Book excerpt: This report recognises the efforts of the Ministry of Defence (MoD) to improve the methods by which intelligence is collected, interpreted and then disseminated over the battlefield, where it can be used to best effect - a process known as ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance). However there are fears that plans for the development of ISTAR capability might be put to one side or slowed during the process of the Strategic Defence Review, due largely to financial constraints. The report warns that control of such a vital resource as ISTAR needs to be clarified to ensure proper coordination and development across the Services. The Committee has been impressed by the commitment within the MoD, the Armed Forces and within industry to improve detection of Improvised Explosive Devices (IEDs) as a priority, and to work creatively and co-operatively to that end. The technologies and techniques refined during the current campaign in Afghanistan must be mainstreamed into future UK ISTAR capability. However the theoretical expectations of what ISTAR can contribute to minimising civilian and UK military casualties must be kept in proportion. Realism about the nature of asymmetric warfare, and what ISTAR can contribute, is essential if current and future missions are to succeed.

Unmanned Aerial Vehicles (UAVs) have emerged as an important means of collecting ISTAR information. The capabilities of UAVs have increased significantly in recent years and the pace of change is likely to increase in line with technological advances. The United States has made substantial investment in UAV technology. The Ministry of Defence (MoD) was perhaps slow to appreciate the potential of UAVs, but now recognises the important contribution they can make. The MoD has acquired UAVs for current operations as Urgent Operational Requirements. The acquisition of UAVs such as Reaper and Hermes 450 are providing our Armed Forces with battle winning capabilities, and are proving effective in the counter-insurgency style of operations which they face in Iraq and Afghanistan. In addition to collecting ISTAR information, a UK Reaper UAV has fired its weapon system in support of coalition forces in Afghanistan. The MoD is acquiring the Watchkeeper UAV system which should provide significant capability improvements. The programme is currently forecast to be delivered within the approved cost and to the planned in-service date of 2010. There are a wide range of challenges, some of which are international or cross departmental, which have to be addressed in order to exploit fully the benefits offered by UAVs. Key challenges include bandwidth -- which is under increased pressure from the increasing amounts of ISTAR information being collected and disseminated -- and issues relating to airspace and air traffic control. The MoD is seeking to identify solutions to these challenges, but must ensure that the impetus is maintained.

Book excerpt: Italian combat aircraft have played an increasing important role in the international missions in which Italy has participated in the post-Cold War era – from the First Gulf War to Libya, including Bosnia-Herzegovina, Kosovo and Afghanistan. This participation has been a significant tool of Italy’s defense policy, and therefore of its foreign policy towards crisis areas relevant to its national interests (from the Western Balkans to the Mediterranean), as well as towards its most important allies within NATO and the EU. This IAI publication analyses the role of these military capabilities in recent operations and their prospects for the future. In fact, a number of trends can be inferred from the operational experience in ten international missions, in which Italy deployed more than 100 combat aircraft in more than 13,000 sorties, clocking up 36,000 flight hours. These trends are considered in light of the recent developments in the doctrine of Air Power, as well as possible future scenarios for the use of combat aircraft in crisis theaters. The aim of the analysis is to understand the needs of the Italian Armed Forces – the Air Force and Navy in particular – which will have to replace a substantial portion of their current combat fleets in the near future due to the gradual obsolescence of the aircraft in service – an operational necessity linked to the inevitable political decisions regarding the options available in the field of military procurement for maintaining the capabilities required so far for international missions. In this context, the study looks into the acquisition of F-35 aircraft, also considering the industrial aspects of a multinational program that will produce more than 3,000 units for over 12 countries.

Book excerpt: Technologies such as GPS, vital to the financial markets as well as the military, are known to be vulnerable to the effects of space weather or the EMP resultant from a nuclear weapon exploded at altitude. It is also possible to build non-nuclear devices which can disrupt electronic systems, though so far only over a limited area. A severe space weather event is not necessarily seen as a military problem in the first instance, but it would be likely to meet the definition of an "emergency" under the Civil Contingencies Act 2004 and call for the help of the Armed Forces. The reactive posture described by the Government appears somewhat complacent. The Committee is very concerned that there appears to be no one Government Department identified to take immediate lead responsibility should there be a severe space weather event. The Government must make clear exactly where lead responsibility in relation to EMP disturbances lies both nationally and within the MoD. Defence alone cannot protect against the threat of EMP. It must be a concern of the National Security Council and civil contingency planners, with proper standards of protection developed with the vital service industries most at risk. The effects of a High Altitude Electro-Magnetic Pulse Event as a result of a nuclear weapon exploded at high altitude, would be so serious that only government action could be expected to mitigate it. Security of satellites is a matter of growing concern as our reliance upon such systems and the sheer number of satellites in orbit increase.

Book excerpt: This report notes mounting concern that UK Armed Forces may be falling below the minimum utility required to deliver the commitments that they are currently being tasked to carry out let alone the tasks they are likely to face between 2015 to 2020 when it is acknowledged that there will be capability gaps. The Committee is concerned that UK Armed Forces will be continually operating at the maximum level envisaged by the Defence Planning Assumptions. The Committee is not convinced that this aspiration can be achieved by co-operation with our allies given the challenges of aligning political with operational needs. The SDSR identified seven military tasks and the Defence Planning Assumptions that underpin them. However the Review fails to show how decisions such as those on the Aircraft Carriers and Nimrod MRA4 will lead to the Armed Forces being able to undertake those military tasks. The Committee has serious concerns over the realisation of what is called "Future Force 2020", the Government's intended shape of the Armed Forces from 2020, particularly as the provision of the necessary resources is only a Government aspiration, not Government policy. The MoD must reform, and ensure substantially improved transparency and control over, its finance and budgetary practices. When committing to undertake new operations the Government should state from the outset where that operation fits in the Defence Planning Assumptions and which of the military tasks it is meeting. The Committee is concerned that the Government seems to have postponed the sensible aspiration of bringing commitments and resources into line, in that it has taken on the new commitment of Libya while reducing the resources available to MoD.

The report looks at the developing area of Parliamentary scrutiny of national security, welcomes the proposed creation of a Joint Committee on the National Security Strategy, but does question which minister will give evidence to that Committee. The vital role of the ministry of Defence is outlined, and the contribution must be appropriately understood, directed and resourced. The Committee recommends that the Government investigate how the Territorial Army could be used in civil emergencies, rather than always resorting to regular troops. It is essential that all activity relating to national security is appropriately funded from an indicative national security budget. The NSS should also make a clearer connection between the strategy and industry, and the Committee welcomes the Government's engagement with the UK Security and Resilience Industry Suppliers' Community. Current issues examined include: the London 2012 Olympic Games; maritime security - the Committee comments on only six Royal Navy ships being dedicated to this, and the level of action taken to address identified threats to aspects of critical infrastructure such as ports; the impact of current operations and the extent to which UK forces are stretched or overstretched.

Book excerpt: The Defence Committee believes that the Government will need to make some difficult decisions on prioritisation if it embarks on a future mission similar to the Libya operation now that the Strategic Defence and Security Review (SDSR) is taking effect. Although the UK was able to satisfy both operations in Libya and Afghanistan and its other standing tasks and commitments, the Libya operation was conducted before the implementation of many of the SDSR decisions on capability reductions. The Committee commends UK Armed Forces for their significant contribution to the successful conclusion of the Libya operation and comments on particular aspects and equipment used in the operation. It notes that at times the Royal Navy was unable to carry out several other important tasks owing to meeting the Libya commitment. Given the high levels of standing maritime commitments it is likely that this type of risk taking will occur more frequently as the outcomes of the SDSR are implemented. For the time being, there will continue to be a heavy reliance on US command and control functions for future NATO operations. The Committee also concerned that future NATO operations will not be possible if the US is not willing or able to provide capabilities such as unmanned aerial vehicles, intelligence and refuelling aircraft. It should be a priority for NATO to examine this over-reliance on US capabilities and assets. This challenge will be heightened by the US stated intention to shift its military, geographic and strategic focus to the Asia-Pacific region.

Book excerpt: When NATO took charge of the International Security Assistance Force (ISAF) for Afghanistan in 2003, ISAF conceptualized its mission largely as a stabilization and reconstruction deployment. However, as the campaign has evolved and the insurgency has proved to more resistant and capable, key operational imperatives have emerged, including military support to the civilian development effort, closer partnering with Afghan security forces, and greater military restraint. All participating militaries have adapted, to varying extents, to these campaign imperatives and pressures. This book analyzes these initiatives and their outcomes by focusing on the experiences of three groups of militaries: those of Britain, Canada, Denmark, the Netherlands, and the US, which have faced the most intense operational and strategic pressures; Germany, who's troops have faced the greatest political and cultural constraints; and the Afghan National Army (ANA) and the Taliban, who have been forced to adapt to a very different sets of circumstances.
