Book excerpt: Traditionally, students are scheduled to take Algebra I in their first year of high school mathematics in New York State. However, in many schools, the "top" students in a cohort have access to this course in eighth grade, tracking these high-achieving students ahead of their lower-achieving peers. In response, some schools have adopted the policy of "Algebra for all" in eighth grade0́3called universal acceleration. A perceived benefit to the policy of universal acceleration is ensuring equal access to a challenging curriculum for all students, regardless of race, socioeconomic status, or prior achievement- mitigating one of the perceived limitations of ability tracking. A drawback of an "acceleration for all" policy is that weaker students may not be developmentally ready to take Algebra in 8th grade, while at the same time, stronger students' progress might be hindered. The purpose of this descriptive, quantitative study is to investigate how the implementation of acceleration for all has impacted the timing of when students take the Integrated Algebra Regents in one school district, the district's achievement on the Integrated Algebra Regents and whether the policy affects subgroups of students differentially. The results from the study will be significant to school leaders, as districts may wish to consider these policy changes to enhance learning opportunities for all students.

Book excerpt: The United States Department of Education found the annual 8th grade General Math California Standards Test to be out of compliance with the No Child Left Behind Act since it assesses 6th and 7th grade math standards. The California State Board of Education passed a math policy that requires all students to take the Algebra California Standards Test, thereby mandating algebra courses for all. This study seeks to understand what impact this policy may have on math performance among the lowest performing math students. I analyze student data from a large, diverse, urban school district. Employing a series of descriptive analyses I compare those students in the lower tenth percentile on the 7th grade math California Standards Test to those in the upper ninetieth percentile. I then track these students from the 7th to the 9th grade to determine math course promotional patterns over time. Then, selecting only students that performed in the lower tenth percentile, they are classified by their 8th grade General Math Only and Algebra Only math course placements. I employ Ordinary Least Squares regression to determine the relationship between math course type and students' academic outcomes. Math course placement appears to be policy-driven towards placement in algebra content courses rather than by the student's math skills. Any algebra course content increases the likelihood of repeating the math course level. As the algebra course content becomes more rigorous the likelihood of repeating the math course level increases. Book excerpt: What does it take to create and implement a 7th to 8th grade middle school program where the great majority of students achieve at high academic levels regardless of their previous elementary school backgrounds? This was the major question that guided the research and development of a 7-year long project effort entitled the Chancellor's Model School Project (CMSP) from September 1991 to August 1998. The CMSP effort conducted largely in two New York City public schools was aimed at creating and testing a prototype 7th and 8th grade model program that was organized and test-implemented in two distinct project phases: Phase I of the CMSP effort was conducted from 1991 to 1995 as a 7th to 8th grade extension of an existing K-6 elementary school, and Phase II was conducted from 1995 to 1998 as a 7th to 8th grade middle school program that became an integral part of a newly established 7-12th grade high school. In Phase I, the CMSP demonstrated that with a highly structured curriculum coupled with strong academic support and increased learning time, students participating in the CMSP were able to develop a strong foundation for rigorous high school coursework within the space of 2 years (at the 7th and 8th grades). Mathematics and Reading test score data during Phase I of the project, clearly indicated that significant academic gains were obtained by almost all students -- at both the high and low ends of the spectrum -- regardless of their previous academic performance in the K-6 elementary school experience. The CMSP effort expanded in Phase II to include a fully operating 7-12 high school model. Achievement gains at the 7th and 8th grade levels in Phase II were tempered by the fact that incoming 7th grade students' academic background at the CMSP High School was significantly lower than students participating in Phase 1. Book excerpt: The purpose of this study was to determine the effects of environmental conditions of adult literacy and demographics prevalent during infancy and early childhood on mathematics and language arts literacy scores on eighth grade achievement tests. This study collected published scores for eighth grade math and language literacy from public schools in Arkansas using the 2003 administration of the Arkansas Comprehensive Testing, Assessment, and Accountability Program (ACTAAP) and the adult literacy estimates for Arkansas counties as determined by the National Institute for Literacy (NIFL) using indicators of population size, employment, education level, and race from the 1990 US Census. Data collected from NIFL reports, school enrollments, and grand means of scaled literacy and math scores were entered by county in SPSS (v. 12.0) software for analysis. Bivariate correlations were used to determine relationships between ACTAAP scores, adult literacy and demographic variables. Multiple regression analysis was performed to determine relative influence of adult literacy, unemployment, dropout rates, and ethnicity on ACTAAP scores. Unemployment and underemployment among adults in 1990 were linked to low levels of education; dropout rates and unemployment were linked to racial minority status, reinforcing findings of the National Adult Literacy Study. Eighth grade test scores showed strong correlations to adult literacy especially at the lowest levels and moderate correlations to unemployment and dropout rates. The correlation between 2003 eighth grade scores and adult ethnicity in 1990 was stronger than for any other demographic or literacy variables, accounting for 57% of the influence on math scores and 42% of the influence on literacy scores. Early childhood experiences, as evidenced by the impact of conditions in 1990 have a significant impact on today's student achievement and programs should be developed to address literacy from a family or community perspective. The task resulted from the poor DSTP mathematics test scores gathered from the spring 2002 DSTP assessment. The purpose of this position paper was to formulate a course of action for the new middle school, which would lead to the improvement of DSTP mathematics scores. To do this, I investigated prior academic interventions in mathematics which were designed and implemented at the middle school for eighth grade students in January of 2003. These interventions were examined in relation to their impact on student achievement on DSTP assessment in mathematics scores by eighth grade students in the spring of 2003. The effects of the interventions and the data gathered about the local factors that influenced the DSTP results in general were disappointing. Based on the evidence, new interventions will be outlined to address the problem.
