It builds on a theoretical framework, which claims that the decline of party government along with the increase of populism, technocracy, and the presidentialization of politics have influenced the careers of prime ministers over the past 70 years. The findings show that prime ministers’ career experiences became less political and more technical. Moreover, their career profiles shifted from a traditional type of ‘party-agent’ to a new type of ‘party-principal’. These changes affected the recruitment of executive elites and their political representation in European democracies, albeit with different intensity and speed.

Book excerpt: The European Union is the world’s most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU’s front of formal rules lies a thick network of informal governance practices. If not the EU’s rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations. Informal governance affords governments the flexibility to resolve conflicts that adherence to EU rules may generate at the domestic level. By dispersing the costs that integration may impose on individual groups, it allows governments to keep domestic interests aligned in favor of European integration. The combination of formal rules and informal governance therefore sustains a level of cooperation that neither regime alone permits, and it reduces the EU’s democratic deficit by including those interests into deliberations that are most immediately affected by its decisions. In illustrating informal norms and testing how they work, Kleine provides the first systematic analysis, based on new material from national and European archives and other primary data, of the parallel development of the formal rules and informal norms that have governed the EU from the 1958 Treaty of Rome until today.

By 1500 a few rulers had already discovered that better knowledge of their lands would strengthen their control over them; by 1550, the cartographer's art had become an important instrument for bringing territories under the control of centralized government. Throughout the following century increasing governmental reliance on maps demanded greater accuracy and more sophisticated techniques. This volume, a detailed survey of the political uses of cartography between 1400 and 1700 in Europe, answers these questions: When did monarchs and ministers begin to perceive that maps could be useful in government? For what purposes were maps commissioned? How accurate and useful were they? How did cartographic knowledge strengthen the hand of government? It shows how the survival of PMs in chief executive office depends on their interrelations with other actors in three different arenas. The first arena encompasses the linkages between PMs and their parties. In this respect, being a party leader is a major power resource for PMs to retain office even under critical circumstances. At the heart of the second arena is the PMs’ relationship to other parliamentary parties. In this regard, the high fragmentation and fluidity of many post-communist party systems pose enormous challenges for PMs to secure constant parliamentary support. In the third arena, PMs are confronted with state presidents. Given their relatively strong powers in most CEE countries, presidents may use their constitutional powers to interfere in the political domain of PMs and thus jeopardise the stability of party governments. The book offers new evidence on these relationships from case studies and a broader comparative perspective. Book excerpt: This book develops an analysis of ministerial recruitment in the process of government formation, the process of dismissal, and survival of cabinet ministers in Chile and Uruguay. The two cases are countries that, generally, score the highest democracy indexes in Latin America, but also, they are considered as the most stable presidential systems in the Southern Cone of the region, allowing readers to compare within and between cases. The cases analyzed in this book are small countries with a similar history of democratic breakdowns which, in temporal terms, enable comparison. Additionally, given the reasons that triggered those processes, both cases are normally studied together. For pre-coup democracy, the cases include the governments of Chile between 1933 and 1973 and Uruguay between 1943 and 1973. This research does not analyze the military coup regime in either country. Thus, the period is resumed in the democratic transitions for both cases, i.e., 1985 for Uruguay and 1990 for Chile. Although literature on ministerial cabinets survival usually focus on parliamentary regimes from the Global North, this rather new phenomenon in presidential democracies has quickly gained academic notoriety. Research on cabinets and ministers in Latin American presidential systems tends to focus on the periods beginning with the return to democracy after the 1980s. This situation means that there is scant knowledge of the period prior to the coups. By presenting an in-depth study of two presidential systems from the Global South, Survival of Ministers and Configuration of Cabinets in Chile and Uruguay, will be a useful resource for political and social scientists willing to study cabinet formation and ministerial turnover in Latin America, whether is on case-study research or in a comparative perspective.
