Book excerpt: Available online: https://pub.norden.org/temanord2022-530/ Globally, the opportunity to use COVID-19 fiscal rescue and recovery spending to accelerate the low-carbon transition has largely been missed so far: the share of low-carbon fiscal spending ranges between 0.5%–2.5% in studies considering both rescue and recovery spending and 18%–30% for studies considering recovery spending alone. This report analyses the potential impacts of the COVID-19 pandemic and associated rescue and recovery packages on greenhouse gas emissions to 2030, focusing on three main aspects: 1) What happened to activities and greenhouse gas emissions in 2020, and what are the preliminary estimates for 2021? 2) How did the 2020 and 2021 emissions changes affect pathways through to 2030? 3) What is the expected impact of fiscal recovery packages on emissions through to 2030?

Available in PDF, EPUB and Kindle. Book excerpt: For decades, the world’s governments have struggled to move from talk to action on climate. Many now hope that growing public concern will lead to greater policy ambition, but the most widely promoted strategy to address the climate crisis – the use of market-based programs – hasn’t been working and isn’t ready to scale. Danny Cullenward and David Victor show how the politics of creating and maintaining market-based policies render them ineffective nearly everywhere they have been applied. Reforms can help around the margins, but markets’ problems are structural and won’t disappear with increasing demand for climate solutions. Facing that reality requires relying more heavily on smart regulation and industrial policy – government-led strategies – to catalyze the transformation that markets promise, but rarely deliver.

Book excerpt: This report confirms and strengthens the conclusions of previous analyses that current pledges and commitments fall short of set goals. It further says that, as emissions of greenhouse gases continue to rise rather than decline, it becomes less likely that emissions will be low enough by 2020 to be on a least-cost pathway towards meeting the 2 C target. As a result, after 2020, the world will have to rely on more difficult, costlier and riskier means of meeting the target. The further from the least-cost level in 2020, the higher these costs and the greater the risks will be. If the gap is not closed or significantly narrowed by 2020, the door to many options to limit temperature increase to 1.5 C at the end of this century will be closed, further increasing the need to rely on accelerated energy-efficiency increases and biomass with carbon capture and storage for reaching the target.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book discusses the contribution of sociology and survey research to climate research. The authors address the questions of which behaviors are of climate relevance, who is engaging in these behaviors, in which contexts do these behaviors occur, and which individual perceptions and values are related to them. Utilizing survey research, the book focuses on the measurement of climate-relevant behaviors with population surveys and develops an instrument that allows a valid estimate of an individual’s GHG emissions with a few core items. While the development of these instruments was based on surveys and qualitative interviews conducted in Austria, the instruments were subsequently tested in a set of 31 European countries, revealing the international relevance of such research. The book also concludes with a brief consideration of the effects of the COVID-19 crisis on environmental attitudes, situating the project globally.

Available in PDF, EPUB and Kindle. Book excerpt: The 2020 edition of the WWDR, titled Water and Climate Change illustrates the critical linkages between water and climate change in the context of the broader sustainable development agenda. Supported by examples from across the world, it describes both the challenges and opportunities created by climate change, and provides potential responses – in terms of adaptation, mitigation and improved resilience – that can be undertaken by enhancing water resources management, attenuating water-related risks, and improving access to water supply and sanitation services for all in a sustainable manner. It addresses the interrelations between water, people, environment and economics in a changing climate, demonstrating how climate change can be a positive catalyst for improved water management, governance and financing to achieve a sustainable and prosperous world for all. The report provides a fact-based, water-focused contribution to the knowledge base on climate change. It is complementary to existing scientific assessments and designed to support international political frameworks, with the goals of helping the water community tackle the challenges of climate change, and informing the climate change community about the opportunities that improved water management offers in terms of adaptation and mitigation.

Book excerpt: This 9th edition of the UN Environment Emissions Gap Report assesses the latest scientific studies on current and estimated future greenhouse gas emissions and compares these with the emission levels permissible for the world to progress on a least-cost pathway to achieve the goals of the Paris Agreement. This difference between "where we are likely to be and where we need to be" is known as the 'emissions gap'. As in previous years, the report explores some of the most important options available for countries to bridge the gap.

Book excerpt: An eminent philosopher explains why we owe it to future generations to take immediate action on global warming Climate change is the supreme challenge of our time. Yet despite growing international recognition of the unfolding catastrophe, global carbon emissions continue to rise, hitting an all-time high in 2019. Unless humanity rapidly transitions to renewable energy, it may be too late to stop irreversible ecological damage. In The Pivotal Generation, renowned political philosopher Henry Shue makes an impassioned case for taking immediate, radical action to combat global warming. Shue grounds his argument in a rigorous philosophical analysis of climate change’s moral implications. Unlike previous generations, which didn’t fully understand the danger of burning carbon, we have the knowledge to comprehend and control rising carbon dioxide levels. And unlike future generations, we still have time to mitigate the worst effects of global warming. This generation has the power, and thus the responsibility, to save the planet. Shirking that responsibility only leaves the next generation with an even heavier burden—one they may find impossible to bear. Written in direct, accessible language, The Pivotal Generation approaches the latest scientific research with a singular moral clarity. It’s an urgently needed call to action for anyone concerned about the planet’s future.

Available in PDF, EPUB and Kindle. Book excerpt: Reaching net zero emissions will not be the end of the climate struggle, but only the end of the beginning. For centuries thereafter, temperatures will remain elevated; climate damages will continue to accrue and sea levels will continue to rise. Even the urgent and utterly essential task of reaching net zero cannot be achieved rapidly by emissions reductions alone. To hasten net zero and minimize climate damages thereafter, we will also need massive carbon removal and storage. We may even need to reduce incoming solar radiation in order to lower unacceptably high temperatures. Such unproven and potentially risky climate interventions raise mind-blowing questions of governance and ethics. Pandora's Toolbox offers readers an accessible and authoritative introduction to both the hopes and hazards of some of humanity's most controversial technologies, which may nevertheless provide the key to saving our world.

Book excerpt: The Palgrave Handbook of Natural Gas and Global Energy Transitions provides an in-depth and authoritative examination of the transformative implications of the ongoing global energy transitions for natural gas markets across the world. With case studies from Africa, Asia, Europe, North America, Latin America, South America, Australia, and the Middle East, the volume introduces readers to the latest legal, policy, technological, and fiscal innovations in natural gas markets in response to ongoing global energy transitions. It outlines the risk mitigation strategies and contractual techniques — focusing on resilience planning, low-carbon business models, green procurement, climate-smart infrastructure development, accountability, gender justice, and other sustainability safeguards — that are required to maximize the full value of natural gas as a catalyst for a just and equitable energy transition and for energy security across the world. Written in an accessible style, this book outlines the guiding principles for a responsible and low-carbon approach to the design, financing, and implementation of natural gas development and commercialization. It is an indispensable text and reference work for students, scholars, practitioners, and stakeholders in natural gas, energy, infrastructure, and environmental investments and projects.
