The origins of the program through the efforts of the Flowers Committee are discussed, and British effort is compared with US university computer programs. The first report in this series is 'The Government Impact on the Computer Scene' (ONRL-21-67); the second is 'The British Computer Industry' (ONRL-27-67). Other reports in the series will cover university academic efforts in computer science and the management schools' use of computers.
