Book excerpt: One of the key questions in food policy debates in the last decades has been the role of cash cropping for achieving food security in low income countries. We revisit this question in the context of smallholder coffee production in Ethiopia. Using unique data collected by the authors on about 1,600 coffee farmers in the country, we find that coffee income improves food security, even after controlling for total income and other factors and after addressing the endogeneity of coffee income. Further analysis suggests that the pathway for achieving this improved food security is linked to being better able to smooth consumption across agricultural seasons. In contrast with food crops, coffee sales take place almost throughout the whole year, providing farmers with cash income also during the lean season.

Book excerpt: We study post-harvest losses (PHL) in important and rapidly growing rural-urban value chains in Ethiopia. We analyze self-reported PHL from different value chain agents – farmers, wholesale traders, processors, and retailers – based on unique large-scale data sets for two major commercial commodities, the storable staple teff and the perishable liquid milk. PHL in the most prevalent value chain pathways for teff and milk amount to between 2.2 and 3.3 percent and 2.1 and 4.3 percent of total produced quantities, respectively. We complement these findings with primary data from urban food retailers for more than 4,000 commodities. Estimates of PHL from this research overall are found to be significantly lower than is commonly assumed. We further find that the emerging modern retail sector in Ethiopia is characterized by half the level of PHL than are observed in the traditional retail sector. This is likely due to more stringent quality requirements at procurement, sales of more packaged – and therefore better protected – commodities, and better refrigeration, storage, and sales facilities. The further expected expansion of modern retail in these settings should likely lead to a lowering of PHL in food value chains, at least at the retail level.

Book excerpt: Despite a rapidly growing enthusiasm around applications of information and communications technologies (ICTs) to smallholder agriculture in developing countries, there are still many questions on the effectiveness of ICT-based approaches. This study assesses the effects of videomediated agricultural extension service provision on farmers’ knowledge and adoption of improved agricultural technologies and practices in Ethiopia. The study focuses on a program piloted by the Government of Ethiopia and Digital Green and poses three questions. First, to what extent does video-mediated extension lead to increased uptake of improved agricultural technologies and practices by smallholder farmers? Second, is video-mediated extension targeted at both spouses of the household more effective than when only targeted at the (typically male) household head? Third, how cost-effective is a video-mediated approach to extension provision? The study explores these questions with a randomized controlled trial designed to evaluate the video-mediated approach as applied to three priority crops (teff, wheat, maize) and three technologies (row planting, precise seeding rates, and urea dressing). The trial was implemented in 347 kebeles (village clusters) during the 2017 meher (rainy) season in Ethiopia’s four most agriculturally important regional states. Analysis of data from our surveys of 2,422 households and 896 extension agents indicates that the video-mediated approach is more effective than the conventional approach in achieving several key outcomes. Specifically, we find that videomediated extension reaches a wider audience than the conventional approach and leads to higher levels of agricultural knowledge and uptake of technologies in those kebeles randomly assigned to the program. While our results do point to greater participation and greater knowledge of female spouses in kebeles where both male and female spouses were targeted by the program, we do not find clear evidence that the more inclusive approach translated into higher uptake of the subject technologies and practices. Finally, we find that the video-mediated approach becomes less costly as the scale of operation increases.

Book excerpt: Since oil prices’ decline in 2014, agriculture has received renewed interest in Nigeria as a key sector for achieving sustainable growth and generating foreign exchange. One of the identified obstacles to achieving these goals is the need to improve agricultural productivity. Cowpea is one of the priority crops identified for productivity improvement. Currently cowpea yields are below 900 kg/ha, but it has been shown that with the right technology, these yields could potentially double. One of the main biotic constraints for cowpea is the infestation of the insect pod borer (Maruca Vitrata). No conventional variety has been developed to resist this pest, but with the use of biotechnology and the sustained collaboration of national and international partners over many years, there is now a genetically modified pod-borer-resistant (or more generally insect-resistant) cowpea. This paper estimates the potential economic benefits of adopting this new technology and the cost that Nigeria will incur if this adoption is delayed. The analysis is conducted using an economic surplus partial equilibrium model run with the newly developed DREAMpy software, data drawn from the Nigeria General Household Survey 2015–2016, estimations using these data, and other local sources. The estimations show that if the insect-resistant cowpea is planted in 2020, the net present-value benefits for producers and consumers would be around US$350 million, 70 percent of which would be accrued by producers. The distribution of benefits by region show that Sudan-Sahel will accrue the most benefits, given the relative concentration of cowpea in this region and the estimated higher adoption rates and yield changes. Almost half of producers’ total benefit will go to large producers, who represent only 20 percent of all cowpea producers, while small producers, representing half of all cowpea producers, will receive 24 percent of the benefit. Additionally, the analysis shows that a five-year regulatory delay will decrease the estimated benefits by around 35 percent. While Nigeria already has in place a competent biosafety system that will most likely ensure that these regulatory delays will not materialize, these estimations highlight the importance of having an evidence-based, efficient, predictable, and transparent regulatory system to ensure that the expected economic benefits are realized.

Book excerpt: Ethiopia is currently embroiled in a large-scale civil war that has continued for more than a year. Using unique High-Frequency Phone Survey (HFPS) data, which spans several months before and after the outbreak of the war, this paper provides fresh evidence on the ex durante impacts of the conflict on the food security and livelihood activities of affected households. We use difference-in-differences estimation to compare trends in the outcomes of interest across affected and unaffected regions (households) and before and after the outbreak of the civil war. Seven months into the conflict, we find that the outbreak of the civil war increased the probability of moderate to severe food insecurity by 38 percentage points. Using the Armed Conflict Location and Event Data (ACLED) on households’ exposure to violent conflict, we show that exposure to one additional battle leads to 1 percentage point increase in the probability of moderate to severe food insecurity. The conflict has reduced households’ access to food through supply chain disruptions while also curtailing non-farm livelihood activities. Non-farm and wage related activities were the most affected by the conflict while farming activities were relatively more resilient. Similarly, economic activities in urban areas were much more affected than those in rural areas. These substantial impact estimates, which are likely to be underestimates of the true average effects on the population, constitute novel evidence on the near-real-time impacts of an on-going civil conflict, providing direct evidence on how violent conflict disrupts the functioning of market supply chains and livelihoods activities. Our work highlights the potential of HFPS to monitor active and large-scale conflicts, especially in contexts where conventional data sources are not immediately available.

While early studies focused on mobile phones and text messaging, attention is quickly shifting to other media, including video. Many studies on the use of video as a medium explore how increased access and consumption of information can lead to behavior changes that ultimately result in welfare-improving outcomes. This study explores whether video-mediated extension leads to the increased, sustained uptake of productivity-enhancing agricultural technologies and practices by small-scale farmers. Over the two-year period of 2017–2018, the Government of Ethiopia and Digital Green conducted the large-scale rollout of a video-mediated extension approach. We examine the impact of this rollout on a range of outcome indicators, including whether targeting the video-mediated approach to both spouses of a household was more effective than targeting the (typically male) household head alone. Our main outcomes of interest include farmer uptake of the subject technologies and the yield gains resulting from these technologies. Our study provides insights into the mechanisms behind the observed effects and an analysis of the approach’s cost effectiveness. Our results demonstrate that the video-mediated extension approach led to increases in farmer uptake of improved agricultural technologies and practices. In the first year of the experiment, we find an overall 6 percentage point increase in technology uptake, which translates into a 10 percent increase over the mean of the control group. An analysis of uptake by type of technology shows that the video-mediated approach resulted in an increase of 13, 20, and 15 percent over control group means for row planting, precise seeding rate, and urea top/side dressing, respectively. These results endure in the second year of the experiment, pointing to farmers’ effective uptake of the technology beyond a mere trial in one production season. Upon exploring the mechanisms that explain these adoption effects, we find that the video-mediated extension approach led to an increase in extension reach, with a 35 percent increase in farmers’ attendance at extension sessions (likely due to interest in the video medium). Among farmers assigned to the video-mediated extension approach, we also find a higher level of technical understanding of focal agricultural technologies and practices. While our results suggest greater participation and knowledge gains among (typically female) spouses who also participated in the video-mediated extension approach, we do not find clear evidence that targeting both spouses led to higher rates of technology uptake.

Book excerpt: Small-scale irrigation (SSI) provides great benefits to farmers in terms of increased yields and profits, better food and nutrition security and greater resilience to climate shocks. Ethiopia has high potential for expanding SSI and has invested considerably in this area in recent years. Despite these investments, several challenges to further expansion of irrigation technologies remain. Different stakeholders in the country play important roles in overcoming these barriers to further scale technologies for SSI. This paper explores institutional arrangements for the diffusion of small-scale irrigation technologies by mapping the landscape of key actors involved, their interconnections, and their influence. This paper draws on an analysis of stakeholder data collected through two participatory workshops in Ethiopia, one at the national level and one at the Oromia regional level, using the Net-Map approach. Results show the dominance of government actors in the diffusion of SSI at both the national and regional levels, while most private sector and NGO actors remain in the periphery. Participants in both workshops highlighted the need for increased financing services to support the adoption of SSI and measures aimed at increasing the supply of high-quality irrigation equipment, such as modern water lifting technologies. One notable difference between the national and regional results was that at the regional level, farmers, and to some extent traders and input suppliers, were considered to be more influential in the diffusion of irrigation technologies, while they were considered marginal actors at the national level.
