Book excerpt: The paper explores the drivers of political fragility by focusing on coups d’état as symptomatic of such fragility. It uses event studies to identify factors that exhibit significantly different dynamics in the runup to coups, and machine learning to identify these stressors and more structural determinants of fragility—as well as their nonlinear interactions—that create an environment propitious to coups. The paper finds that the destabilization of a country’s economic, political or security environment—such as low growth, high inflation, weak external positions, political instability and conflict—set the stage for a higher likelihood of coups, with overlapping stressors amplifying each other. These stressors are more likely to lead to breakdowns in political systems when demographic pressures and underlying structural weaknesses (especially poverty, exclusion, and weak governance) are present or when policies are weaker, through complex interactions. Conversely, strengthened fundamentals and macropolicies have higher returns in structurally fragile environments in terms of staving off political breakdowns, suggesting that continued engagement by multilateral institutions and donors in fragile situations is likely to yield particularly high dividends. The model performs well in predicting coups out of sample, having predicted a high probability of most 2020-23 coups, including in the Sahel region.

That was shattered by a long Civil War that shook its very foundation. Today's Liberia is glimpsed in this second edition. Building on the first edition, this updated volume focuses on the personalities, from the founders of Liberia, to the soldiers who are responsible simultaneously for destruction and the hope of stability. Along with these people, various social and ethnic groups, political parties and labor movements, economic entities and natural resources are profiled in this updated work. A new chronology of Liberia is included, and a selected bibliography suggests further readings for the scholar.

Available in PDF, EPUB and Kindle. Book excerpt: With nuclear stalemate holding the superpowers in check during the Cold War, violence proliferated in the Third World. Sometimes this took the form of colonial liberation wars as the old European empires disintegrated after the Second World War (Algeria 1954-1962 or Kenya 1952-1959); sometimes the violence was between Third World countries such as the Iran-Iraq War, and sometimes it involved the major powers directly: the Korean War, the Vietnam War, the Soviet intervention in Afghanistan. Certain regions – Central America, Southern Africa, the Horn of Africa or the Middle East – have been in more or less perpetual turmoil for thirty years and more. But whatever form the violence has taken –protracted guerrilla activity against the central government or short, sharp border war – the big powers have always been involved. They have provided arms to one or both sides, they have supported their ideological protégés and, more generally, have manipulated such wars to their own advantage. This book examines five broad categories of war: colonial liberation wars, big power intervention wars, wars between Third World countries, the special area of Israel and its neighbours, and civil wars.

Book excerpt: Burkina Faso, known as Upper Volta until its independence from France in 1960, and locally called the "land of the upright people," is a medium-sized land-locked country with no less than six neighbors, some of which periodically get into trouble... which makes it reasonably strategic in some ways. While it has not done as poorly as some other African states, its economic has certainly not prospered and many Burkinabe go abroad to earn a living. As for politics, it is another case of stability without democracy, even if there are periodic elections. Still, this is better than not even having stability. The dictionary section has over 1000 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture. Available in PDF, EPUB and Kindle. Book excerpt: In this lively and provocative book, Erica De Bruin looks at the threats that rulers face from their own armed forces. Can they make their regimes impervious to coups? How to Prevent Coups d'État shows that how leaders organize their coercive institutions has a profound effect on the survival of their regimes. When rulers use presidential guards, militarized police, and militia to counterbalance the regular military, efforts to oust them from power via coups d'état are less likely to succeed. Even as counterbalancing helps to prevent successful interventions, however, the resentment that it generates within the regular military can provoke new coup attempts. And because counterbalancing changes how soldiers and police perceive the costs and benefits of a successful overthrow, it can create incentives for protracted fighting that result in the escalation of a coup into full-blown civil war. Drawing on an original dataset of state security forces in 110 countries over a span of fifty years, as well as case studies of coup attempts in Asia, Africa, Latin America, and the Middle East, De Bruin sheds light on how counterbalancing affects regime survival. Understanding the dynamics of counterbalancing, she shows, can help analysts predict when coups will occur, whether they will succeed, and how violent they are likely to be. The arguments and evidence in this book suggest that while counterbalancing may prevent successful coups, it is a risky strategy to pursue—and one that may weaken regimes in the long term.
