Book excerpt: How coups happen and why half of them fail. While coups drive a majority of regime changes and are responsible for the overthrow of many democratic governments, there has been very little empirical work on the subject. Seizing Power develops a new theory of coup dynamics and outcomes, drawing on 300 hours of interviews with coup participants and an original dataset of 471 coup attempts worldwide from 1950 to 2000. Naunihal Singh delivers a concise and empirical evaluation, arguing that understanding the dynamics of military factions is essential to predicting the success or failure of coups. Singh draws on an aspect of game theory known as a coordination game to explain coup dynamics. He finds a strong correlation between successful coups and the ability of military actors to project control and the inevitability of success. Examining Ghana’s multiple coups and the 1991 coup attempt in the USSR, Singh shows how military actors project an image of impending victory that is often more powerful than the reality on the ground. In addition, Singh also identifies three distinct types of coup dynamics, each with a different probability of success, based on where within the organization each coup originated: coups from top military officers, coups from the middle ranks, and mutinous coups from low-level soldiers.

Translated into sixteen languages, it has inspired anti-coup precautions by regimes around the world. In addition to these detailed instructions, Edward Luttwak’s revised handbook offers an altogether new way of looking at political power—one that considers, for example, the vulnerability to coups of even the most stable democracies in the event of prolonged economic distress. The world has changed dramatically in the past half century, but not the essence of the coup d’état. It still requires the secret recruitment of military officers who command the loyalty of units well placed to seize important headquarters and key hubs in the capital city. The support of the armed forces as a whole is needed only in the aftermath, to avoid countercoups. And mass support is largely irrelevant, although passive acceptance is essential. To ensure it, violence must be kept to a minimum. The ideal coup is swift and bloodless. Very violent coups rarely succeed, and if they trigger a bloody civil war they fail utterly. Within a few decades after World War II, many of the great empires had dissolved, and more recently, multinational polities have similarly disbanded. This process of reallocating patterns of authority, from internal hierarchy to inter-state relations, proved far more contentious in some cases than in others. While some governments exited the colonial era without becoming embroiled in lengthy conflicts, others embarked on courses that drained their economies, compelled huge sacrifices, and caused domestic upheaval and revolution. What explains these variations in territorial policy? More specifically, why do some governments have greater latitude to alter existing territorial arrangements whereas others are constrained in their room for maneuver? In Ending Empire, Hendrik Spruyt argues that the answer lies in the domestic institutional structures of the central governments. Fragmented polities provide more opportunities for hard-liners to veto concessions to nationalist and secessionist demands, thus making violent conflict more likely. Spruyt examines these dynamics in the democratic colonial empires of Britain, France, and the Netherlands. He then turns to the authoritarian Portuguese empire and the break-up of the Soviet Union. Finally, the author submits that this theory, which speaks to the political dynamics of partition, can be applied to other contested territories, including those at the heart of the Arab–Israeli conflict.
