PIM tools were incorporated in universities’ curricula in India and South Africa. Examples of PIM innovations scaled up by partners in 2020 are private sector seed marketing in Ethiopia, picture-based insurance in Ethiopia, India and Kenya, and tools for inclusive governance of natural resources in India and Peru.

PIM findings and engagement contributed to Myanmar’s response to COVID-19, South Africa’s policies on resilience to climate change, Tunisia's policies for pastoral development, a reform of Nigeria’s national agricultural research system, Ghana’s fish seed and farm certification system, gender strategies for three agricultural value chains in Honduras, and genome editing guidelines for the agricultural sector in four African countries. PIM research informed policy documents of FAO, IFAD, One CGIAR, the UK Government, the World Bank and the World Food Programme. PIM tools enabled more equitable co-management of 76 protected areas in Peru and informed World Bank social protection projects. Books on food security in Bangladesh and Malawi, trade in Latin America, African agricultural value chains and gender were published. 42 PIM synthesis briefs and notes were issued, summarizing research results in key thematic areas. PIM contributed 181 journal articles, 8 journal issues (on demand driven seed systems, China’s response to COVID-19, agriculture and food security in China under COVID-19, food loss and waste, landscape restoration, multistakeholder fora in forestry and two issues on gender), 15 book chapters and about 500 non-peer-reviewed outputs. 16 PIM webinars were organized. PIM’s contributions to the United Nations Food Systems Summit covered agricultural extension, food system innovations and digital technologies, the future of small farms, the science-policy interface, the cost of ending hunger by 2030, food waste and loss, management of the commons and gender. Building on past PIM investments in economywide modeling tools and social accounting matrices, PIM teams continued to assess the impacts of COVID-19 and policy responses at country level. Lessons learned from PIM country-level analyses on COVID-19’s impacts on food systems, poverty and diets are summarized in a chapter of the IFPRI 2022 book “COVID19 and global food security: Two years later”. A paper in partnership with the CGIAR COVID19 Hub reviewed the literature on agri-food value chains for evidence of fractures and resilience in response to the pandemic. The results of coordinated studies on the impacts of COVID-19 on value chains in different countries were published. Several cross-CGIAR outputs initiated by PIM speak to the fulfillment of PIM’s convening role as an integrating program: the CGIAR Foresight Report and CGIAR foresight website; several outputs produced through the CGIAR Community of Excellence on Seed Systems Development, and the CGIAR book “Advancing gender equality through agricultural and environmental research: Past, present, and future” are examples. Other examples of PIM global public goods produced in 2021 are 27 innovations at various stages of uptake, a cross-cutting effort to distill PIM lessons on migration; new or updated social accounting matrices for 25 countries; and lessons and tools on stakeholder platforms for natural resource governance. Independent reviews assessed the effectiveness of PIM’s partnerships and the use by partners of PIM’s work on economywide modelling, agricultural insurance, tenure and governance, and the Ag-Incentives database.

Book excerpt: Over the past 20 years, value chain development (VCD) initiatives and value chain research have increasingly integrated gender dimensions to allow for gender-differentiated employment and income opportunities and other benefits for women and men, and to address the exploitation of women’s labor (Pyburn and Kruijssen 2021). This research often addresses constraints to women’s participation in specific value chains, such as administrative procedures in transboundary fish trade (Ratner et al. 2018) or disproportionate harassment of women food traders by authorities in Nigeria (Resnick et al. 2019). This brief draws on research conducted under the CGIAR Research Program on Policies, Institutions, and Markets (PIM) to illustrate how VCD supports and constrains progress toward gender equality and women’s empowerment. In particular, the brief summarizes work from a portfolio of six PIM co-funded projects (2020–2021) on gender dynamics in value chains beyond the production node and single commodity analysis (Box 1), a book chapter in a CGIAR-wide gender publication (Pyburn and van Eerdewijk 2021), the Pro-WEAI (project-level Women’s Empowerment in Agriculture Index) for Market Inclusion, and other gender-integrated value chain work within PIM (Crimi 2018; Vos and Pyburn 2021), and provides an outlook for future research.

Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Book excerpt: In many developing countries, agricultural extension services are generally biased towards men, with information targeted mainly to male members of a farming household and in formats that are rarely tailored to female members. Nevertheless, female farmers may also benefit from such services as this may affect their ability to make informed decisions, resulting in increased farm productivity, household income, and welfare. We conduct a gendered field experiment among maize-farming households in eastern Uganda to test whether video-enabled extension messaging affects outcomes related to maize cultivation. In this experiment, men, women, and couples are shown randomly assigned videos about improved maize management practices in which male, female, or both male and female actors are featured. We first vary exposure to the videos by gender to test the effects of changes in intra-household information asymmetries, investigating whether involving women as recipients of information increases their ability to participate in household decision-making, and thus their involvement in household production choices. We then vary exposure to the gender of the actors in the videos to test for role-model effects, exploring whether involving women as information messengers challenges the idea that decision-making is a predominantly male domain, in turn affecting women’s outcomes. Results show that targeting women with information increases their knowledge about improved maize management practices, their role in agricultural decision-making, the adoption of recommended practices and inputs, production-related outcomes, and the quantity of maize women sell to the market. Results for the role-model effects are mixed, and are evident more in joint household outcomes than individual women’s outcomes. Overall, our findings suggest that in the context of our study, extension efforts aimed at directly addressing intra-household information asymmetries may be a first-best means of empowering women in agriculture. Other, more subtle means that seek to influence perceptions and norms about gendered roles in the household may not generate expected effects or work via expected impact pathways, though they remain worth further exploration.

Book excerpt: The existing literature shows that climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability of food products and their accessibility. Crop diversification represents a farm-level response that reduces exposure to climate-related risks and it has also been shown to increase diet diversity and contribute to the reduction in micronutrient deficiencies. In fact, the Government of Bangladesh has several policies in place that encourage and support agricultural diversification. However, despite this support the level of crop diversification in the country remains low. Women empowerment has been linked to diversified diets and positively associated with better child nutrition outcomes. Furthermore, although traditionally their role in agriculture tends to be undervalued, women involvement has already been shown to affect agricultural production choices and enhance technical efficiency. This paper connects three different areas of inquiry - climate change, gender and nutrition – by exploring whether women’s empowerment in agricultural production leads to increased diversification in the use of farmland. Specifically, we use a series of econometric techniques to evaluate whether there is sufficient evidence to claim that a higher levels of empowerment lead to greater diversity in the allocation of farmland to agricultural crops. Our results reveal that indeed some aspects of women empowerment, but not all, lead to a more diversified use of farmland and to a transition for cereal production to other uses like vegetables and fruits. These findings provide some possible pathways for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.

The challenge of measuring empowerment, particularly across cultures and contexts, is also garnering attention. This paper synthesizes qualitative research conducted conjointly with quantitative surveys, working with eight agricultural development projects in eight countries, to develop a project-level Women’s Empowerment in Agriculture Index (pro-WEAI). The qualitative research sought to identify emic meanings of “empowerment,” validate the domains and indicators of the quantitative index, provide greater understanding of the context of each project and of strategies for facilitating empowerment, and test a methodology for integrating emic perspectives of empowerment with standardized etic measures that allow for comparability across contexts.
