Book excerpt: The sharp rise in global demand for biofuels and food has prompted widespread land grabbing in the Global South. In the case of Indonesia, it has resulted in an unprecedented expansion of oil palm plantations that are expected to triple in land area over the next decade. In the wake of large-scale enclosures of 'national forests' and 'idle land' by state actors allied with agribusiness and global capital, users of forest land under customary tenure are having to confront the pressures of neoliberal globalization and transnational circuits of accumulation and production linked to the oil palm sector. Field research conducted in West Kalimantan has revealed highly uneven access to land and distinct labour regimes determined by on-going class differentiation within patterns of exclusion and various forms of inclusion, notably adverse incorporation. The current oil palm boom is enflaming unresolved conflicts over land and labour, and resistance is on the rise as the state resorts to deception, coercion, and violence to quell opposition in order that expansion may continue at an unbridled pace to serve the interests of capital.

Proponents highlight the potential for job creation and poverty alleviation, but scholars are more cautious, noting that social impacts of oil palm are not well understood. This report draws upon primary research in West Kalimantan to explore the gendered dynamics of oil palm among smallholders and plantation workers. It concludes that the social and economic benefits of oil palm are real, but restricted to particular social groups. Among smallholders in the research area, couples who were able to sustain diverse farming systems and add oil palm to their repertoire benefited more than transmigrants, who had to survive on limited incomes from a 2-ha plot.

They have long been harvested by local people to meet their daily needs. Since the 1970s, a combination of demographic, economic and policy factors has driven forest exploitation at the industrial scale and resulted in growing deforestation. Key factors behind the forest loss and land use change in present-day Indonesia are the expansion of oil palm, plywood production and pulp and paper industries. Oil palm has been one of the fastest-growing sectors of the Indonesian economy, increasing from less than 1 million hectares in 1991 to 8.9 million hectares in 2011. The plywood and pulp and paper industries have also expanded significantly since the log export ban in 1985. All three sectors have contributed to deforestation. Several measures are being taken to reduce the loss of tropical forests in Indonesia. These measures are driven by growing global concern about the impact of deforestation on biodiversity and global warming and the Indonesian governments commitment to reduce greenhouse gas emissions. A major policy initiative revolves around developing renewable energy from biomass that can be sourced from oil palm, sugar, cassava, jatropha and timber plantations. This paper analyzes these measures and assesses the conditions under which they may be most effective.

Book excerpt: The large environmental impacts associated with agro-industrial development in Indonesia are both striking and increasingly important, especially with increased demand for biofuels and the rapid extension of oil palm plantations. Recently, Indonesia has also seen a series of transformations in the regulatory regime for pollution control with decentralization and a shift towards new environmental policy instruments. This article considers the effectiveness of these new approaches, including the widely influential International Organization for Standardizations (ISO) 14001 series for environmental management systems and the Roundtable on Sustainable Palm Oil (RSPO) certification system. Despite the turn towards these new governance approaches, the underlying problems that have undermined bureaucratic regulation in the past continue to haunt attempts to make the sector more sustainable. Efforts to mitigate the increasingly large-scale pollution associated with agro-industrial development will need to be better crafted and combined to suit the characteristics of the industry concerned and to address the wider socio-economic and political realities within which problems are embedded and where any policy tool must be applied.

Book excerpt: Key messages This brief examines two contrasting policy options: the implementation of zero deforestation commitments by the private sector and a complete moratorium on the expansion of large-scale oil palm plantations, and compares them to a situation without policy action.The zero deforestation commitments and the moratorium on large-scale oil palm plantations expansion could reduce cumulative deforestation by 25% and 28%, respectively, compared to a situation without policy action. They could also cut greenhouse gas emissions from land use and land-use change by 13% and 16%, respectively, over the period 2010-2030.Even under the zero-deforestation and moratorium scenarios, Indonesia is projected to increase palm oil production between 124%-97% over 2010-2030, which is partly due to higher production originating from smallholders.Both measures - the zero deforestation commitments and a moratorium of future large-scale oil palm plantations expansion - would be especially beneficial to limit future deforestation in Indonesia in a context in which global demand for palm oil is expected to keep increasing.Foresight tools can equip stakeholders and policy makers with data and information to allow for evidence-based policy making. This will permit planning for reducing deforestation and greenhouse gas emissions, and finding options acceptable to all stakeholders involved.

Starting with colonial times, the national approach deals first with the main periods that punctuate the development of oil palm plantations up to the contemporary period, marked by the liberalization of the economy. It emphasizes several factors that played a strategic role in the development of palm oil production, such as the role of the State and migration. After presenting the different models that structure the relationships among stakeholders and how these relationships have evolved, the role of small family planters is analyzed. This section ends with a review of some controversial issues: livelihood improvement, land tenure and customary rights, inclusion versus exclusion, market risks, forest and environmental threats and governance. The regional approach gives context to the development of palm oil production within two territories that have different historical backgrounds, with Jambi entering into production relatively recently. In each of the two provinces, the themes and issues involved in palm oil development identified at national level are analyzed, with specific emphasis on stakeholders’ strategic behaviours. This sector expansion has become quite controversial, because while it has negative social and environmental impacts, it also leads to positive benefits in generating fiscal earnings for producing countries and regular income streams for a large number of large- and small-scale growers involved in palm oil production. This document reviews how the social, ecological, and environmental dynamics and associated implications of the global palm oil sector have grown in complexity over time, and examines the policy and institutional factors affecting the sector's development at the global and national levels. This work examines the geographies of production, consumption and trade of palm oil and its derivatives, and describes the structure of the global palm oil value chain, with special emphasis on Malaysia and Indonesia. In addition, this work reviews the main socioenvironmental impacts and trade-offs associated with the palm oil sector's expansion, with a primary focus on Indonesia. The main interest is on the social impacts this has on local populations, smallholders and workers, as well as the environmental impacts on deforestation and their associated effects on carbon emissions and biodiversity loss. Finally, the growing complexity of the global oil palm value chain has also driven diverse types of developments in the complex oil palm policy regime governing the sector's expansion. This work assesses the main features of this emerging policy regime involving public and private actors, with emphasis on Indonesia. There are multiple efforts supporting the transition to a more sustainable palm oil production; yet the lack of a coordinated public policy, effective incentives and consistent enforcement is clear and obvious. The emergence of numerous privately driven initiatives with greater involvement of civil society organizations brings new opportunities for enhancing the sector's governance; yet the uptake of voluntary standards remains slow, and any push for the adoption of more stringent standards may only widen the gap between large corporations and medium- and smallscale growers. Greater harmonization between voluntary and mandatory standards, as well as among private initiatives is required. Commitments to deforestation-free supply chains have the potential to reduce undesired environmental impacts from oil palm expansion, and while this risks excluding smallholders from the supply chains, such commitments may function to leverage the upgrading of smallholder production systems. Their success, however, will require greater public and private sector collaboration.
