This report provides an analysis of the current crisis, including the conditions for those displaced in Iraq and the refugee situations in Syria, Jordan, and elsewhere. It also provides information on the U.S. and international response and examines refugee resettlement options in the United States. Many remain in a state of profound insecurity, at risk of arbitrary detention or attack not only from the Islamic State of Iraq and al-Sham (ISIS) but also from Iraqi Security Forces, Shi'a militias, Kurdish forces and other actors. As significant numbers of IDPs try to return to their areas of origin, fresh waves of displacement from Mosul and elsewhere are taking place. IDPs continue to face harsh and even life-threatening conditions as Iraq’s conflict continues. Many are without access to adequate food, shelter and essential services such as health care, water and sanitation, particularly those trapped in remote or conflict-affected areas. Women, children and persons with disabilities are especially vulnerable. Education remains inaccessible or unaffordable for many, with an estimated three million children out of school as a result of conflict and displacement. While authorities have struggled to provide adequate protection and assistance to a large number of IDPs, their vulnerability is further exacerbated by restrictions on freedom of movement imposed by Iraqi and Kurdish security forces. IDPs routinely suffer discrimination on the basis of their ethnic or religious identity. Sunni IDPs, for example, are frequently denied entry to Baghdad on the assumption that their numbers may include ISIS sympathizers. Returnees face considerable risks as numerous homes and neighbourhoods have been booby trapped by retreating ISIS fighters or still contain explosive remnants of war (ERW). Despite these dangerous conditions, authorities are encouraging IDPs to return without raising adequate awareness about the potential threats or ways to minimize them. The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. Due to political instability, the region has one the largest refugee and internally displaced populations in the world, mainly consisting of Palestinians and Iraqis. Most of these migrant populations reside in urban areas such as Cairo, Amman, Beirut, and Damascus. At the same time, the whole region is experiencing rapid urban development. The urban population increased from one quarter of the total population in the 1950s to over 60% in 2005. The migrants--domestic and international, forced or not-- are one of the main drivers of urban development in the region. Despite the diversity of existing situations, refugee movements are generally long-lasting, and the ends of conflicts do not always mean a return for the entire refugee population. The settlement of these populations generates profound changes in entire neighborhoods. Thus, refugees should not be considered only as recipients of humanitarian assistance, waiting for an eventual return or resettlement in a third country, but also as actors who contribute, through their initiatives and coping strategies, to the development of the cities that host them. An important part of the southern suburbs of Beirut was inhabited by Palestinian refugees following the 1948 war and, later, by internally displaced Lebanese originating from south Lebanon, along with other migrants, including Syrians. Cities like Amman have experienced substantial changes with the arrival of 300,000 Palestinians expelled from Kuwait after the Iraqi invasion in 1990. More recently, some neighborhoods in Damascus have been transformed profoundly by the settlement of thousands of Iraqis escaping war, violence, and economic difficulties since the 1990s and by a larger scale flight since 2003.

The study isbased on exhaustive data collection and review; field visits to Iraq (Erbil, Baghdad, theKhazer displacement camps outside Mosul, and the Qayarah and Hammam al-Alilmilitary bases); and over 50 in-depthinterviews with a range of seniorofficials fromthe Iraqi government, the United States, other officials from the Global CoalitiontoCounterISIS, the United Nations and other multilateral agencies, and implementingnongovernmental organizations.The research team reviewed the humanitarianresponse plan and the stabilization programs, as well as the track recordsof implementationthrough April 2017. Three case studies wereconducted on postcombat stabilizationefforts in Ramadi, Fallujah, and Tikrit. The researchers recognize that humanitarianand stabilization efforts are intrinsically multifaceted and mutually reinforcing, sowe have examined the primary areas of humanitarian activity and pillars of stabilizationto include immediate needs, security, infrastructure and services,and governanceand reconciliation. All of theseactivities in turn willaffect whetherand when civiliansare able to return home.The report focuses on identifying the key gaps in the current effort that willimpedefurther progressand ultimate success. The approach taken by the authors of this report isto identify urgent and primary gaps, which, if filled, willmake possiblethe next steps inrecovery. The report does not detail all of the activities needed to enable Iraqis to return tonormal lives. In reality,the degree of suffering and destruction throughout recent decadesnecessitates a long-termcommitment by Iraq’s government and the international communityto repairing the country. The study team’s analysisfound that the issues that willdetermine whetherMosul is successfully stabilized mirror, in large part, the issues in theother conflict-affectedareas. This is particularly true of the security, governance, and reconciliationissues identified. Moreover, the actions needed are in greatpart dependent onIraq’s national government plans, decisions, and implementation, as well as support andfunding from the international community. Thus, many of the recommendations pertainnot only to Mosul but also to the overall stabilization effort in Iraq, and they require fullengagement by the national government and its supporters. The report concludes that without significantly increased effort by Iraqis, the UnitedStates and other Coalitionofficials, and the United Nations, another wave of violencecould engulf Iraq in a matterof months if stabilization activities are insufficiently robust.The prospect exists that military victory willdislodge the Islamic State of Iraq and Syria(ISIS), only for Iraq to fall into an extended period of violenceand suffering, if the underlyingcausesof discontent are not addressed and if many of Iraq’s 3 million remaininginternally displaced persons (IDPs) remain unable to return home. Ongoing instabilityin Iraq could in turn precipitate further international refugee flows into other MiddleEastern countries and Europe.The United States, Iraq, and the international community have invested a greatdeal of effort in removing ISIS from the territories of Iraq and Syria. Theseefforts andresources willbe wasted if they fail to consolidate the gains earned through combatby securing the peace through adequate humanitarian and stabilization measures.Theresults achieved thus far demonstrate that success is possiblethrough a moderate butthoughtfully applied set of programs that leverage the willand know-howof local andinternational actors.
