Book excerpt: Against the backdrop of China’s mounting influence and North Korea’s growing nuclear capability and expanding missile arsenal, South Korea faces a set of strategic choices that will shape its economic prospects and national security. In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

Book excerpt: As the international security situation has changed after the collapse of the Soviet Union, the book examines the implication of the new security environment to the security of South Korea and how the strategic and military relations with the United States will develop. In the new era, the lack of common interests has made the mutual defence sceptical. This book suggests that South Korea should eventually develop a long-term strategy with a goal of self-reliance.

Available in PDF, EPUB and Kindle. Book excerpt: The alliance between the United States and South Korea has endured through seven decades of shifting regional and geopolitical security contexts. Yet it now faces challenges from within. Domestic political turmoil, including deepening political polarization and rising nationalism in both countries, has cast doubt on the alliance’s viability—with critical implications for the balance of power in East Asia. Scott A. Snyder provides an authoritative overview of the internal and external pressures on the U.S.–South Korea alliance and explores its future prospects. He argues that nationalist leaders’ accession to power could put past successes at risk and endanger the national security objectives of both countries. In the United States, “America first” nationalism favors self-interest over cooperation and portrays allies as burdens or even free riders. “Korea first” sentiments, in both progressive and conservative forms, present the U.S. military presence in South Korea as an obstacle to Korean reconciliation or a shackle on South Korea’s freedom of action. Snyder also examines North Korea’s attempts to influence South Korean domestic politics and how China’s growing strength has affected the dynamics of the alliance. He considers scenarios in which the U.S.–South Korea relationship weakens or crumbles, emphasizing the consequences for the region and the world. Drawing on this analysis, Snyder offers timely recommendations for stakeholders in both countries on how to preserve and strengthen the alliance.

This major conclusion, which emerges from this report analyzing South Korean attitudes toward unification and long-term security issues, is bolstered by additional findings suggesting potentially significant movement in almost all areas of South Korea's traditional security perspectives. This includes significantly reduced South Korean security anxieties and increased confidence in Korea's place in the regional and global orders. It also includes greater hesitance about reunification, markedly altered attitudes toward Japan, increased discernment about the role of the U.S.-Republic of Korea (ROK) alliance, and heightened uncertainty about the long-term value of the U.S. regional military presence. Such attitudes could have important implications for both U.S. policy and U.S.-ROK security relations.

Book excerpt: This report, prepared jointly by RAND and the Korea Institute of Defense Analyses, assesses whether and how the United States and the Republic of Korea (ROK) can maintain and invigorate their security relationship should North Korea no longer pose a major threat to peace and stability on the Korean peninsula. The research identified prospective changes in the U.S.-ROK alliance stemming either from shifts in relations between North and South Korea, from changes in the larger regional security context, or from both. Analyses focused on four alternative models of the alliance, evaluating the relevance of each according to shifting peninsular and regional conditions and according to more-precise criteria for judging their suitability, feasibility, and flexibility. The findings enabled the researchers to specify four potential end states. Because of the variability in future political and military conditions, it was not possible to determine a single optimal model or end state. But there is ample basis for building a post-unification alliance, which would possess a very different logic and structure from those of the threat-based environment of the Cold War. Through such an alliance, both countries would help realize their primary policy needs while keeping potential areas of political, economic, and security divergence in check.

Book excerpt: These essays support the argument that strong and effective presidential leadership is the most important prerequisite for South Korea to sustain and project its influence abroad. That leadership should be attentive to the need for public consensus and should operate within established legislative mechanisms that ensure public accountability. The underlying structures sustaining South Korea’s foreign policy formation are generally sound; the bigger challenge is to manage domestic politics in ways that promote public confidence about the direction and accountability of presidential leadership in foreign policy.

Book excerpt: "This book does not argue for stronger security ties among the three countries based solely on a shared understanding of the threats posed by North Korea. Nor does it look toward containment of a rising China or resurgent Russia for its strategic rationale. Rather, the authors argue for broadening the foundation on which the three nations' ties rest. A better understanding of the complex weave of interests and values that binds the United States, South Korea, and Japan will stabilize the relationships and make them more resilient and adaptable to future developments."--BOOK JACKET.

Book excerpt: An erratic, aging North Korean leadership intent on dynastic succession and development of nuclear weapons is attracting a lot of attention in the Asia-Pacific Region -- an area of utmost importance to the United States. Current concerns about security in Korea provide the backdrop to this volume, which offers an overview of the evolution of security on the Korean peninsula and an assessment of the U.S. role there from the 1940s to the present. A distinctive feature of this volume is the long historical perspective that is brought to bear on contemporary security dilemmas. The renowned contributors examine U.S. policy prior to and during the Korean War and look at the subsequent changes in U.S. commitment to South Korea during a period of global stalemate that had been shaped in part by the war itself. The authors then assess the future of U.S.-Korean relations within the context of the changing international environment, considering the prospects for future strife, the merits of a cooperative security system, and the possibility of reunification.

Book excerpt: This book considers both Koreas - North Korea and South Korea - to examine possible pathways for the years leading up to 2032 and beyond, thus offering a composite picture of Korea and its strategic relevance in Asia and the world at large. Through a combined South-North Olympic team and an effort of jointly hosting the Games, Republic of Korea president Moon Jae-in has marked the year 2032 as special in the future of the Korean Peninsula. Although the International Olympic Committee (IOC) has expressed scepticism about a combined hosting of the Games, the expectation in Korea is that this event will underline the shared destiny of the people inhabiting the peninsula and realign two states still caught in an ideologically fraught civil conflict that is one of the last vestiges of the Cold War. Chapters begin with a brief historical review and analysis of the present, before moving to consider how these will shape the next decade, drawing comparative and complementary analyses. No matter how contrasting the contemporary trajectories of both North and South Korea might appear, ‘Korea’ as a singular entity is an old concept still containing great possibilities. As the ongoing inter-Korean reconciliation process underscores, the futures of North and South Korea can be found in a complementary singular Korea, which would again represent an important political, strategic, cultural, and social space in Asia. An evaluation of the future trajectory, social awareness and perception of the Koreas, this book offers a valuable contribution to the study of North and South Korea and Asian Politics.

An important aspect of the continuing hostilities was America's security guarantee to South Korea. Despite enormous geopolitical changes brought by the accelerating collapse of communism, the United States has a standing pledge to go to war if necessary to thwart a North Korean attack. This volume assesses the current and future viability of the U.S.-South Korean alliance from military, political, and economic perspectives.

In the context of these questions, the authors explore the possibilities for enhanced co-operation in both traditional and non-traditional spheres.

Available in PDF, EPUB and Kindle. Book excerpt: Could the 38th Parallel the last remaining Cold War frontier collapse as did the Berlin Wall? Many observers believe that significant change between North and South Korea is only a matter of time and that Korean unification -whether it occurs abruptly or over time is all but certain. In that event, the United States and the Republic of Korea will have to reexanmine the longer-term basis of their alliance and the need for continued security cooperation. A New Allianee for the Next Century seeks to contribute to the reexanmination of the U.S.-ROK security relationship. In this collaborative effort of RAND and the Korea Institute of Defense Analyses the two research teams intensnvly review the past history and present status of the U.S.-ROK alliance and assess the alliance, s future development in light of regional and local challenges. The authors identifiy range of outcomes based on alternative models of the future U.S.-ROK security relationship and offer a framework for evaluating the suitability, feasibility and flexibility of their security-planning alternatives. Both research teams believe that the potential for a post -unification alliance clearly exists, but that such an alliance, and the strategic planning it entails, need to be managed effectively by the political and military leaderships of the United States and the Republic of Korea. Looking beyond present realitics is more important now than at any time in the history of the alliance, and the process of planning for the future must begin now.

Book excerpt: This edited volume brings together the work of ten distinguished scholars and leading experts on Korean politics to critically analyze the key factors and issues that are shaping a newly emerging security regime on and around the Korean peninsula. The Korean security regime is expected to undergo a swift structural change in the coming years, given new trilateral U.S.-South Korea-Japan relations, U.S.-Japan security cooperation, and increasing rivalry between China and the U.S. and China and Japan. North Korea's most recent initiatives to reach out to the international community have resulted in historic agreements on diplomatic normalization talks with the U.S. and Japan in March 2000. These talks and the first high level visit by North Korean officials to the United States will restructure the security dynamics on the Korean peninsula.
