In fact, they constitute a unique historical example with a large set of economies undergoing this extremely drastic systemic change within a very short period of time. The adoption of a new model based on free market economy supports the rebuilding of one Europe which will benefit from high economic and social growth potential as well as political stability and security. One essential characteristic of a free market economy is a high proportion of services. Realizing this quality in the transition economies signifies a great challenge as their service sector was extremely underdeveloped in the planned economies. In this paper, the development of the service sector in the transition economies of Central and Eastern Europe are depicted on the background of the economic characteristics of their socialist past. In this portrayal, both domestic growth and international trade of services will be accounted for. Finally, it will be discussed in which way the service sector represents a strong impetus in the fight against unemployment and hence contributes to a sustainable development in the future.

They compare GATS commitments with the evolution of actual policy stances over time. While there is substantial variance across transition economies on both actual policies and GATS commitments, the authors find an inverse relationship between the depth of GATS commitments and the "quality" of actual services policies as assessed by the private sector. In part this can be explained by the fact that the prospect of EU accession makes GATS less relevant as a commitment device for a subset of transition economies. But for many of the non-EU accession candidates, the WTO seems to be a weak commitment device. One explanation is that the small size of the markets concerned generates weak external enforcement incentives. The authors' findings suggest greater collective investment by WTO members in monitoring and the need for transparency to increase the benefits of WTO membership to small countries. The region's education systems which once were a good fit with the planned economies and authoritarian political systems are proving to be a poor fit with market economies and more open political systems. Inequities in learning opportunities are increasing at a time when human capital is becoming ever more important in the region's recovery and development. The danger is that in some countries of the region these education problems, left unchecked, could threaten to create a vicious circle that will make poverty and social exclusion a powerful generational inheritance.
