Book excerpt: The Forest Inventory and Analysis (FIA) Program of the U.S. Department of Agriculture, Forest Service is in the process of moving from a system of quasi-independent, regional, periodic inventories to an enhanced program featuring greater national consistency, a complete and annual sample of each State, new reporting requirements, and integration with the ground sampling component of the Forest Health Monitoring Program. This documentation presents an overview of the conceptual design, describes the sampling frame and plot configuration, presents the estimators that form the basis of FIA's National Information Management System (NIMS), and shows how annual data are combined for analysis. It also references a number of Web-based supplementary documents that provide greater detail about some of the more obscure aspects of the sampling and estimation system, as well as examples of calculations for most of the common estimators produced by FIA.

Book excerpt: In the summer of 2003, a workshop was held in Portsmouth, NH, to discuss land measurement techniques for the North American Carbon Program. Over 40 sci- tists representing government agencies, academia and nonprofit research organi- tions located in Canada, the US and Mexico participated. During the course of the workshop a number of topics were discussed, with an emphasis on the following: • The need for an intermediate tier of carbon measurements. This level of study would be more extensive than state-level inventories of the US Forest Service Forest Inventory and Analysis Program, but less detailed than intensive ecos- tem studies sites such as those in Long Term Ecological Research network. This tier would ideally provide a basis to link and scale remote sensing measurements and inventory data, and supply data required to parameterize existing models (see Wofsy and Harriss 2002, Denning et al. 2005). • The design criteria that such a network of sites should meet. The network and s- pling design should be standardized, but flexible enough to be applied across North America. The design also needs to be efficient enough to be implemented without the need for large field crews, yet robust enough to provide useful information. Finally, the spatial scale must permit easy linkage to remotely sensed data. • The key variables that should be measured at each site, and the frequency of measurement.

This book describes the importance and history of NFIs in Latin America and the Caribbean, a region that is particularly relevant due to the extension and biodiversity of its forests. Methodologies for data collection and measurement of the most relevant indicators in 21 countries are addressed. In addition, similarities and differences in IFN designs, challenges and opportunities, and prospects for the future are examined. This analysis demonstrates that the information generated by the countries is diverse and must be harmonized to meet the commitments and opportunities for sustainable forest management in the 21st century. This publication represents a milestone in the beginning of the harmonization process towards data transparency within the forestry sector in Latin America and the Caribbean and constitutes the first collaborative effort of a network of NFI experts and collaborators in the region.

This book was released on 2006 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Forest Inventory and Analysis program (FIA) is the key USDA Forest Service (USFS) program that provides the information needed to assess the status and trends in the environmental quality of the Nation's forests. The goal of the FIA Quality Assurance (QA) program is to provide a framework to assure the production of complete, accurate and unbiased forest information of known quality. Specific Measurement Quality Objectives (MQO) for precision are designed to provide a window of performance that we are striving to achieve for every field measurement. These data quality goals were developed from knowledge of measurement processes in forestry and forest ecology, as well as the program needs of FIA. This report is a national summary and compilation of MQO analyses by regional personnel and the National QA Advisor. The efficacy of the MQO, as well as the measurement uncertainty associated with a given field measurement, can be tested by comparing data from blind check plots where, in addition to the field measurements of the standard FIA crew, a second QA measurement of the plot was taken by a crew without knowledge of the first crew's results. These QA data were collected between 2000 and 2003 and analyzed for measurement precision between FIA crews. The charge of this task team was to use the blind-check data to assess the FIA program's ability to meet data quality goals as stated by the MQO. The results presented indicate that the repeatability was within project goals for a wide range of measurements across a variety of forest and nonforest environments. However, there were some variables that displayed noncompliance with MQO goals. In general, there were two types of noncompliance: the first is where all the regions were below the MQO standard, and the second is where a subset of the regions was below the MQO standards or was substantially different from the other remaining regions. Results for each regional analysis are presented in appendix tables. In the course of the study, the task team discovered that there were difficulties in analyzing seedling species and seedling count variables for MQO compliance, and recommends further study of the issue. Also the task team addresses the issue of trees missed or added and recommends additional study of this issue. Lastly, the team points out that traditional MQO analysis of the disturbance and treatment variables may not be adequate. Some attributes where regional compliance rates are dissimilar suggest that regional characteristics (environmental variables such as forest type, physiographic class, and forest fragmentation) may have an impact on the ability to obtain consistent measurements. Additionally, differences in data collection protocols may cause differences in compliance rates. For example, a particular variable may be measured with a calibrated instrument in one region, while ocularly estimated in another region.

Book excerpt: The book presents the current state and good practices of national forest inventories in monitoring wood resources and demonstrates pathways for harmonisation and improved common reporting. Beyond a general overview over availability and use of wood resources in different countries, it provides a unique collection of original contributions from national forest inventory experts with in-depth descriptions of current NFI methods in assessing wood availability and wood use in European countries, and selected countries from America and Asia. The main topics are national definitions and improvements in common reporting of forests available for wood supply, stem quality and assortments, estimation of change including growth and drain, and tree resources outside forest land. The book is a must-have for everyone who is contributing to national forest inventories either methodologically or operatively, for people who want or need to understand national forest inventory provided data and information on the availability of wood resources. By providing profound knowledge it is a valuable basis for scientists involved in scenario modelling and analysing effects of climate change, as well as individuals in private organisations and public administrations promoting the sustainable use of natural resources and the potential of green economy.

Book excerpt: The Vegetation Diversity and Structure Indicator (VEG) is an extensive inventory of vascular plants in the forests of the United States. The VEG indicator provides baseline data to assess trends in forest vascular plant species richness and composition, and the relative abundance and spatial distribution of those species, including invasive and introduced species. The VEG indicator is one of several sets of measures collected by the Forest Inventory and Analysis (FIA) Program of the USDA Forest Service to assess forest health. This document describes the sampling design, field data collection methods, primary output objectives, and estimation procedures for summarizing FIA VEG data.

Available in PDF, EPUB and Kindle. Book excerpt: Sound forest management planning requires cost-efficient approaches to optimally utilize given resources. Emphasizing the mathematical and statistical features of forest sampling to assess classical dendrometrical quantities, Sampling Techniques for Forest Inventories presents the statistical concepts and tools needed to conduct a modern forest inventory. The book first examines design-based survey sampling and inference for finite populations, covering inclusion probabilities and the Horvitz–Thompson estimator, followed by more advanced topics, including three-stage element sampling and the model-assisted estimation procedure. The author then develops the infinite population model/Monte Carlo approach for both simple and complex sampling schemes. He also uses a case study to reveal a variety of estimation procedures, relies on anticipated variance to tackle optimal design for forest inventories, and validates the resulting optimal schemes with data from the Swiss National Forest Inventory. The last chapters outline facts pertaining to the estimation of growth and introduce transect sampling based on the stereological approach. Containing many recent developments available for the first time in book form, this concise and up-to-date work provides the necessary theoretical and practical foundation to analyze and design forest inventories.
