Book excerpt: A Financial Times Best Book of the Year Shortlisted for the Lionel Gelber Prize There has always been some gap between rich and poor in this country, but recently what it means to be rich has changed dramatically. Forget the 1 percent—Plutocrats proves that it is the wealthiest 0.1 percent who are outpacing the rest of us at breakneck speed. Most of these new fortunes are not inherited, amassed instead by perceptive businesspeople who see themselves as deserving victors in a cutthroat international competition. With empathy and intelligence, Plutocrats reveals the consequences of concentrating the world’s wealth into fewer and fewer hands. Propelled by fascinating original interviews with the plutocrats themselves, Plutocrats is a tour de force of social and economic history, the definitive examination of inequality in our time.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the pressure for local councils to follow the lead of the private sector and develop shared service and partnership arrangements, the barriers in terms of culture, differences in priorities across councils and lack of experience are formidable - yet this is the most likely source of meeting government targets for reduced overheads and improved organizational effectiveness. By using extensive case studies drawn from across local councils in England, Ray Tomkinson explains the implications of sharing service delivery, addresses concerns about loss of control and accountability, and demonstrates the potential advantages. He shows how to set up collaborative ventures, formal partnerships, shared service centres or special purpose vehicles, while pointing out possible pitfalls, thus enabling senior managers to follow all the necessary project steps to create an appropriate shared service. It seeks to examine the evidence of the cost, effectiveness and quality improvements achieved from sharings. This ground-breaking book has been written for everyone in local government; it explores the political and cultural barriers, and legislative/legal framework for joint workings, explains how to find an appropriate governance vehicle, and how to gain the commitment of partners. It deals with political and managerial concerns, risk aversion and parochial issues, and the possible impact on the reputation and performance of both sharers. Shared Services in Local Government is the only comprehensive study for the UK and it will ensure any public sector organization pursuing this route is able to approach the task of creating a shared service with a real understanding of the issues involved.

There has been a resurgence of academic and policy interest in using indicators to inform planning, partly in response to the current government's information intensive approach to decision-making. The content of the book falls into three broad sections: indicators usage and policy-making; methodological and conception issues; and case studies of policy indicators.

Available in PDF, EPUB and Kindle. Book excerpt: Exploring the streets of London, Manchester, Belfast, Edinburgh or Cardiff, one cannot help but notice the striking transformations taking place in the urban landscapes. This prominent regeneration of urban areas in the UK and around the world has become an increasingly important issue amongst governments and populations. The growing concern has been a result of the impacts of the decline of cities since the collapse of manufacturing industries and the heightening of global competition. A range of innovative approaches to tackle urban problems have been taken over many decades to attempt to regenerate the fortunes of towns and cities across the UK. This text provides an accessible, yet critical, synthesis of urban regeneration in the UK incorporating key policies, approaches, issues and debates. The central objective of the book is to place the historical and contemporary regeneration agenda into context. Section one sets up the conceptual and policy framework for urban regeneration in the UK. SectiontTwo traces policies that have been adopted by central government to influence the social, economic and physical development of cities, including early municipal interventions in the late nineteenth century, community-focused urban policies of the late 1960s, entrepreneurial property-led regeneration of the 1980s and competition for urban funds in the 1990s. The penultimate section illustrates the key thematic policies and strategies that have been pursued by cities themselves, focusing particularly on improving economic competitiveness and tackling social disadvantage. These approaches are contextualized by discussions covering, for example, urban competitiveness policies and the focus on sustainable urban regeneration. The final section summarizes key issues and debates facing urban regeneration, and speculates upon future directions. Urban Regeneration in the UK blends the approaches taken by central government programmes and cities themselves in the regeneration process. The latest ideas and examples from across disciplines and across the UK’s urban areas are illustrated. This book provides a comprehensive and up-to-date synthesis that will fill a significant gap in the current literature on regeneration and will be a tool for students as well as a seminal read for practitioners and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: On 24 February 2022, Russia invaded Ukraine in a major escalation of the Russo-Ukrainian War, which began in 2014. Following the 2014 Ukrainian Revolution, Russia annexed Crimea, and Russian-backed paramilitaries seized part of the Donbas region of south-eastern Ukraine, which consists of Lugansk and Donetsk oblasts, sparking a regional war. In March 2021, Russia began a large military build-up along its border with Ukraine, eventually amassing up to 190,000 troops and their equipment. Despite the build-up, denials of plans to invade or attack Ukraine were issued by various Russian government officials up to the day before the invasion. On 21 February 2022, Russia recognized the Donetsk People's Republic and the Lugansk People's Republic, two self-proclaimed breakaway quasi-states in the Donbas. The next day, the Federation Council of Russia authorized the use of military force and Russian troops entered both territories. This book tries to shed light on the causes which led to this war. It presents arguments of both sides carried through the words of presidents Putin and Zelenskyy. This edition includes as well the book about the historical background of the conflict and the military actions during the war. Content: The Speeches and Decisions of Vladimir Putin The Speeches and Decisions of Volodymyr Zelenskyy The Consequence: Russo-Ukrainian War

Book excerpt: This provocative collection of essays challenges traditional ideas of strategic s- tial planning and opens up new avenues of analysis and research. The diversity of contributions here suggests that we need to rethink spatial planning in several f- reaching ways. Let me suggest several avenues of such rethinking that can have both theoretical and practical consequences. First, we need to overcome simplistic bifurcations or dichotomies of assessing outcomes and processes separately from one another. To lapse into the nostalgia of imagining that outcome analysis can exhaust strategic planners’ work might appeal to academics content to study ‘what should be’, but it will doom itself to further irrelevance, ignorance of politics, and rationalistic, technocratic fantasies. But to lapse into an optimism that ‘good process’ is all that strategic planning requires, similarly, rests upon a ction that no credible planning analyst believes: that enough talk will miraculously transcend con ict and produce agreement. Neither sing- minded approach can work, for both avoid dealing with con ict and power, and both too easily avoid dealing with the messiness and the practicalities of negotiating out con icting interests and values – and doing so in ethically and politically critical ways, far from resting content with mere ‘compromise’. Second, we must rethink the sanctity of expertise. By considering analyses of planning outcomes as inseparable from planning processes, these accounts help us to see expertise and substantive analysis as being ‘on tap’, ready to put into use, rather than being particularly and technocratically ‘on top’.
