They were greeted by vendors and sunbathers. Fortunately, the rest of their mission—helping to end Lebanon's first civil war—went nearly as smoothly and successfully, thanks in large part to the skillful work of American diplomats who helped arrange a compromise solution. Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? Not to rush to judgment when surprised by the unexpected. And don't assume the worst.

Here it is assumed to consist of Syria, Lebanon, Jordan, Iraq and Palestine. Much has been written on the history of these countries which were taken from the Ottoman empire after 1918 and became Mandates under the League of Nations. For the most part the histories of these countries have been handled either individually or as part of the history of Britain or France. In the first instance the emphasis has normally been on the development of nationalism and local resistance to alien control in a particular territory, leading to the modern successor state. In the second most studies have concentrated separately on how either France or Britain handled the great problems they inherited, seldom comparing their strategies. The aim of this book is to see the region as a whole and from both the European and indigenous points of view. The central argument is that the mandate system failed in its stated purpose of establishing stable democratic states out of what had been provinces or parts of provinces within the Ottoman empire. Rather it generated basically unstable polities and, in the special case of Palestine, one totally unresolved, and possibly unsolvable, conflict. The result was to leave the Middle East as perhaps the most volatile part of the world in the later twentieth century and beyond. The main purpose of the book is to examine why this was so.

Book excerpt: Under the Eisenhower Doctrine, the United States pledged to give increased economic and military aid to receptive Middle Eastern countries and to protect--with U.S. armed forces if necessary--the territorial integrity and political independence of these nations from the threat of "international Communism." Salim Yaqub demonstrates that although the United States officially aimed to protect the Middle East from Soviet encroachment, the Eisenhower Doctrine had the unspoken mission of containing the radical Arab nationalism of Egyptian president Gamal Abdel Nasser, whom Eisenhower regarded as an unwitting agent of Soviet expansionism. By offering aid and protection, the Eisenhower administration hoped to convince a majority of Arab governments to side openly with the West in the Cold War, thus isolating Nasser and decreasing the likelihood that the Middle East would fall under Soviet domination.
