The Superpave system includes a performance graded asphalt binder system, criteria for aggregate properties, a new mix design procedure using the Superpave gyratory compactor, and refined procedures and requirements for mixture analysis. To date, the Superpave system has primarily been used on medium to high volume roadways, where funding is more readily available. Issues concerning aggregate availability and local economy have limited its use on low volume roads at the local government level. Therefore, the question is: Can the material and testing requirements of the Superpave system be economically applied at the local government level without compromising pavement performance? To answer the above question, the two key requirements of the Superpave system, material requirements and testing requirements, were evaluated.

The system provides for design with greater symmetry to the actual loading and aging of asphalt pavements. Although the new mix design utilizes the same materials as the old mix design, the resulting specification requirements are much tighter. While there have been some problems with the installation of the newly designed asphalt mixtures, these problems have been overcome by a good quality control program and close monitoring of the installation process. An asphalt pavement installed under the Superpave system carries with it a requirement for additional training of personnel that the agencies must provide. The United States Navy has a large Current Plant Value of asphalt pavements and could benefit greatly from technology that increases the life span of their facilities.

These products addressed the following pavement distresses for dense graded asphalt mixtures: permanent deformation, fatigue cracking, low temperature cracking, including the effects of aging and moisture damage of these distresses. Although other types of pavement distress in hot mix asphalt pavement were recognized by the SHRP planners, a decision was made not to include them in this research effort. The final products of the program are: 1. A performance-based specification for asphalt binders complete with supporting tests; A performance-based specification for asphalt-aggregate mixtures complete with supporting tests and performance prediction modls; 3. A mixture design and analysis system which incorporates both the asphalt binder specification and the asphalt mixture specification; 4. Book excerpt: This report briefly recounts the actions and outcomes that were the contributions of the Transportation Research Board (TRB) Superpave Committee to a nationwide Superpave implementation effort. Chapter 1 discusses the results of a survey conducted by the TRB Superpave Committee to determine current use of Superpave. The survey found that 50 of 52 responding transportation agencies report general use of the Superpave asphalt binder standard specification; the other two agencies are initiating plans to do so. Of the 52 responding agencies, 36 report general application of the Superpave mixture design standard, with 12 others reporting use on high-volume highways. Three other agencies have plans to initiate use. Chapter 2 relates the goals of the 2005 Plan to the current status of efforts to meet them. The 2005 Plan was developed by the TRB Superpave Committee to guide Superpave deployment activities. A brief sketch of the committee's deployment activities is included in chapter 3. Although it is apparent that implementation efforts have succeeded and that Superpave has in fact been mainstreamed, members of the TRB Superpave Committee share concerns in several areas of application. Chapter 4 discusses the committee's recommendations regarding opportunities to improve, extend, or enhance the Superpave system and the performance of hot-mix asphalt.
