Book excerpt: We live on a dynamic Earth shaped by both natural processes and the impacts of humans on their environment. It is in our collective interest to observe and understand our planet, and to predict future behavior to the extent possible, in order to effectively manage resources, successfully respond to threats from natural and human-induced environmental change, and capitalize on the opportunities â€" social, economic, security, and more â€" that such knowledge can bring. By continuously monitoring and exploring Earth, developing a deep understanding of its evolving behavior, and characterizing the processes that shape and reshape the environment in which we live, we not only advance knowledge and basic discovery about our planet, but we further develop the foundation upon which benefits to society are built. Thriving on Our Changing Planet presents prioritized science, applications, and observations, along with related strategic and programmatic guidance, to support the U.S. civil space Earth observation program over the coming decade.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the policies and space economy programs of major space-faring nations and explores whether the present institutional set-up in Europe is adequate to address the challenges. At the core of the discussion are the relative roles of governments and markets in a highly dynamic panorama that involves advancements in science, modifications in technology and organization, and the introduction of new rules of behavior. After a close examination of the history of development of the space economy, and the shift from the centralized model to deregulation and the opening up of space activities to commercial companies, a wide-ranging overview of global space governance is provided. National and regional perspectives are discussed, and the current role of commercial actors in the global space system is elucidated. The various challenges faced by Europe are then examined, including the threat posed by institutional and market fragmentation to the emergence of European companies able to compete with companies of nations such as the USA. The final part of the book analyzes proposals for reforming of the space system in Europe and offers a vision for future European space policy.

Book excerpt: Breaking free of the Earth's surface to look down from above is longer a mere dream. Sophisticated instruments flown on satellites produce streams of data that, when inserted into complex information processes, increase our knowledge of the Earth system. Satellites have now revealed the limits and potential of our planet by making them “visible”. This book describes how satellite observation offers unique support in fields such as the management of natural environments, risk prevention and post-disaster management. Beginning with an historical review it then traces how data are constructed from the initial conception of measurements to their interpretation for use in operational systems. Ongoing sociological surveys sketch-out some of the difficulties to be overcome to allow more widespread use of satellite data. With the help of concrete examples such as emergency mapping for disaster management or monitoring of water resources, readers are shown how space-based observation offers potential cognitive resources for living on Earth while taking care of it.

Book excerpt: U.S. space-based remote sensing programs and activities are facing a number of critical junctures in the coming decade. The U.S. government will have some critical decisions about its own requirements for exploiting remote sensing capabilities for environmental, meteorological, and national security uses, balanced against limited and decreasing budgets for those activities. Furthermore, there are ongoing debates within the Administration, in the Congress, and by the American public over the extent of the role government should play in fostering the commercial remote sensing sector. The explosion in geographical information system technologies for enhancing raw remote sensing data is also encouraging the development of a commercial market. These trends and others, such as expanding international capabilities, have combined to produce a dynamic remote sensing arena-an arena requiring a balanced approach to resource allocation and long-range planning. This Note presents a survey of remote sensing policy issues for the 1990s, with the purpose of assisting in the development of a future space-related RAND research agenda.

Book excerpt: Both the Arctic and Space are important policy topics for the EU, with recently defined strategies and programs. The European Commission's Joint Research Centre has recently completed a study upon the request of the Directorate Defense Industry and Space (DEFIS) aiming at identifying the synergies across the four domains of the EU Space Programme. This study surveys the EU's space-based capabilities, related to Earth observation (EO), navigation, communication and space monitoring, and highlights their current and potential future relevance for users in the Arctic. The user-needs across the four main domains are provided, covering the maritime sector, disaster risk management, monitoring essential climate variables and regulatory compliance, search and rescue services, communications and satellite service disruption. Users cover both science and operational users but also indigenous and local community users. Challenges are then discussed related to the different domains of applications. Then, the study provides a large inventory of the current and future (i.e. next decade) European capacities in the Arctic. Finally, it discusses promising synergistic uses of space assets and applications, and presents a brief societal impact assessment. These synergies are expected to be key enablers of new services that will have a high societal impact in the region, which could be developed in a more cost-efficient and rapid manner. Similarly, synergies will also help exploiting operational services that are already deployed in the Arctic. The study is based on discussions with various international experts from Academy to Industry from several areas, and on an extensive literature review covering high-quality sources. The study aims at reinforcing the efficiency of existing and future capabilities for the Arctic users and to improve the connectivity.
