In 1992, shortly after the end of the Cold War, a Security Council Summit in New York reaffirmed the salience of the system of collective security and stated the determination of the Heads of State to maintain it as the prime international instrument for preserving peace. Twenty years later, however, the record of collective security as well as of multilateralism has not been very encouraging. The system of collective security, as enshrined in the United Nations (UN) Charter, failed repeatedly to accomplish its mandate in the 1990s and has led to controversial debates in the United States and Europe that reached a climax during the Iraq crisis in 2002/03. The volume draws upon both theoretical and empirical research to answer the following core questions: What are the reasons that have made multilateralism either effective or ineffective in the field of peacekeeping, peace preservation and peacebuilding? How can multilateralism be made more effective? How can attempts made by Europe to render UN multilateralism in the security area more efficient be assessed? Having been a highly militarised, conflict-ridden and war-ridden region, the core of Europe today constitutes a security community where armed conflicts among the constituent states has become inconceivable. This comprehensive book offers a theoretically founded and thoroughly documented analysis of European security, with a special emphasis on the role played by the United Nations and the various regional and sub-regional organisations, especially the North Atlantic Treaty Organisation, the Organisation for Security and Cooperation in Europe, the Council of Europe and the European Union. When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. It will be required reading for all students and scholars of European security and the organisations which underpin it.

It argues that the G7/8 has a long and impressive history in the field of international security. The G7/8 has, for example, spearheaded the introduction of "low politics" and "soft security" to the top table of great power diplomacy and integrated Japan and, later Russia, into the realm of Western security discussions. In questions of war and peace the G8 does not command the legitimacy of the UN Security Council but, for the international community, is a more acceptable vehicle than unilateral action. As such the G8 can be seen as a note-worthy "second best" option after the UN Security Council. This Paper further argues that China should be admitted into the G8 first as an observer and later as a member. There is also a strong argument for the European Union to have one seat at the G8 even if such a change does not seem realistic today. The G8 bears great resemblance to the 19th century Concert of Europe. Whether it will assume a similar role in the 21st century depends in the final analysis on whether the United States welcomes such a role for the G8.
