Book excerpt: This thesis explores the avenues for the ecosystem approach to management in the Baltic Sea Region. This region is one of the most contaminated water bodies in the world, although the first Regional Seas Convention was created here and theregion has a long history of cooperation and environmental protection. The current environmental governance arrangements are examined with specific focuson governance structures, cross-sectoral integration and ecological boundaries.The ecosystem approach to management as both a tool and vision of holistic management of natural resources is traced through the evolution of environmental governance, as well as its manifestation in contemporary environmental policies in the region. It is found that the major EU directives, as well as HELCOM polices, promote the ecosystem approach and that its presence has increased inrecent years; it is now the major guiding principle in European marine governance. However, the governance structures impede implementation indifferent ways. The environmental problem areas in the region all require different governance arrangements, thus obstructing a holistic approach. The environmental problems per se also affect each other, necessitating far-reaching sectoral integration and cross-border cooperation, which at present is the major obstacle regarding implementation. The contemporary trends combining solid regionalisation through HELCOM with increased Europeanisation and macro regionalisation by different EU initiatives offer some promise, but the cross sectoral impediments must be resolved if the ecosystem approach is to become apractical approach and not just a policy principle.

The precautionary principle requires taking action when a risk of damage to the environment is suspected, but cannot be confirmed scientifically.The book thus considers the potential opportunities for the coastal state under international law to regulate international shipping where they consider vessels to an unacceptable risk to the environment, in order to prevent or minimise the risk of occurrence of the accident or incident leading to damage. The book acknowledges that this puts into question some very old and established principles of the law of the sea, most importantly the principle of freedom of navigation. But Bénédicte Sage-Fuller contends that this change would itself be a consequence of the evolution, since the end of WWII, of on the one hand international law of the sea itself, and of international environmental law on the other hand.

In Science and Politics of Foreign Aid - Swedish Environmental Support to the Baltic States it is shown that this particular support has been directed primarily towards areas of joint concern, such as air pollution and effluents to the Baltic Sea. Environmental problems with primarily local effects have, to a large extent, been neglected in the Swedish support program. The requirement on the Baltic recipient countries to finance a specific fraction of each joint program with local resources has furthermore drained the local national environmental budgets from resources, making it very difficult for these countries to mitigate various local environmental hazards by themselves. In contrast to many previous foreign aid studies where various donor country biases often are suggested but not empirically validated, this book gives an in-depth view of how a particular support program is influenced by specific and self-interested considerations.

The contributors to this book examine how international environmental agreements are put into practice.
