Book excerpt: The topics addressed in this paper focuses on geographical prospects for gas by UNECE sub-region and then by exploring the new applications for gas within the region as a whole. The versatility of gas means it can be used for heat, for power, for combined heat and power (CHP), for petrochemicals and fertilisers, and in internal combustion engines. Natural gas can also be used as a source of hydrogen, and with biogas can contribute to decarbonization. Flexibility means there are considerable opportunities for expanded use of liquefied natural gas and compressed natural gas in land transport and for LNG at sea. New geographical markets are also available for natural gas in Southeastern Europe, and, especially, in parts of Russia and Central Asia. Prospects for new geographical markets and for new applications have to be considered against a background of increasing urgency about the need to tackle the climate emergency. Modelling carried out for the UNECE indicates that If the UNECE region is to meet the Paris target of limiting the increase in global temperature to no more than two degrees, then its 56 member States will have to invest an extra $180 bn a year for the next 30 years over and above what they might otherwise be expected to invest in energy. Yet the potential costs of failing to address the climate emergency are of a comparable magnitude. Striking the right balance will not be easy.

Book excerpt: The Russian gas industry provides 50% of Russian domestic energy supplies, a substantial proportion of CIS gas supplies, and around 20% of European gas demand. Declines in production at existing fields mean that Gazprom will face increasingly difficult decisions about moving to higher cost fields on the Yamal Peninsula. The alternative will be increasing imports from Central Asian countries and allowing other Russian gas producers to increase their role in the industry. Russian exports to Europe will gradually increase and deliveries of Russian LNG will commence to Asia and the both coasts of North America. Pipeline gas deliveries to East Asian countries may have a longer time horizon. Export projects aimed at new markets will depend crucially on the maintenance of (oil and) gas prices at the levels of 2003-05. European exports will also depend on the pace of EU market liberalisation and Gazprom's ability to agree mutually acceptable terms for transit, principally with Ukraine and Belarus. Reform, liberalisation and restructuring of the Russian gas industry have been more substantial than has generally been recognised. Most important has been price reform which, in 2005, allowed Russian industrial customers to become profitable to serve at regulated prices. Price increases may significantly reduce future increases in domestic gas demand. The increasing need for production from companies other than Gazprom will ensure that liberalised access to networks expands considerably over the next decade. In the 2000s, Gazprom reclaimed its CIS gas business from intermediaries, while maintaining its de facto monopoly of exports to Europe and establishing a similar degree of authority over future exports to Asia. The merger of Gazprom and Rosneft will provide the potential to become a force in the domestic and international oil markets, particularly given the authority that the president has conferred on the company in terms of Russian energy policy.

Autor v této knize odpovídá na otázku, zda Ruská federace skutečně zneužívá plynové dodávky jako mocenský nástroj a za jakých podmínek takovéto zneužití hrozí. The so called shale gas isn’t a new discovery, but its production has been too complex and expensive for a long time. Since rough quantities of shale gas have been exploited in North America, the global gas markets are changing. The European gas market is also affected by these changes which are characterized by an increasing gas supply and declining prices. Since Europe also has shale gas resources, the production of this unconventional gas might be attractive now. The present report investigates and evaluates the shale gas potentials in Europe. Against the background of energy policy targets like supply security and carbon emissions reduction, the option of shale gas as solution approach for these targets has to be evaluated. Although the production is meanwhile mostly profitable, active exploitation in Europe is not yet carried out because environmental concerns and the “green” lobby are countering. Nonetheless, shale gas is most likely to take a significant share of the future energy mix.
