Book excerpt: New public management is a topical phrase to describe how management techniques from the private sector are now being applied to public services. This book provides a completely up-to-date overview of the main theoretical models of public sector management, and examines the key changes that have occurred as more and more public services are contracted out to private organisations, as the public sector itself grapples with 'internal markets'. Drawing on economics, organisational theory and poliltics, Jan-Erik Lane presents new public management from an analytical perspective. This book uses game theory and empirical studies in order to assess the pros and cons of new public management.

Book excerpt: "Public management is emerging as a discipline separate from public administration. Public management, as distinguished from public administration, focuses on strategy rather than on managerial processes, on relations between organizations rather than within them, and on the intersection of public policy and management. Public Management: The State of the Art gathers leading researchers and theorists from various schools of interpretation to convey the latest theories and research and to explore what public management is and what it can be." "The authors assess the state of current public management theory, reveal the effectiveness and strategic dimensions of public management practice, and show how the discipline of public management interacts with policy design and politics. In addition, they examine the implications of technological innovation, including management information systems, and chart new directions for public management theory and research."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Available in PDF, EPUB and Kindle. Book excerpt: In the West, innovations in new public management (NPM) have been regarded as part of the neoliberal project, whilst in China, these reforms have emerged from a very different economic and social landscape. Despite these differences however, similar measures to those introduced in the West have been adopted by the Chinese state, which has largely abandoned the planned economy and adopted market mechanisms in the pursuit of improved economic efficiency and growth. Evaluating the results of these reforms in both China and the West between 1978 and 2011, this book shows that despite substantial improvements in economic efficiency in both cases under consideration, there have been considerable negative impacts on the distribution of wealth, access to public services, levels of poverty, public health, and the incidence of crime. Further, this book explores the different results of NPM in China and the West and the conclusions Paolo Urio draws have timely significance, as he suggests that China has been able to change its policies more rapidly and thus more effectively respond to the challenges posed by the current economic crisis. Drawing on both Western and Chinese sources, this innovative book compares the consequences of their public management reforms, taking into account the impact on both the economy and society. As such, this book will be of great interest to students and scholars working in the fields of Chinese studies, Asian studies, business, economics, strategic public management and comparative studies in capitalism and socialism.

Available in PDF, EPUB and Kindle. Book excerpt: Public-sector organizations are fundamentally different from their private-sector counterparts. They are part of the society’s political organizations and are major political actors. They are multifunctional, follow a political leadership and the majority do not operate in an external market. In an era of rapid reform, reorganization and modernization of the public sector, this book offers a timely and illuminating introduction to the public-sector organization that recognizes its unique values, interests, knowledge and power base. Drawing on both instrumental and institutional perspectives within organization theory, as well as democratic theory and empirical studies of decision-making, the book addresses five central aspects of the public-sector organization: ■ goals, values and motivation ■ leadership and steering ■ reform and change ■ effects, learning and implications ■ understanding and design The book challenges conventional economic analysis of the public sector, arguing instead for a political-democratic approach and a new prescriptive organization theory. A rich resource of both theory and practice, Organization Theory and the Public Sector: Instrument, Culture and Myth is essential reading for anybody studying the public sector. This second edition of the book contains a range of new and updated themes, examples and references.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout its history, public administration has used a number of different perspectives for analyzing the discipline's theory and practice, and both mainstream and alternative lenses have produced valuable insights and prescriptions. At the same time, an individual way of looking at PA can be misleading. Alone, a solitary lens can miss critical aspects and often gives only part of the picture. Public Administration in Perspective has been specifically crafted to give new life to public administration theory and practice by helping readers view the discipline through a variety of perspectives. Designed for the capstone course in public administration programs, as well as a fresh approach for courses in PA theory and organizational theory, this unique book provides a culminating experience--bringing together what has been learned in previous MPA courses without simply rehashing old content. It offers a comprehensive guide to eleven major approaches to PA, and synthesizes them to deepen our understanding of the discipline. Each chapter in Part I describes the key features of the selected perspective--history, content, and proponents--and discusses the strengths and weaknesses related to PA theory and practice. Part II synthesizes the various perpectives, with specific implications for PA management and practice. Part III concludes with a complete overview, identifying ways in which readers can think more creatively and productively about PA, putting the perspectives themselves into perspective.

Available in PDF, EPUB and Kindle. Book excerpt: Organization Theory and Public Management is written for current and future public managers. Understanding organization theory helps managers at all levels define program objectives, overcome constraints, and accomplish mandated purposes. Armed with theoretical and conceptual knowledge, managers can better identify the factors that affect organizational performance, determine how these factors interrelate, and decide how best to resolve problems and attain goals. Familiarity with organization theory can facilitate fresh ways to view organizational challenges and discover new paths for pursuing change. Organization theory, supported by intuition and common sense, can be a powerful guide to action. The book approaches each organization theory school of thought on its own terms, drawing out its implications for public management as objectively as possible. Chapter 1 introduces organization theory as a field of study, chapter 2 establishes the unique context of public management, and chapter 3 presents three analytical frameworks for assessing the theories of organization covered in the twelve chapters that follow.

Available in PDF, EPUB and Kindle. Book excerpt: This book reframes theoretical, methodological and practical approaches to public administration by drawing on complexity theory concepts. It aims to provide alternative perspectives on the theory, research and practice of public administration, avoiding assumptions of traditional theory-building. The contributors explain both how ongoing non-linear interactions result in macro patterns becoming established in a complexity-informed world view, and the implications of these dynamics. Complexity theory explains the way in which many repeated non-linear interactions among elements within a whole can result in processes and patterns emerging without design or direction, thus necessitating a reconsideration of the predictability and controllability of many aspects of public administration. As well as illustrating how complexity theory informs new research methods for studying this field, the book also shines a light on the different practices required of public administrators to cope with the complexity encountered in the public policy and public management fields. This book was originally published as a special issue of the Public Management Review journal.

This book was released on 1990 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: If you think your job is hopelessly difficult, you may be right. Particularly if your job is public administration. Those who study or practice public management know full well the difficulties faced by administrators of complex bureaucratic systems. What they don't know is why some jobs in the public sector are harder than others and how good managers cope with those jobs. Drawing on leadership theory and social psychology, Erwin Hargrove and John Glidewell provide the first systematic analysis of the factors that determine the inherent difficulty of public management jobs and of the coping strategies employed by successful managers. To test their argument, Hargrove and Glidewell focus on those jobs fraught with extreme difficulties—"impossible" jobs. What differentiates impossible from possible jobs are (1) the publicly perceived legitimacy of the commissioner's clientele; (2) the intensity of the conflict among the agency's constituencies; (3) the public's confidence in the authority of the commissioner's profession; and (4) the strength of the agency's "myth," or long-term, idealistic goal. Hargrove and Glidewell flesh out their analysis with six case studies that focus on the roles played by leaders of specific agencies. Each essay summarizes the institutional strengths and weaknesses, specifies what makes the job impossible, and then compares the skills and strategies that incumbents have employed in coping with such jobs. Readers will come away with a thorough understanding of the conflicting social, psychological, and political forces that act on commissioners in impossible jobs.
