Book excerpt: This fully revised and expanded sixth edition of Diplomacy, written by an internationally respected researcher and teacher of the subject, is richly illustrated with examples from the worlds of health and commerce as well as high politics. The instances included are mostly contemporary, but considerable historical background to the diplomatic methods themselves is always provided. Among other features, new to this edition is a list of topics for seminar discussion or essays, as well as annotated further reading at the end of each chapter. Following a chapter on the foreign ministry, Part I of this book deals with the art of negotiation (prenegotiations, around-the-table negotiations, diplomatic momentum, packaging agreements, and following up); Part II covers conventional modes of diplomacy (embassies, telecommunications, consulates, secret intelligence by ‘legals’, conferences, summits, and public diplomacy); and Part III examines diplomacy in hostile circumstances (embassy substitutes such as representative offices and interests sections, special missions, and mediation). Students and educators of diplomacy will find much of value in the latest edition of this highly regarded and much-cited textbook.

Book excerpt: Excerpt from The Practice of Diplomacy: As Illustrated in the Foreign Relations of the United States It has not been the purpose to make this work a manual of diplomatic procedure, that field being already occupied by European publications. It is rather designed as a companion volume and complement of "A Century of American Diplomacy." As the latter sought to show the influence exerted by the United States in the framing and improvement of international law, the present work is intended, primarily, to set forth the part taken by American diplomatists in the elevation and purification of diplomacy; and, secondarily, to give in popular form, through such a narrative, the rules and procedure of diplomatic intercourse. While it is prepared for the general reader, numerous citations of authorities are given to enable the student to pursue his investigation by an examination of the original sources of information. Book excerpt: Diplomacy is transforming and expanding its role as the method of interstate relations to a general instrument of communication among globalized societies. Adapting to globalization, the practice of diplomacy is shared by non-state participants, thus becoming privatized and popularized. This book offers a comprehensive understanding of the widening scope of public as well as private diplomacy and its normative framework. It features a practitioner’s inside view of diplomacy combined with interdisciplinary academic analysis.

Book excerpt: A new intellectual history of U.S. foreign policy from the late nineteenth century to the present Worldmaking is a compelling new take on the history of American diplomacy. Rather than retelling the story of realism versus idealism, David Milne suggests that U.S. foreign policy has also been crucially divided between those who view statecraft as an art and those who believe it can aspire to the certainty of science. Worldmaking follows a cast of characters who built on one another’s ideas to create the policies we have today. Woodrow Wilson’s Universalism and moralism led Sigmund Freud to diagnose him with a messiah complex. Walter Lippmann was a syndicated columnist who commanded the attention of leaders as diverse as Theodore Roosevelt, Lyndon Johnson, and Charles de Gaulle. Paul Wolfowitz was the intellectual architect of the 2003 invasion of Iraq—and an admirer of Wilson’s attempt to “make the world safe for democracy.” Each was engaged in a process of worldmaking, formulating strategies that sought to deploy the nation’s vast military and economic power—or sought to retrench and focus on domestic issues—to shape a world in which the United States would be best positioned to thrive. Tracing American statecraft from the age of steam engines to the age of drones, Milne reveals patterns of worldmaking that have remained impervious to the passage of time. The result is a panoramic history of U.S. foreign policy driven by ideas and by the lives and times of their authors.
