To provide a sound insight into the strengths and weaknesses, the notion of contingency theory needs to be de-fined and its development understood. So, the first chapter displays the most significant ideas and characteristics of contingency theory and briefly follows the developmental steps of how contingency theory found its way into management on the basis of some of its most influential writings. The second and the third chapter take the contrary positions for strengths or for weaknesses of the contingency approach. Nevertheless, this paper does not provide a complete or conclusive view of contingency theory, the selection of the writings and the deliberate focus on uncertainty and envi-ronment as contingency factors with just a short reference to other factors like strategy, tech-nology and size is intended. The interpretation of strengths and weaknesses can, if not derived from the literature, be considered as biased by my personal subjective view and is, therefore, a limitation of this work. The essay, finally, concludes with a brief appreciation and evaluation of contingency theory.

The book begins by discussing a series of general issues involved in the theory of behavior in organizations. It then describes the theory itself in three stages: first, the general structure of the theory; second, definition of the key variables; and third, the interrelationships between the variables. Subsequent chapters show how the theory deals specifically with such issues as roles, decision making, and motivation. The theory presented is a cognitive theory of behavior. It assumes that man is rational (or at least nonrandom) for the most part, and that as a systematic or nonrandom generator of behavior, man's actions are explained best in terms of conscious, thinking acts on the part of the individual. The theory deals with why the individual chooses certain alternative courses of action in preference to others, and thus it might properly be called a theory of choice behavior. Whereas the emphasis is on the cognitive aspects of behavior, considerable attention has been devoted to external, noncognitive variables in the system that play meaningful roles in the determination of individual behavior.

One of us had just re-read Walter Nord's Marxist critique of Human Resource Management, and the discussion evolved into an enumeration of the many articles that had appeared in the recent literature attacking the discipline, its mission, and its methods. In no time the list was long enough to suggest that a number of scholars, both young and established, were dissatisfied with the rate of progress begin made in the accumulation of knowledge about organizations. The critics we identified were located at many different schools, and they were associated with diverse research traditions and biases. The causes they identified as underlying the problems they cited varied, as did the solutions they offered. We decided to pursue these polemics with a view to seeking com monalities among them, hoping that if there were any dominant common themes, it might be possible to anticipate the directions the field could take. Our reading and thinking led us to the conclusion that many of the issues being raised by the critics of the discipline could be seen as disagreements over some implicit (or ignored) metaphysical and epistemological assumptions about organizations. We hypothesized that much of the controversy resulted from a lack of consensus regarding what organizations are and how knowledge about them can be developed.
