Book excerpt: The giant city of today is a unique phenomenon. Never before have such acute problems of government, the provision of essential services, planning, social life, and civilized living arisen from uncontrolled urbanization. In the West and in the East, in the more developed and in the less developed countries, in capitalist and communist states, the great metropolis represents a problem of the first importance which challenges the statesman, the official, the town planner, the political scientist, the sociologist and, above all, the intelligent citizen. The editor has here assembled an authoritative series of studies describing the growth, significance, government, politics adn planning of twenty-four great cities of the world. They show how these widely scattered cities faced essentially similar problems. Each study deals with the actual working of one city in the 1950s, how its elective adn executive bodies are organized, the kind of political forces which motivate their activities, the scope and character of the municipal services, how they are finiance. The cities dealt with include Bombay, Amsterdam, Moscow, Montreal, Stockholm, Rome, New York, London, Sydney and Tokyo. This book was first published in 1954.

Available in PDF, EPUB and Kindle. Book excerpt: The aim of this book is to investigate contemporary processes of metropolitan change and approaches to planning and governing metropolitan regions. To do so, it focuses on four central tenets of metropolitan change in terms of planning and governance: institutional approaches, policy mobilities, spatial imaginaries, and planning styles. The book’s main contribution lies in providing readers with a new conceptual and analytical framework for researching contemporary dynamics in metropolitan regions. It will chiefly benefit researchers and students in planning, urban studies, policy and governance studies, especially those interested in metropolitan regions. The relentless pace of urban change in globalization poses fundamental questions about how to best plan and govern 21st-century metropolitan regions. The problem for metropolitan regions—especially for those with policy and decision-making responsibilities—is a growing recognition that these spaces are typically reliant on inadequate urban-economic infrastructure and fragmented planning and governance arrangements. Moreover, as the demand for more ‘appropriate’—i.e., more flexible, networked and smart—forms of planning and governance increases, new expressions of territorial cooperation and conflict are emerging around issues and agendas of (de-)growth, infrastructure expansion, and the collective provision of services.

Book excerpt: When Fletcher Bowron (1887-1968) ran for mayor of Los Angeles in 1938, his twelve years as a superior court judge with a reputation for honesty and fairness carried him to victory against a notoriously corrupt incumbent. During his nearly fifteen years as a neo-progressive mayor, Bowron presided over fundamental reforms in the police department, public utilities, and other agencies charged with basic services, rooting out bribery, kickbacks, and influence peddling. World War II brought economic and population booms, racial conflict, social dislocation, and environmental problems to Los Angeles and complicated Mayor Bowron's job. After the war Bowron initiated massive public housing and desegregation projects. These forward-looking programs alienated enough voters to cost him the 1953 election as his leftist supporters fell away under the influence of McCarthyism. This political history of the mid-twentieth century reform period in Los Angeles is also a case study of the ways outside events can affect municipal affairs. As Tom Sitton demonstrates, the choices made during Bowron's administration have had a direct bearing on how Los Angeles looks today and how its government operates.

Available in PDF, EPUB and Kindle. Book excerpt: This volume explains the national and regional border modifications that took place in Europe from 1870 to 2020. It provides insights that allow us to understand boundary changes for several different levels of territorial organization. The text describes the state formation process related to the regional-administrative structures in each European country, and offers insight into the degree of centralization historically by describing the extent of legislative autonomy at different administrative levels and the competences reserved for each of them. The book sheds light on the complex regional organization of Europe and the difficulties its reform has faced. The main audience will be academics and PhD/Masters students working in a variety of geography fields, and the maps included in each chapter will also be of interest to a broader audience including undergraduate and secondary-school students wishing to better understand the political history of Europe.
