Book excerpt: Recent qualitative studies of the relationship between public opinion and U.S. foreign policy put decisions into the following two categories: the President tends to lead or to follow public opinion; public opinion influences decision-making, constrains the decision, or has no impact. These studies typically research the initial decision to intervene, but fail to examine the subsequent decisions to sustain and win a war: financial and human means, conduct, objectives, duration, and communication. I argue that these elements of a winning strategy are impacted by concerns with public support at home. The impact of public opinion on the decision whether to use force is better understood when analyzing the compromise between the perception of anticipated public opinion and the necessities of a military campaign. Public opinion impacts the strategy, the timing, and length of an intervention, and inversely, those elements impact the anticipated public opinion and ultimately the decision to use force or choose a different course of action. The president can expect to influence public opinion and raise the acceptability of an intervention through various means. As a consequence, there is a back-and-forth process between anticipated public support for a given intervention and the consideration of the use of force. Contrary to the current literature, which tends to conclude that the president enjoys a substantial margin for maneuver, an analysis of post Cold War cases of interventions, limited interventions, and military escalations shows that anticipated public opinion limited the president's margin for maneuver and influenced not only the decision to intervene but also the military strategy and in the end, the result of the intervention. These findings contradict the realist paradigm for which only the structure of the international system matters and domestic politics are irrelevant in the study of international relations.

Aufgrund einer quantitativen Inhaltanalyse der Bundestagsdebatte zum Libanon-Einsatz identifiziert er zunächst zwei grundlegende Frames (Verantwortungs- und Risiko-Frame) die jeweils von Befürwortern und Gegnern des Bundeswehr-Einsatzes ins Spiel gebracht werden. Der Autor verwendet diese Frames schließlich um drei Versionen eines fiktiven Zeitungsartikels (pro, contra und neutral) zu konstruieren und in einer experimentellen Studie deren Einfluss auf die Meinungsbildung der Probanden zu untersuchen. Die Analyse und Auswertung der Antworten mit Hilfe von linearen und logistischen Regressionstechniken bestätigt die zentrale Annahme dieser Arbeit: Der Einfluss von politischer Argumentation kann nur unter Einbeziehung individueller Merkmale der Bürger vollständig nachvollzogen werden. Im Vergleich zur neutralen Version reduziert der Risikoframe die Zustimmung zum Bundeswehreinsatz, wohingegen der Verantwortungsframe wirkungslos bleibt. Der Einfluss des Risikoframes ist jedoch abhängig vom individuellen Vorwissen und den politischen Prädispositionen der Probanden. Je besser sie über deutsche Außenpolitik informiert sind, umso eher erweist sich der Risikoframe als wirkungslos. Inkongruenz zu politischen Prädispositionen erhöht hingegen die Wirkungsweise des Risikoframes. Darüber hinaus ergibt die Modellierung eines dreifachen Interaktionseffekts, dass die Wirksamkeit des Verantwortungsframes bei gegebener dispositiver Kongruenz positiv vom Grad des politischen Vorwissens abhängt. Book excerpt: In the 1990s, Americans witnessed live televised images of U.S. soldiers dragged through the streets of Mogadishu, wounded American prisoners of war paraded in front of video cameras in Iraq and Kosovo while their families were interviewed simultaneously on live television at home, and scud missile attacks in Israel and Saudi Arabia during the Persian Gulf War. These events have brought foreign policy directly into America's living rooms. By transforming complex, distant events into entertaining and compelling human dramas, these images have captured the American public's attention to a far greater extent than printed reports, photographs and tape-delayed videos ever could. Does the nature and extent of media coverage of foreign crises influence public opinion in ways that affect presidential decisionmaking, and if so, how? I argue that the Information Revolution has fundamentally changed how the media covers foreign crises, that, as a result, Americans are becoming more attentive to such crises and, in turn, that an attentive public makes it difficult for presidents to use force as a foreign policy tool. I employ content analyses of media coverage of various foreign crises and statistical analyses of public opinion surveys to demonstrate trends in public opinion and to relate increases in attentiveness to changes in the mass media, particularly television. I find that even as the Americans declare themselves in countless surveys to be less concerned with foreign affairs in the post-Cold War era than at any time since World War II, they are simultaneously growing increasingly attentive to foreign crises. I then develop a formal model to derive hypotheses concerning when and how public opinion will influence presidential crisis decisionmaking. To test the hypotheses, I conduct statistical analyses of all U.S. post-WWII foreign crises and a case study of the 199294 U.S. intervention in Somalia. I find that an attentive public can inhibit presidents from escalating foreign crises, particularly if the strategic stakes involved are relatively modest. I also find evidence of a growing reluctance by the U.S. to become engaged in low-stakes military operations and increasingly risk-averse tactics in those low-stakes conflicts in which the U.S. becomes involved.
