NGOs in conflict settings have saved lives, protected human rights, helped in post-conflict development and more. However, NGO record is not without problems and in the age of growing conflict complexity and intractability, non- governmental organizations in transnational work are facing a major duty. This paper aims to explore problems of NGOs working in or on a conflict. The literature on NGOs and conflict has been growing remarkable during the last years. A big part of the literature is dealing with conflict resolution or peace building activities of NGOs or in general non-state actors. Quiet smaller is the number of literature on negative impacts of NGOs on a conflict. Within those bibliographies we often find the negative impacts of humanitarian aid. In the light of the post-Cold War era, where NGOs gained importance in transnational politics, problems caused by NGOs should not be disregarded. This leads to the question of this paper: What are negative effects of humanitarian NGOs in Conflict intervention and how can they be minimized? For addressing this question, this paper shows on first hand, impacts of the globalization process, which directly relates to the growing importance of NGOs. In a second step, it deals with the issue of NGOs involved in conflict. In that chapter also lies a first philosophical approximation of problems of the humanitarian debate. For a broader understanding, techniques of NGOs in conflict will be covered. Finally, specific negative impacts of humanitarian NGOs will be exposed within different dimensions. Once criticism has been exercised, there is (always) a need to give suggestions for improvement. What NGOs (and especially humanitarian NGOs) can do to overcome the negative impacts on a conflict, is considered as a major part of this paper.

They run aid and relief programmes in the poorest countries, support international institutions (like the United Nations), or are watchdogs of them (for example watchdogs of the Bretton Woods institutions). In doing so, NGOs naturally work permanently with state-agencies and it is probably hard to find an NGO which is totally free of any governmental support (in financial, logistical or informative matters). Thus, there are strong NGO-government connections on a daily-work basis. NGOs run multiple attempts to contribute to the resolution of conflicts on all political levels. They bring together people on the grass-root level, they try to influence high officials through public pressure and they organise conferences and discussions with members and consultants of the concerned parties. The latter approach is analysed in this study. But how do NGOs influence the level of official international relations? To which degree can NGOs improve the relations of two conflicted parties, especially when the conflict is protracted and severe? The aim of this study is to define the preconditions of successful NGO mediation, to measure the NGO influence as an antecedent condition for successful mediation, and to exhibit its limits. The underlying assumption is that conflict resolution is more likely if NGO mediation supports this attempt. This approach can be labelled as an assumption of constant effect since the focus is on understanding the NGOs influence on international conflict resolution. Three cases of NGO-led mediation attempts are analysed. The cases are selected because of their problematic official relations are chosen under criteria of comparatibility. Thus, they have similar conditions (framework) in common; namely, in matters of time, territory and main actors. The case studies analysed are seated in the Middle East because negotiations between Israel and Palestine were (and still are) highly conflicted, protracted and many mediation attempts by third-parties have taken place there. The analysis of these three cases - their differences and similarities - shall lead to a better general understanding of the possibilities and limits of NGOs and the necessary preconditions.

The drive to establish a sustainable liberal peace largely escapes critical examination. When such attention is paid to peacebuilding practices, scholars tend to concentrate either on the military components of the mission or on the liberal economic reforms. This means that the roles of Non-Governmental Organizations (NGOs) and the impact of attempting to nurture Northern forms of civil society is often overlooked. Focusing on the case of Cambodia, this book seeks to examine the assumptions underlying peacebuilding policies in order to highlight the reliance on a particular, linear reading of European / North American history. The author argues that such policies, in fostering a particular form of civil society, have affected patterns of conflict; dictating when and where politics can occur and who is empowered to participate in such practices. Drawing on interviews with NGO representatives and government representatives, this volume will assert that while the expansion of civil society may resolve some sources of conflict, its introduction has also created new dynamics of contestation.
