The more adversaries understand each other's intentions and capabilities, the thinking goes, the less likely they are to be led to war by miscalculations and unwarranted fears. But how is transparency provided, how does it actually work, and how effective is it in preserving or restoring peace? In Promoting Peace with Information, Dan Lindley provides the first scholarly answer to these important questions. Lindley rigorously examines a wide range of cases, including U.N. peacekeeping operations in Cyprus, the Golan Heights, Namibia, and Cambodia; arms-control agreements, including the Nuclear Non-Proliferation Treaty; and the historical example of the Concert of Europe, which sought to keep the peace following the defeat of Napoleon in 1815. Making nuanced arguments based on extensive use of primary sources, interviews, and field research, Lindley shows when transparency succeeds in promoting peace, and when it fails. The document is transcribed, analysed and fully contextualised in order to foreground its decisive historical significance. The aim of Parish’s report was to outline British foreign policy and political strategy towards the South American revolutions at the final Congress of the Holy Alliance, held in Verona. Its publication contributes to the ongoing debates on Informal Empire, providing new empirical evidence that will enable us to better understand the social content of the political, economic and cultural relationships established between Britain and Latin America in the first half of the 19th century. The history of the document and of its author introduce the reader to the early stages of British intelligence and diplomacy with respect to an Independent Latin America, revealing the Foreign Office’s powers and limitations. Likewise, they offer an overview of the information about the South American revolutions circulating in London at the time, as well as the mechanisms used by the British government to obtain, classify and publicize this intelligence for political purposes. In this sense, the report makes evident the importance for the British government of knowing a specific historical and geographical reality in order to develop a foreign policy and political strategy. The book reflects on how this knowledge was mediated by class antagonisms and social relations (on a national and international scale) and was shaped by the stages of development of the productive forces in the regions involved. In this sense, studying the Parish family will allow us to more fully understand the role played by the increasingly influential social classes, in particular the merchants and manufacturers, in the development and implementation of a British foreign policy for Latin America.

John Buddle (1773-1843), the most eminent coal viewer and mining engineer and manager of his day, worked for a number of different coal owners in North-East England. In particular, for over twenty years he acted as colliery manager for Charles Stewart, 3rd Marquess of Londonderry. In this capacity Buddle wrote to his employer more than 2,000 letters, of which this book provides a selection. They give not only a detailed, and at times almost a day-to-day account of the coal trade of the Tyne and Wear at a time when the industry was expanding rapidly, but also a discussion of Lord Londonderry's always difficult financial affairs, of his local political activities, and the general condition of the region in a period of change. Buddle emerges from these letters as a self-confident professional man with far-reaching ideas tempered by prudence, ready to speak his mind and by no means always agreeing with his aristocratic employer, though ultimately always bowing to his decisions; Londonderry is revealed as ambitious, willful, and incapable of living within his means. The letters reveal the sometimes troubled relationship between the twovery different men, one that came close to breaking-point in 1841, though the breach was repaired before Buddle's death in 1843; more widely, they paint a vivid picture of north-east England in the early nineteenth century, of its politics, its economy, and its social situation at a time of lively development.
