs is a resource to develop effective and high quality comprehensive school counseling programs that align with Texas statutes and rules governing the work of school counselors. It outlines a process for tailoring school counseling programs to meet the varying needs of students across an array of school districts through implementation of the four components of school counseling programs, Guidance Curriculum, Responsive Services, Individual Planning, and System Support. With this resource, a school counselor will learn to use campus-specific data to identify the unique needs of a campus and design a comprehensive school counseling program to meet those needs. Recognizing the important roles of the entire educational community, the Texas Model for Comprehensive School Counseling Programs provides examples of how parents, teachers, administrators, principals and school counselors can best contribute to implementation of each of the four components of comprehensive school counseling programs. It provides a developmental framework for a school counseling program curriculum that includes activities at each grade level to enhance students¿ educational, career, personal and social development.

Book excerpt: Minority Serving Institutions (MSIs) are responsible for educating 20 percent of the nation’s college students and nearly 40 percent of the nation’s students of color. This growing group of institutions is essential to higher education and moving toward a more equitable society. This important book focuses on the challenges faced by MSIs within the larger higher education context and provides practical solutions to address these challenges. From performance-based funding, to issues of being dually designated MSIs, to articulation agreements with community colleges, to college readiness, the authors tackle the most important topics in higher education by exploring these varied topics through the lens of MSIs.

Book excerpt: This is Volume 80, Issue 3 2005 of the Peabody Journal of Education and this special issue provides a collection of works on the topic of making school resources more effective in the U.S. The included articles look at educational finance, the Education Professions Act guidelines for more motivated teachers and leaders, licencing in public schools, a study on how teaching conditions impact teacher turnover in California, student achievement in relation to school facilities in Wyoming, and the value of econometric cost analysis in Texas. The final article includes the case of Williams vs the state of California, where in August 2000, the American Civil Liberties Union filed a class-action lawsuit on behalf of school children against the state of California. The suit, Williams v. State of California, alleged that the state failed to exercise its constitutional obligation to provide equal access to education for all students in the state by allowing deficient facilities, uncredentialed teachers, and inadequate or insufficient instructional materials.

Available in PDF, EPUB and Kindle. Book excerpt: Part one of this trilogy of policy briefs explains the challenge facing Texas in funding public education. This policy brief explains why a Texas-style personal income tax is the best way to meet the needs of Texas. Only a personal income tax can significantly reduce reliance on property taxes--cutting the school operations tax from $1.50 to $0.50--while providing adequately for education--over $5 billion annually. Alternative tax proposals are not able to reduce property taxes as much or fund public education as well. An expanded business tax by itself cannot raise enough money. A higher sales tax would be volatile and regressive. An income tax would "reduce" taxes on the middle class and "benefit" the economy. Public opinion polls show that Texans are open to considering a Texas-style income tax.

Book excerpt: Using case studies and an auto-ethnographic study of rural education history in New York State, Casey Thomas Jakubowski provides an introduction to recent events in state-level educational policy implementation. Rural Education History: State Policy Meets Local Implementation argues that rural communities are subjected to urbanormative policy, especially in their schools, and provides voice to an understudied phenomena in an under researched region. The chapters combine sociology, policy, and rich case studies to demonstrate the realities, and nearby history, in rural America.

Available in PDF, EPUB and Kindle. Book excerpt: A heated debate is raging over our nation’s public schools and how they should be reformed, with proposals ranging from imposing national standards to replacing public education altogether with a voucher system for private schools. Combining decades of experience in education, the authors propose an innovative approach to solving the problems of our school system and find a middle ground between these extremes. Reinventing Public Education shows how contracting would radically change the way we operate our schools, while keeping them public and accessible to all, and making them better able to meet standards of achievement and equity. Using public funds, local school boards would select private providers to operate individual schools under formal contracts specifying the type and quality of instruction. In a hands-on, concrete fashion, the authors provide a thorough explanation of the pros and cons of school contracting and how it would work in practice. They show how contracting would free local school boards from operating schools so they can focus on improving educational policy; how it would allow parents to choose the best school for their children; and, finally, how it would ensure that schools are held accountable and academic standards are met. While retaining a strong public role in education, contracting enables schools to be more imaginative, adaptable, and suited to the needs of children and families. In presenting an alternative vision for America’s schools, Reinventing Public Education is too important to be ignored.

Of specific significance is cutting-edge research that evaluates the impact of vouchers on academic performance in the New York City, Washington, D.C., and Dayton, Ohio, school systems. Contributors also take stock of the movement's effects on public schools in particular and public opinion at-large. With thorough summaries of the existing research and the legal issues facing school choice, Charters, Vouchers, and Public Education will be key to readers who want to stay current with the burgeoning debates on vouchers and charter schools.
