It champions a dynamic approach in which the various stages in the life of coalitions influence each other. After a review of the literature a theory chapter addresses the roles of bargaining and transaction costs in coalition governance. Eight comparative chapters address the topics of government formation (government type, formation duration), coalition agreements, portfolio allocation, conflict management, cabinet termination and duration, and the electoral consequences of coalition government. The book is based on the most comprehensive data set ever employed in coalition studies that includes both coalitional and single-party countries and governments. Each chapter first provides a comparative overview of the phenomenon under study and then moves on to state-of-the art statistical analysis. Conceptually and in the statistical analysis the study argues for an integrated approach stressing the relevance of countries, time, 'structural attributes', actors' preferences, institutions, the coalition's bargaining environment, and 'critical events'. Indeed, sufficient explanations of most phenomena under study require independent variables from several of these categories. Yet much has been made of the growth of the role of prime ministers, not just in Britain, but all over western Europe. Much has also been made of the trend towards letting cabinet decisions be taken by committees or even by individual ministers. It is indeed true that twenty men and women, meeting only a few hours a week, cannot take all the decisions of the State. These are the issues which this study examines, on the basis of the replies of over 400 cabinet ministers across western Europe. The result is the first truly empirical analysis in a subject on which what has been known so far has tended to be speculation.

Book excerpt: This book offers a systematic and far-reaching account of party system institutionalization in Western Europe. Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, as party system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding.
