Book excerpt: This paper reviews different studies on technology adoption in sub-Saharan Africa to understand the determinants of low adoption of improved technologies, with a special focus on Malawi. This will in turn help explain why there is a gap between awareness and adoption of agriculture technologies. As evidenced from the results of the FGDs conducted in Malawi in 2018, despite the visible benefits of the new technologies, farmers often do not adopt or take a long time to adopt them. This creates a gap between awareness of agriculture technologies and their adoption. The existing literature from sub-Saharan Saharan Africa, demonstrates that adoption, as a decision-making process, is affected by farmers’ access to information, their financial and human capital, incentives and external programs, plus farmers’ attitude to risk.

It argues that, contrary to global fears of worker displacement by new technologies, African countries can develop an inclusive future of work, with opportunities for lower-skilled workers. Harnessing these opportunities is, however, contingent on implementing policies and making productive investments in four main areas. These are enabling inclusive digital technologies; building human capital for a young, rapidly growing, and largely low-skilled labor force; increasing the productivity of informal workers and enterprises; and extending social protection coverage to mitigate the risks associated with disruptions to labor markets. This companion report to the World Bank’s World Development Report 2019 concludes with important policy questions that should guide future research, whose findings could lead to more inclusive growth for African nations.

Book excerpt: An extensive literature has demonstrated that technologies in sub-Saharan Africa are largely inappropriate: that is, that they are typically capital- and import-intensive rather than labour- and local input-intensive. These technologies have created a pattern of development that is highly unequal, with widespread unemployment and under-employment. In this literature, however, relatively little attention has been paid to the institutions that govern the generation, adoption and use of technology. This book draws on historical analysis and case studies to evaluate how institutions in different countries, including those in Africa itself, generate technologies that vary in their characteristics and suitability for the region. Through these case studies, insight is gained into the characteristics of ‘appropriate’ institutions that might underlie a more balanced pattern of technology and development than currently exists. The findings of the book clearly confirm a major tenet of institutionalist theory: namely, that institutions developed in one set of circumstances are unlikely to be appropriate to conditions in a markedly different set. This book will be of interest to economists, social historians and anyone with an interest in modern African development.

In recent years, the contribution of technological progress to growth and welfare improvement has increased even further, especially with the globalization process which has been characterized by exponential growth in exports of manufactured goods. This paper establishes the existence of a technology trap in Sub-Saharan Africa. It shows that the widening income and welfare gap between Sub-Saharan Africa and the rest of world is largely accounted for by the technology trap responsible for the poverty trap. This result is supported by empirical evidence which suggests that if countries in Sub-Saharan Africa were using the same level of technology enjoyed by industrialized countries income levels in Sub-Saharan Africa would be significantly higher. The result is robust, even after controlling for institutional, macroeconomic instability and volatility factors. Consistent with standard one-sector neoclassical growth models, this suggests that uniform convergence to a worldwide technology frontier may lead to income convergence in the spherical space. Overcoming the technology trap in Sub-Saharan Africa may therefore be essential to achieving the Millennium Development Goals and evolving toward global convergence in the process of economic development.

Book excerpt: Digital connectivity, including through the modern cellular network technologies, is expected to play a key role for the Future of Work in sub-Saharan Africa (SSA). We estimate the cost of introducing a full-scale 4G network by 2025 in SSA and an operable 5G network by 2040. We adapt the costing model of Lombardo (2019) by accounting for the significant demographic transformation and rapid urbanization in SSA. We use the WorldPop and GADM databases and the UN’s medium-variant population projections to project the population densities at the highest level of administrative division for each SSA country in 2025 and 2040. For full 4G connectivity, the required capital and operational costs stands approximately at US$14 billion by 2025 and for 5G connectivity, costs amount to US$57 billion in 2040, conditional on having the 4G in place by 2025. These costs roughly translate to 8.4 percent of annual subscriber income, on a median basis, by 2025 for 4G and 4.9 percent of subscriber income by 2040 for 5G. Having the infrastructure in place is not sufficient to bridge the mobile Digital Divide. In addition, policies are needed to address affordability and knowledge gaps.
