Representing a new development in the study of contemporary regionalism, Panagiota Manoli examines the process of institutionalized subregional cooperation and casts new light on the factors influencing the reconfiguration of subregional structures in the region. Focusing on the primary initiative in the region, Black Sea Economic Cooperation (BSEC), Manoli traces how subregionalism has evolved since the early nineties and what has been driving and conditioning this process. Questioning whether there is a definitive nature to subregionalism, Manoli then discusses Black Sea subregionalism within the European integration process, examining the impact of the European Union. Contributing to the conceptualization of the subregional phenomenon, this book should be read by scholars and policy-makers alike unclear on how local elements interface with extra-regional forces in the shaping of a subregion.

Book excerpt: After the accession of Bulgaria and Romania in 2007, the European Union moved quickly to fill an obvious gap in its vision of the regions to its periphery, proposing the 'Black Sea Synergy'. The EU shows a certain degree of commonality in its approaches to the Baltic Sea region, the Mediterranean and now the Black Sea. While the political profiles of these maritime regions are very different, they naturally give rise to many common policy challenges. This paper sets out a 'typology of regionalisms' and examines where the EU's Black Sea Synergy is going to find its place. There is already evidence of a diplomatic ballet between the EU and Russia, with the EU countering Russia's pursuit of its own 'geopolitical regionalism'. The EU would like in theory to see its efforts lead to a 'transformative regionalism', but the lack of agreement so far over further extending membership perspectives to countries of the region risks the outcome being placed more in the category of 'compensatory regionalism'

This is mostly due to the fact that the EU’s focus on foreign affairs is mainly associated with the Balkans, as part the current and potential expansion, and the Middle East, as a direct consequence of the upheaval of the Arab Spring. The Black Sea region is crucially important for the EU because of the opportunities and challenges that the region presents, both politically and socio-economically. Contributions to this book mostly focus on specific issues of EU–Black Sea cooperation, from conflict to the environment to democracy, and how these particular relationships are perceived within the region as well as through the lenses of stakeholders such as Russia, Turkey, and the USA. Overall, the collection focuses on projecting a more efficient role and a holistic strategy for the EU in its approach towards the Black Sea region, testifying to the need for a strong EU presence. For this reason, the Black Sea area remains ‘the neighbourhood too close to, yet still far from, the European Union’. This book was originally published as a special issue of the Journal of Balkan and Near Eastern Studies.

The conflict-co-operation paradox, along with ethnic fragmentation and shared culture, are two of the most salient features of the Black Sea Area. These paradoxes are not the only force in the evolution of the region though. There are also issues such as ethnic and national identity, the failure of democratization, energy and resources, as well as the influence of other powers such as Russia, the EU and the USA. The key questions asked by the authors in this book are: to what extent is there an emerging regionalism in the Black Sea area? Is the Black Sea a region? What are the common interests shared by the former USSR states, the three EU member states neighboring the Black Sea - Bulgaria, Greece and Romania, and a NATO country - Turkey? Are the fault-lines dividing them more pervasive than the incentives for cooperation? Can we speak of a shared identity? The first part of the book places the Black Sea problematique in a wider historical and spatial context. The authors then take a closer look at the region and examine further the structure of the Black Sea area. They offer a perspective on smaller actors with great ambitions, such as Azerbaijan and Romania, and go on to make a comparison between the emerging regionalism in the Black Sea area and regionalisms in other parts of the world.
