Over 40 sci- tists representing government agencies, academia and nonprofit research organi- tions located in Canada, the US and Mexico participated. During the course of the workshop a number of topics were discussed, with an emphasis on the following: • The need for an intermediate tier of carbon measurements. This level of study would be more extensive than state-level inventories of the US Forest Service Forest Inventory and Analysis Program, but less detailed than intensive ecos- tem studies sites such as those in Long Term Ecological Research network. This tier would ideally provide a basis to link and scale remote sensing measurements and inventory data, and supply data required to parameterize existing models (see Wofsy and Harriss 2002, Denning et al. 2005). • The design criteria that such a network of sites should meet. The network and s- pling design should be standardized, but flexible enough to be applied across North America. The design also needs to be efficient enough to be implemented without the need for large field crews, yet robust enough to provide useful information. Finally, the spatial scale must permit easy linkage to remotely sensed data. • The key variables that should be measured at each site, and the frequency of measurement.

Book excerpt: The world's nations are moving toward agreements that will bind us together in an effort to limit future greenhouse gas emissions. With such agreements will come the need for all nations to make accurate estimates of greenhouse gas emissions and to monitor changes over time. In this context, the present book focuses on the greenhouse gases that result from human activities, have long lifetimes in the atmosphere and thus will change global climate for decades to millennia or more, and are currently included in international agreements. The book devotes considerably more space to CO2 than to the other gases because CO2 is the largest single contributor to global climate change and is thus the focus of many mitigation efforts. Only data in the public domain were considered because public access and transparency are necessary to build trust in a climate treaty. The book concludes that each country could estimate fossil-fuel CO2 emissions accurately enough to support monitoring of a climate treaty. However, current methods are not sufficiently accurate to check these self-reported estimates against independent data or to estimate other greenhouse gas emissions. Strategic investments would, within 5 years, improve reporting of emissions by countries and yield a useful capability for independent verification of greenhouse gas emissions reported by countries.

Book excerpt: Recent developments in international policy on Reduced Emissions from Deforestation in Developing countries (REDD) open the way for crediting of carbon saved by rural communities through management of the forests in their vicinity. Since the annual changes in forest carbon stock under this kind of management are relatively small and often under the canopy, they cannot easily be assessed using remote sensing, so ground-level data collection is likely to be essential over large areas of forests. The potential role of communities in measuring, monitoring and reporting carbon stock changes in their forests has been explicitly mentioned in UNFCCC documentation on methodology for REDD+, the extended form of REDD that includes forest enhancement, sustainable forest management and forest conservation. This book presents practical methods by which communities can do it. These methods were developed and tested with communities in villages in Africa and Asia under a six-year research programme. The reliability of the data gathered by the community is shown to be equivalent to that of professional forest inventories while the costs are much lower. Involvement of local communities in collection of this data may be the most cost-effective solution for national REDD+ programmes. Moreover, it could provide the basis for a transparent system for distribution of the financial rewards from REDD+ and the carbon market. The book first presents the policy context, concepts, methods and general results, which include estimates of typical carbon savings resulting from community management in different types of tropical forests. It also looks at the governance issues that may be involved and a variety of ways in which incentive schemes might be designed to encourage communities to participate. The second half of the book is devoted to case studies from the countries involved in the research. These provide both ideas and practical experience to enable agencies to engage with local communities to monitor carbon stock changes.

An inventory design was developed, including a field operations manual, and field training was carried out to build the capacity of technical forestry staff on field data collection, database development, and data analysis. The sampling design used was a stratified random cluster sampling, using the main ecological zones as strata. The sampling unit was a cluster composed of three square nested plots of 35 m x 35 m; placed in an L-shape arrangement at 100 m apart.

Forest degradation can play a significant role in decreasing forest carbon, and therefore should be included in forest carbon monitoring for purposes of greenhouse gas inventories and participation in prospective carbon markets. Yet despite this, accurate monitoring methodologies are not widely available, and pertinent definitions and drivers are not clearly defined. The workshop allowed for a comprehensive update of techniques being used in case studies worldwide, in addition to the implications of forest degradation definitions and thresholds that lack consensus. Topics discussed included drivers at varying levels, remote sensing techniques and approaches, ground based field measurements, uncertainties and design considerations, integration of monitoring techniques, and regional themes and next steps.
