Book excerpt: Subject: America entered the Global War on Terrorism with little understanding of the enemy it faced. AI-Qaeda plays a leading role in the larger movement of global jihad, a splinter faction of militant Islamism intent on establishing its vision of strict Islamic rule in the Muslim world through armed action. Global jihadis have spent more than 40 years refining their philosophy, gaining experience, building their organization, and developing plans to reestablish what they see as the only true Islamic state on earth. The September 11, 2001 (9/11) attacks set this plan in motion. In the years leading up to and following the 9/11 attacks, global jihadis have written copiously on their military strategy for creating an Islamic state. This paper draws on those writings to examine and explain the mechanisms by which they plan to neutralize the superpower guardian of world order, claim land and peoples for Islamic emirates out of the resulting chaos, and bring these emirates together to become a true Islamic state. Their writings also expose weaknesses in their strategy, and this paper explores some of those potential vulnerabilities as well.

Available in PDF, EPUB and Kindle. Book excerpt: By consulting the work of well-known and obscure al-Qaeda theoreticians, Michael W. S. Ryan finds jihadist terrorism strategy has more in common with the principles of Maoist guerrilla warfare than mainstream Islam. Encouraging strategists and researchers to devote greater attention to jihadi ideas rather than jihadist military operations, Ryan builds an effective framework for analyzing al-Qaeda's plans against America and constructs a compelling counternarrative to the West's supposed "war on Islam." Ryan examines the Salafist roots of al-Qaeda ideology and the contributions of its most famous founders, Osama Bin Laden and Ayman al-Zawahiri, in a political-military context. He also reads the Arabic-language works of lesser known theoreticians who have played an instrumental role in framing al-Qaeda's so-called war of the oppressed. These authors readily cite the guerrilla strategies of Mao, Che Guevara, and the mastermind of the Vietnam War, General Giap. They also incorporate the arguments of American theorists writing on "fourth-generation warfare." Through these texts, readers experience events as insiders see them, and by concentrating on the activities and pronouncements of al-Qaeda's thought leaders, especially in Yemen, they discern the direct link between al-Qaeda's tactics and trends in anti-U.S. terrorism. Ryan shows al-Qaeda's political-military strategy to be a revolutionary and largely secular departure from the classic Muslim conception of jihad, adding invaluable dimensions to the operational, psychological, and informational strategies already deployed by America's military in the region.

Book excerpt: A comprehensive look at the War on Terror and the best way to a safer future Scholar Daniel Byman offers a new approach to fighting the war on terrorism. He convincingly argues that two of the main solutions to terrorism offered by politicians--military intervention and the democratization of the Arab world--shouldn't even be our top priorities. Instead, he presents a fresh way to face intelligence and law enforcement challenges ahead: conduct counterinsurgency operations, undermine al-Qaeda's ideology, selectively push for reforms, and build key lasting alliances. Daniel Byman (Washington, DC) directs the Security Studies Program and the Center for Peace and Security Studies at Georgetown University. He is a Senior Fellow at the Saban Center for Middle East Policy at the Brookings Institution and also served on the 9/11 Commission. He regularly writes about terrorism and the Middle East for the Washington Post, Slate, and other publications.

Book excerpt: In this paper, the author differentiates and characterizes terrorists and insurgents, and he conducts a detailed conceptual and historical analysis of insurgency and its current manifestation on a global scale by the Salafi Jihad movement. This work lays out the case that terrorism and insurgency differ, and that the current "long war" is actually being fought by the other side as an insurgency. As a result, the United States must amend and adapt its strategy to one of global counterinsurgency, beyond a global war on terrorism alone.

Available in PDF, EPUB and Kindle. Book excerpt: This book deals with the causes, nature, and impact of the divisions within the jihadi movement, and the splits between jihadis and other Islamic groups. Fault Lines in Global Jihad offers a systematic and comprehensive examination of the broad range of divisions that contribute to the weakening of the jihadi movement. It separates these divisions into two broad categories, namely fissures dividing jihadis themselves, and divisions separating jihadis from other Muslim and Islamist groups. The first part of the book covers intra-jihadi divisions, highlighting tensions and divisions over strategic, tactical, and organizational issues. The second part of the book addresses several important case studies of jihadi altercations with other Muslim and Islamist groups of non-jihadi persuasion, such as the Muslim Brotherhood, Hamas, and the Shii community. More than simply an enumeration of problems and cracks within al-Qa’ida and its cohorts, this book addresses critical policy issues of relevance to the broader struggle against the global jihadi movement. The editors conclude that these divisions have and continue to weaken al-Qa’ida, but neither in an automatic nor in an exclusive fashion—for these divisions render the global jihadi movement simultaneously vulnerable and more resilient. This book will be of much interest to students of jihadism, terrorism and political violence, Islamism, security studies and IR in general.

Book excerpt: Global Jihadism exposes the core doctrine and strategy of today’s global Jihadist movement. The first half of the book explores the ideas upon which groups such as Al Qaeda are built, including the concepts of Jihad, al-Wala wal-Bara, Takfir and Tawhid. Jarret Brachman exposes a genre of Jihadist strategic scholarship that has been virtually ignored in the West and helps to situate it within the broader Salafist religious movement. The second half explores the thinking and activities of Al Qaeda’s propaganda machine, explaining its intricacies and idiosyncrasies. It includes case studies on the rise and fall of global Jihadist terrorism in Saudi Arabia post-9/11, and highlights the explosive results of bringing theory to bear on practice in the United Kingdom over the past twenty years. The book concludes by providing innovative strategies for combating the global Jihadist ideology.

Book excerpt: Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda's terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. Third, a jihad-realist Shari'a case against al-Qaeda's terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for national security personnel charged with formulating and executing counterterrorist messaging strategy.

Book excerpt: Jihadist ideology inspires a diverse and decentralized collection of radical groups to fight alleged enemies of Islam and to attempt to “restore” a holy caliphate to unite Muslim peoples across the Middle East, Africa, and Asia. Islamic Radicalism and Global Jihad provides unique insights into the philosophical foundations, strategic vision, organizational dynamics, and tactics of the modern jihadist movement—with specific attention to its primary driver, Al-Qa’ida. Springer, Regens, and Edger draw heavily on Arabic language sources seldom seen in the West to explain what jihadists want and how radical thinkers have distorted the teachings of Islam to convince followers to pursue terrorism as a religious duty. With sophisticated and systematic analysis, the authors lead their readers on a fascinating intellectual journey through the differing ideas, goals, and vulnerabilities of the jihadist movement as it has evolved over time. The authors also impart wisdom from their own professional experience with terrorism, counterinsurgency, and intelligence to provide scholars, students, counterterrorism professionals, and general readers with this accessible overview of key radical Islamic thinkers and today’s jihadists.

Book excerpt: This Book Focuses, For The First Time, On An Entirely, Different Genre Of Terrorism Which, Althought It Derives Its Inspiration From The Al Qaida, Has Evolved Its Own Dangerous Mixture Of State Sponsorship, Mafia Support And Religious Fanaticism. In The Process, The Sub-Continent Has Seen The Emergence Of The Lashkar-E-Toiba As A New International Behemoth, Coupled With An Explosion Of Religious Shcools In Pakistan Whose Alumni Fanned Out In Diaspora Of Bigotry Not Only Over The Sub-Continent But Across South East Asia. Thus, The Let, Its Parent The Jamaat-Ud-Dawa And Its Auxillaries Can Truly Be Counted As The Next Generation Of Home-Grown Terrorist Groups With Wide International Ramifications. The Danger From The Let And Its Fellow Travellers Is Far Greater Than Posed By The Al Qaida. The Let Is The Only Terrorist Organisation That Enjoys The Protection And Guidance Afforded By The Isi. Unlike The Al Qaida, Which Depended On Scattered Support, The Let And Its Cohorts Have Ready Access To The World-Wide Support Of The Dawood Ibrahim Mafia By Way Of Transport, Arms, Ammunition, Safe Houses And Legends. Book excerpt: “A tour de force on the evolution of jihadism. . . . essential reading.” ―Mehran Kamrava, author of Inside the Arab State Most violent jihadi movements in the twentieth century focused on removing corrupt, repressive secular regimes throughout the Muslim world. But following the 1979 Soviet invasion of Afghanistan, a new form of jihadism emerged—global jihad—turning to the international arena as the primary locus of ideology and action. With this book, Glenn E. Robinson develops a compelling and provocative argument about this violent political movement's evolution. Global Jihad tells the story of four distinct jihadi waves, each with its own program for achieving a global end: whether a Jihadi International to liberate Muslim lands from foreign occupation; al-Qa’ida’s call to drive the United States out of the Muslim world; ISIS using “jihadi cool” to recruit followers; or leaderless efforts of stochastic terror to “keep the dream alive.” Robinson connects the rise of global jihad to other “movements of rage” such as the Nazi Brownshirts, White supremacists, Khmer Rouge, and Boko Haram. Ultimately, he shows that while global jihad has posed a low strategic threat, it has instigated an outsized reaction from the United States and other Western nations. “[A] remarkably comprehensive account.” —Foreign Affairs

Book excerpt: Islamist militants based in Pakistan have played a major role in terrorism around the world and pose a significant threat to regional and international security. Although the Pakistan-militant connection has received widespread attention only in recent years, it is not a new phenomenon. Pakistan has, since its inception in the wake of World War II, used Islamist militants to wage jihad in order to compensate for severe political and material weakness. This use of militancy has become so important that it is now a central component of Pakistani grand strategy; supporting jihad is one of the principal means by which the Pakistani state seeks to produce security for itself. Contrary to conventional wisdom, the strategy has not been wholly disastrous. It has achieved important domestic and international successes, enabling Pakistan to confront stronger adversaries and shape its strategic environment without the costs and risks of direct combat, and to help promote internal cohesion to compensate for its weak domestic political foundations. Recently, however, these successes of Pakistan's militant strategy have given way to serious problems. The militant organizations that Pakistan nurtured over the decades are increasingly exceeding its control; continued support for jihad diverts scarce resources from pressing domestic projects, impeding the country's internal development; and the militant campaign's repeated provocations have led India to adopt a more aggressive conventional military posture. As Paul Kapur shows in Jihad as Grand Strategy, these developments significantly undermine Pakistani interests, threatening to leave it less politically cohesive and externally secure than it was before. Thus, despite its past benefits, the strategy has outlived its utility, and Pakistan will have to abandon it in order to avoid catastrophe. This will require not simply a change of policy, but a thoroughgoing reconceptualization of the Pakistani state.
