Many remain in a state of profound insecurity, at risk of arbitrary detention or attack not only from the Islamic State of Iraq and al-Sham (ISIS) but also from Iraqi Security Forces, Shi'a militias, Kurdish forces and other actors. As significant numbers of IDPs try to return to their areas of origin, fresh waves of displacement from Mosul and elsewhere are taking place. IDPs continue to face harsh and even life-threatening conditions as Iraq’s conflict continues. Many are without access to adequate food, shelter and essential services such as health care, water and sanitation, particularly those trapped in remote or conflict-affected areas. Women, children and persons with disabilities are especially vulnerable. Education remains inaccessible or unaffordable for many, with an estimated three million children out of school as a result of conflict and displacement. While authorities have struggled to provide adequate protection and assistance to a large number of IDPs, their vulnerability is further exacerbated by restrictions on freedom of movement imposed by Iraqi and Kurdish security forces. IDPs routinely suffer discrimination on the basis of their ethnic or religious identity. Sunni IDPs, for example, are frequently denied entry to Baghdad on the assumption that their numbers may include ISIS sympathizers. Returnees face considerable risks as numerous homes and neighbourhoods have been booby trapped by retreating ISIS fighters or still contain explosive remnants of war (ERW). Despite these dangerous conditions, authorities are encouraging IDPs to return without raising adequate awareness about the potential threats or ways to minimize them. This work examines four post-Cold War interventions launched on behalf of people on the move: international action in Iraq, Bosnia, Somalia and Rwanda. Because these crises accompanied the emergence of the concept of Internationally Displaced Persons (IDPs) in international relations, they have shaped the understandings of forced displacement issues, such as ethnic cleansing, need and humanitarian action. The author looks at attitudes towards IDPs, concluding that UN-backed interventions regarding displaced civilians were primarily about deterring, sometimes preventing, them from escaping places of conflict. Protection in this context became a device by which international protagonists sought to contain people on the move within the confines of their collapsed states. As a result, levels of safety effectively granted by the international community depended less on the vulnerability of populations than on Western fears of mass border crossings.

The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.

Book excerpt: In this lecture, delivered at the University of California, Berkeley, on April 1, 1992, Mrs Sadako Ogata, the United Nations High Commissioner for Refugees, examines the changing nature of the refugee problem in the post-Cold War era, the new opportunities for conflict resolution which multilateral cooperation is producing, and the challenges to developing an effective response to the refugee problem in a conflict-ridden world. Mrs Ogata begins with a brief historical perspective on refugee movements and the changing nature of the problem. Special attention is given to internal conflicts rooted in nationalistic, ethnic and religious violence. After a brief recounting of the major conflicts, the High Commissioner examines the multilateral machinery available within the United Nations system for conflict resolution. Several examples of active UN efforts are presented. The final section of the lecture focuses on UNHCR as the humanitarian arm of many UN peace-making efforts. Mrs Ogata describes the importance of protection and especially the problem of protection for those who return in the midst of conflict and insecurity. Also mentioned is the general problem of finding mechanisms for the international protection of individuals in their own country and the evolution of law and policy in dealing with problems of sovereignty and national jurisdiction. Specific examples of novel ways of addressing this problem are illustrated, such as in El Salvador and Sri Lanka. Mention is also made of the growth of multilateralism in the field of development.
