Book excerpt: Ethiopia has successfully implemented policies to reduce inflation and rebuild external reserves. Fiscal policy aims to continue the strong focus on physical and social infrastructure investment while raising the revenue effort. The recent reframing of monetary policy to adopt a reserve money nominal anchor holds out the prospect for the end of financial repression. While the External Shocks Facility-supported program has achieved its objectives of macroeconomic stabilization and a rebuilding of external reserves, much remains to be done to sustain and accelerate growth.

Book excerpt: This Selected Issues paper investigates the macroeconomic impact of existing gender gaps in Ethiopia and discusses the authorities’ policies in the areas of gender equality and women’s rights, with a focus on women’s economic engagement. Ethiopia has shown a firm political commitment to the advancement of gender equality and women’s rights; however significant challenges around women’s economic participation remain. Whilst most people work in Ethiopia, women face many barriers to formal labor force participation, have lower levels of education than men—particularly at secondary and tertiary levels—and have significant wage gaps compared to men. The findings suggest that, eliminating gender gaps in both educational attainment and the rate of formal employment could increase output in Ethiopia over time by over 24 percent. Improved institutional capacity would lead to better integration of gender issues into the planning and implementation of government policies. Ethiopia has already embedded gender units within the structure of many of its ministries.

Book excerpt: This Selected Issues paper on The Federal Democratic Republic of Ethiopia highlights that accelerating private sector development is the key to increasing and sustaining growth, and providing employment opportunities to raise incomes. Private sector development remains in its infancy, reflecting the slow transition to a market economy, and the contribution of industry to GDP has not changed significantly. The World Bank has identified some key areas to improve the investment climate, which include deeper financial sector reform and acceleration of the privatization program.

Book excerpt: Ethiopia showed commendable performance under the Poverty Reduction and Growth Facility (PRGF) Arrangement. Executive Directors appreciated this development, and emphasized the need to strengthen fiscal and monetary policies, enhance revenues, strengthen public expenditure management, and introduce poverty-related activities. They welcomed the restructuring plan for the Commercial Bank of Ethiopia, and stressed the need to strengthen the organizational structure and finances of the National Bank of Ethiopia. They agreed that Ethiopia has successfully completed the fifth review under the PRGF program, and approved further financial assistance.

Book excerpt: Facing declining reserves and high inflation, Ethiopian authorities have implemented an effective macroeconomic adjustment package supported by the IMF under the rapid-access component of the Exogenous Shocks Facility. The global recession is putting renewed pressure on the external position, via weaker export receipts and remittances and slowing inward direct investment. Supporting structural measures focus on tax reform, the control of public enterprise borrowing, and the control of liquidity through indirect instruments.

Book excerpt: This Selected Issues paper examines the causes of recent inflation in Ethiopia and discusses possible policy responses. Inflation in Ethiopia has reached a historical peak. Following a drought-related surge of food prices in 2003, it receded to single digits but soon turned back up in 2004 and gradually increased. The paper provides an overview of recent inflation developments, and explores the factors contributing to recent inflation, based on fresh studies and the review of current monetary and external developments. The paper also lays out cross-country analysis with countries experiencing high inflation.

Book excerpt: Ethiopia has had four constitutions throughout its history: the 1931 version, the 1955 version, the 1987 version, and the 1995 version; which is currently in effect. Until the adoption of the first of these constitutions, the concepts of Ethiopian government had been codified in the Kebra Nagast (which presented the concept that the legitimacy of the Emperor of Ethiopia was based on its asserted descent from king Solomon of ancient Israel), and the Fetha Nagast (a legal code used in Ethiopia at least as early as 1450 to define the rights and responsibilities of the monarch and subjects, as defined by the Ethiopian Orthodox Tewahedo Church).

Book excerpt: This Selected Issues paper argues that for Ethiopia to continue sustaining robust growth, leveraging the transformation power of the private sector, especially entrepreneurs, is essential. Although Ethiopia’s public sector-led development strategy has delivered strong results over the past decade, it has been facing significant challenges in recent years. A model-based analysis of the country’s investment program indicates that, despite positive long-run growth effects, transition challenges and macroeconomic trade-offs are associated with different financing strategies. Heavy reliance on domestic bank borrowing may require substantial fiscal and macroeconomic adjustments as well as entail a sharp increase in inflation. External commercial borrowing, on the other hand, may ease these adjustments but at the cost of significant increases in debt to gross domestic product ratios. Comparing Ethiopia’s development experience—especially in terms of structural transformation and competitiveness—with that of selected Asian countries indicates differences which point to possible adjustments in Ethiopia’s development approach.

Book excerpt: Ethiopia’s request for disbursement under the rapid-access component of the Exogenous Shocks Facility is examined. The authorities have embarked upon a tightening of monetary and fiscal policies to facilitate necessary rebuilding of foreign exchange reserves. Wheat has been imported on an emergency basis to dampen domestic inflation expectations and alleviate the impact of high food prices on vulnerable groups. Steep increases in international prices for key imports have exacerbated strains on the Ethiopian economy and pushed foreign exchange reserves to critically low levels.

Book excerpt: The Federal Democratic Republic of Ethiopia has made fresh attempts to deal with the intra-state challenges to the 'nation-state' in multi-ethnic societies. This book examines how that country is trying to implement a programme of decentralising state power to ethnically-based regional constituencies, which could be of interest to other countries in Africa. The study reveals that the Ethiopian Experiment questions conventional images of polyethnic states. This book presents a practical example of the formulation of new approaches towards ethnicity, federalism and objective nation-/statehood, attempting to examine the changing meaning of ethnicity and nationalism throughout history in Western Europe, to discuss how they impacted on state formations in Africa, and to consider why Ethiopia stands unique in the process of state-building versus ethnicity. The study elaborates the factors which convinced the new Ethiopian leadership to embark on such a revolutionary path, one on which each of the country's Nations, Nationalities and Peoples is guaranteed the right to self-government, self-determination and even independence. federalism and the transition to democracy.

Book excerpt: The newly issued five-year second Growth and Transformation Plan (GTP II) envisages continued high growth and public infrastructure investment, while placing a greater emphasis on private sector development and foreign direct investment (FDI), competitiveness, and export-oriented industrialization. A major drought and deterioration of the external environment resulted in a 2015/16 growth slowdown to an estimated 6.5 percent. Stability-oriented macroeconomic policies and effective policy responses, including food imports, to mitigate the drought’s social costs kept inflation low and the budget deficit on target. The current account, however, posted for a second year a deficit above 10 percent of GDP.

Book excerpt: Context: In 2017/18 growth slowed due to political uncertainty and appropriately restrictive macroeconomic policies. The external current account deficit narrowed to 6.4 percent of GDP reflecting public-sector fiscal consolidation and a tight monetary policy stance. Reserves were thin and foreign exchange shortages persisted. Prime Minister (PM) Abiy Ahmed took office in April 2018, catalyzing a drive for reforms, including towards economic opening. Outlook: Output growth is expected to accelerate to 8.5 percent in 2018/19 as political uncertainty abates and financial inflows temporarily ease external constraints. The Debt Sustainability Analysis (DSA) continues to assess Ethiopia at high risk of debt distress. Reforms announced by the authorities—including privatizations and opening key sectors to competition and private investment—pose a substantial upside growth potential.
