Book excerpt: In May 2015, the Washington Post published an article titled: "Uncle Sam Had Better Start Treating His Employees Right." The article's title captures the essence of the status of human capital in the federal government. Currently, the federal bureaucracy is faced with the potential threat of losing talented workforce due to budget constraints (Wynen & Op de Beeck, 2014), work environments ( Choi, 2009; S.H. Kim, 2005; S.Y. Lee & Whitford, 2008; Lee & Jimenez, 2011), and human resource management practices ( S.H. Kim, 2005; Moyihan & Landuyt, 2008; Shaw, Delery, Jenkins, & Gupta, 1998; Lee & Jimenez, 2011). The potential exit of human capital poses a severe threat to recruiting and retaining the best and the brightest workers. Also, to make the federal government labor force situation worse, many federal workers are now eligible for retirement. Ertas (2015) refers to a report published in 2010 that states that the Office of Personnel Management (OPM) reported by 2015 that 48% of the federal workforce will be eligible for retirement (Partnership for Public Service & Booz Allen Hamilton, 2010, p. 5). With the aforementioned factors, federal agencies cannot afford to have employees exit. The departure of workers adversely impacts expertise in the organization and productivity, and costs agencies a substantial amount of money (Grissom, NicolsonCrotty, & Keiser, 2012; Kellough & Osuna, 1995; Lambert & Hogan, 2009; Monnihan & Landuyt, 2008; Wynen & Op de Beeck, 2014). This study utilizes the personal viewpoint of current employees from the large federal agencies to develop a model that will assist federal agencies to identify factors that will encourage employees' intent to stay with their organization and have long, lasting careers in the federal service. This study employs the Federal Employee Viewpoint Survey.

Book excerpt: Organizational justice literature indicates that high quality relationships will result in more favorable treatment of the individual. However, little has been done regarding how relationships with the supervisor (i.e., ingroup/outgroup identification, leader-member exchange, and guanxi: a Chinese concept for interpersonal relationship) can influence the effects of organizational justice on employees' job satisfaction, organizational commitment, trust in the supervisor, and trust in the organization. Thus, the first purpose of this dissertation is to examine how different relationships with the supervisor influence the effects of organizational justice on individual and organizational outcomes. Further, most of the current research on organizational justice is done in the U.S. culture. But, there is still doubt that employees recognize principles of justice the same across all cultures, and that organizational justice would have the same consequences on affected employees. The second purpose of my dissertation is to investigate how the relationships between organizational justice and its consequences vary among employees with different cultural values, specifically in the U.S. and China. Finally, I explore the potential three-way interaction of relationships with supervisors, cultural values, and organizational justice on key outcomes. Specifically, I hypothesized that supervisor-subordinate relationships and cultural values will each separately moderate the effects of organizational justice on outcome variables. In addition, I hypothesized that there will be joint moderating effects of supervisor-subordinate relationships and cultural values on the influence of organizational justice. Data were collected from the U.S. and China to test the hypotheses of the present study. Results from hierarchical linear regression showed that only a small percent of hypothesized effects was significant and there was no strong evidence to support hypotheses. However, there were also some interesting results. LMX, guanxi, and ingroup identification all exhibited some extent of moderating roles on the effects of organizational justice, suggesting a multi-dimensional supervisor-subordinate relationship. Cultural values did not show much moderating effects as predicted. Three-way interactions among organizational justice, supervisor-subordinate relationships, and cultural values were more complex and did not show a consistent pattern. Possible explanations for these results and limitations were discussed. Contribution to the literature, practical implications, and future research were also addressed.

Utilizing goal congruence and social exchange theories, it is hypothesized that the quality of the relationship between sending supervisors and expatriates mediates goal congruence and the two outcome variables: performance and turnover intentions. Additionally, it is hypothesized that three international factors related to sending supervisors and their business units as well as repatriate plans should be related to goal congruence. The goal examined is the degree to which the expatriation fits into expatriates' career paths at the firm. Regression analysis is used to test the three sets of hypotheses with a sample of 44 matched sending supervisor-expatriate dyads. Analysis of survey and archival data shows some support that goal congruence is related to expatriate's performance through social exchange relationships.

Three operationalizations of personality similarity were investigated: actual personality congruence, subjective personality congruence, and perceived personality similarity. The focal personality traits, extraversion and agreeableness, were chosen due to their interpersonal nature. Leader-member exchange (LMX) was proposed and examined as a mediating mechanism of the relationships between personality similarity and work-related outcomes. The findings indicated no consistent relationship between actual personality congruence and subordinate outcomes and partial support was found for hypotheses regarding subjective personality congruence. Perceived personality similarity was associated with subordinate job satisfaction, satisfaction with supervision, and turnover intention, and these relationships were mediated in part by LMX. Further, supervisor perceived personality similarity demonstrated a positive relationship with performance ratings, and findings indicate that these relationships were mediated in part by LMX. Implications of these findings for employees and organizations are discussed.

A total of 413 participants from a large public university in California participated in this study. It was found that there was a significant positive relationship between job embeddedness and turnover intentions such that those who were embedded in their jobs were less likely to have turnover intentions. In addition, there was a significant and negative relationship found between perceived supervisory support and turnover intentions such that those who perceived that they had supervisory support had more turnover intentions. A moderating relationship was not found. Since this study is believed to be one of the first of its kind to examine perceived supervisory support as a moderator, further research is needed. Implications of these findings are that organizations should aid their employees in becoming embedded in their organization as this should reduce turnover intentions.

Book excerpt: Witnessing first hand how the federal government works from an active stint in the Navy and continuing it with federal service gave me the ability to see what was awry in each organization. At the 12 year mark, I saw so much that made me ponder what could be done differently in organizations. When I was an intern and went through downsizing it gave me a deep appreciation for how the people were treated and how management was at the forefront of decision making and outcomes for the people. That led me to one of the most important works of my life to look at downsizing and how it was handled in federal organizations. When I started to research this organizational ailment I realized that even the Comptroller General, David Walker felt that there was a human capital crisis in the government. He said that it threatened national security (Walker, 2001; Voinovich, 2001). Unfortunately, the government and many other employers have all too often treated their employees as a cost to be cut rather than an asset to be valued (Walker, 2001). A U. S. General Accounting Office (GAO) (2000) study reported that many of the human capital problems that the Department of Defense (DOD) deals with today are the result of its approach to downsizing in the early 1990s (GAO). This outcome results in layoff survivors who possess an emotive outcome inherent with being a survivor, incurring layoff survivor sickness and being among the organization's walking wounded. As organizations change, downsizing will continue and management and leadership will play a crucial role in the future of downsizing and its impact on the relationships and behaviors of employees (leader and member) (O'Neill & Lenn, 1995). The federalgovernment calls it a buzz word like "transformation" or "rightsizing" and management thinks that they have done something right. I often wondered how these managers could cut the organization support ranks to the bone and have no regard for how the private sector dealt with the outcome of these decisions that were not always the best. My passion for the way the government managed was sparked by a meeting and presentation by Dr. Paul Light, who informed me well about what the government was doing. After that, I was attending courses at the Defense Acquisition University at Ft Belvoir, I spent many hours in the library and did some research on this subject. One day I found an article that dealt with Leader Member Exchange (LMX), Organizational Citizenship Behavior (OCB) and Organizational Commitment (OC) written by an Air Force Major, Yolanda Truckenbrodt. This book extends the study by Dr. Yolanda Truckenbrodt (2000) who provided an implication on her empirical examination of the quality of the relationship of the leader-member exchange, organizational citizenship behavior, and organizational commitment constructs that a replication should be done on civilian federal workers. The study that I did extends further to include the population of federal survivors in a downsized organization. The ultimate goal was to examine the implications of downsizing by the federal government within a theoretical framework that focuses on civilians in the largest aspect of the federal workforce, the DOD who represent resilience and continuity. The Problem with Downsizing Allen, Freeman, Russell, Reizenstein, and Rentz (2001) studied 106 managers who experienced downsizing and provided data regardingorganizational commitment, turnover intentions, job involvement, role clarity, role overload, satisfaction with top management, and satisfaction with job security at three different times. Although the results generally indicated that downsizing had a significant impact on work attitudes that the impact varied over time, and the initial impact was generally negative, also indicated that changes related to satisfaction with top management and job security were significantly related to changes in organizational commitment.
