Thus the committee has succeeded in effecting a concentration of effort not paralleled at any other time in Pennsylvania's history and probably unexcelled by any other State mobilization of potential resources. Though possessed of this effective organization and having already demonstrated impressive efficiency in the operations of a number of its departments, the committee will not, of course, be able to display all that it is capable of achieving until the more active participation of the Government in the great war brings all of its own planned activities into service. Up to the present the military and naval situation and acute food conditions have been of dominating importance throughout the State and nation, with the result that activities have been centered in those departments of the committee organized to cope specifically with problems arising from such sources. This does not imply, however, that the only important work has been confined to military, naval and food conservation programs; all of the departments have been earnestly promoting their various activities. A comprehensive outline of the entire work is the aim of the following review: The duties of the Department of Finance obviously call for no extended explanation. In the initial stages of the committee's work, when it was without funds, $25,000 was provided to enable it to be organized; this sum was repaid out of the $2,000,000 appropriation made by the General Assembly as soon as that appropriation became available. All requisitions for expenditures approved by the Executive Committee of the Committee of Public Safety must of course be finally passed upon by the Commission of Public Safety and Defense of the Commonwealth created by the Legislature; and all accounts of the Committee of Public Safety for Pennsylvania, as an agent of the commission, must be audited by the Auditor-General of Pennsylvania as required by the organic law of the Commonwealth. Book excerpt: Excerpt from Letters, Addressed to the People of Pennsylvania: Respecting the Internal Improvement of the Commonwealth; By Means of Roads and Canals Although I could not but be gratified, by the opinion, with several intelligent individuals expressed to me, that the letters, signed "Franklin," which I communicated for insertion in the "Aurora," might produce some public advantage, if circulated in a pamphlet; yet I could not persuade myself, to procure such a publication, because I did not consider the merit of the letters to be such, as to secure a sale, to the amount even of the mere expense of printing. A number of public spirited persons, however, having defrayed the expense of an edition chiefly for gratuitous circulation, I have cheerfully aided, in revising the succeeding pages, from the same motive, which induced me to write them - the desire to be useful. It is very probable, that I never should have written a page on such a subject, if I had not acted as chairman, of the committee on roads and internal navigation, during the session, of the legislature, of 1809-10: that situation made it my duty to seek for information, and also enabled me to ascertain some of the causes of the backwardness of Pennsylvania, in undertaking Works for internal improvements. Having some leisure, I communicated the result of my inquiries in the succeeding letters; for the imperfections of which, I can offer no other apologies, than, that the subject was altogether new to me, a few months before I began to write, and that the means of information, at the command of any individual whatever, are much more limited than is generally supposed.
