The Presidential Transition Act of 1963 provided a formal recognition of this principle by providing the President-elect funding and other resources "To promote the orderly transfer of the executive power in connection with the expiration of the term of office of a President and the Inauguration of a new President." The Act received minor amendments in the following decades, but until 2010 all support providedwas entirely post-election. The Pre-Election Presidential Act of 2010 changed this by providing pre-election support to nominees of both parties. Its passing reinforced the belief that early transition planning is prudent, not presumptuous. The Romney Readiness Project was the first transition effort to operate with this enhanced pre-election focus. While Obama's re-election prevented a Romney transition from occurring, it is hoped that the content of this book can provide a valuable insight to future transition teams of both parties.

Weak presidents have been distinguished from strong ones by relying on the evaluation of the powers they display according to the constitution. Six Western European countries are analysed: Germany and Italy which present a consistent constitutional design (as weak presidents are elected indirectly), and Austria, Ireland, Finland and Portugal that present inconsistent constitutional design (as weak presidents are elected directly). In contrast to much of the existing comparative works on presidential powers and activism, the book emphasises the role and the use of informal powers beyond that of formal ones. In particular, a definition and a typology of informal powers are provided as well as an empirical investigation on informal presidential activism. The positive outcome of presidential informal interventions are studied by relying on an interactionist approach which combines presidency-centred as well as president centred-explanations. The book argues that when dealing with informal presidential activism the opportunity structure matters but presidential public support matters even more.

It might be easy to attribute this dark vision, and the presidency’s immense power to reflect and reinforce it, to the singular character of one particular president—but to do so, this book tells us, would be to ignore the critical role the American public played in making the president “the man of the people” in the nation’s earliest decades. Beginning with the public debate over whether to ratify the Constitution in 1787 and concluding with Andrew Jackson’s own contentious presidency, Nathaniel C. Green traces the origins of our conception of the president as the ultimate American: the exemplar of our collective national values, morals, and “character.” The public divisiveness over the presidency in these earliest years, he contends, forged the office into an incomparable symbol of an emerging American nationalism that cast white Americans as dissenters—lovers of liberty who were willing to mobilize against tyranny in all its forms, from foreign governments to black “enemies” and Indian “savages”—even as it fomented partisan division that belied the promise of unity the presidency symbolized. Pragmatics is concerned with "meaning in context," or the relationship between what we say and what we mean. John Wilson explores the various ways in which U.S. Presidents have used language within specific social contexts to achieve specific objectives. This includes obfuscation, misdirection, the use of metaphor or ambiguity, or in some cases simply lying. He focuses on six presidents: John F. Kennedy, Richard M. Nixon, Ronald W. Reagan, William F. Clinton, George W. Bush, and Barack H. Obama. These presidents cover most of the last half of the twentieth century, and the first decade of the twenty first century, and each has been associated with a specific linguistic quality. John F. Kennedy was famed for his quality of oratory, Nixon for his manipulative use of language, Reagan for his gift of telling stories, Clinton for his ability to engage the public and to linguistically turn arguments and descriptions in particular directions. Bush, on the other hand, was famed for his inability to use language appropriately, and Obama returns us to the rhetorical flourishes of early Kennedy. In the case of each president, a range of specific examples are explored in order to highlight the ways in which a pragmatic analysis may provide an insight into presidential language. In many cases, what the president says is not necessarily what the president means.
