This agreement eliminated an entire class of nuclear weapons from Europe. This volume analyzes the possible repercussions of the INF treaty in the context of NATO's overall doctrine of flexible response, and concludes that the U.S. and NATO must adopt arms and arms control policies consistent with one another and with NATO doctrine. Book excerpt: The political dimension of arms control has always had special significance for the Federal Republic of Germany, not only because of the issue of a divided Germany and a partitioned Europe but also because of the country's key position in the Western security alliance. In the wake of NATO's recent decision to deploy more nuclear weapons on German soil, and in the absence of progress on arms control, it has become clear that arms control measures and negotiations have assumed an importance far beyond their military-technical components; fundamental questions about the nature of East-West relations and the future shape of the transatlantic alliance and the European political order also have been raised. These essays explore the implications of arms control negotiations for the Federal Republic of Germany and consider why Germany has traditionally found it impossible to divorce considerations of arms control from their larger political context.

Available in PDF, EPUB and Kindle. Book excerpt: Attitudes towards arms control have undergone a shift from those that prevailed in the interwar period. In the 1920s and 1930s, several nations, particularly the United States, Britain, and Japan, met to negotiate limits to the arms race. Often they approached such negotiations as allies or foes of particular nations and much was written about the alignment and realignment of nations. This work examines the alliances that have affected the result of negotiations in the Cold War and post-Cold War era.

Available in PDF, EPUB and Kindle. Book excerpt: The definitive guide to the history of nuclear arms control by a wise eavesdropper and masterful storyteller, Michael Krepon. The greatest unacknowledged diplomatic achievement of the Cold War was the absence of mushroom clouds. Deterrence alone was too dangerous to succeed; it needed arms control to prevent nuclear warfare. So, U.S. and Soviet leaders ventured into the unknown to devise guardrails for nuclear arms control and to treat the Bomb differently than other weapons. Against the odds, they succeeded. Nuclear weapons have not been used in warfare for three quarters of a century. This book is the first in-depth history of how the nuclear peace was won by complementing deterrence with reassurance, and then jeopardized by discarding arms control after the Cold War ended. Winning and Losing the Nuclear Peace tells a remarkable story of high-wire acts of diplomacy, close calls, dogged persistence, and extraordinary success. Michael Krepon brings to life the pitched battles between arms controllers and advocates of nuclear deterrence, the ironic twists and unexpected outcomes from Truman to Trump. What began with a ban on atmospheric testing and a nonproliferation treaty reached its apogee with treaties that mandated deep cuts and corralled "loose nukes" after the Soviet Union imploded. After the Cold War ended, much of this diplomatic accomplishment was cast aside in favor of freedom of action. The nuclear peace is now imperiled by no less than four nuclear-armed rivalries. Arms control needs to be revived and reimagined for Russia and China to prevent nuclear warfare. New guardrails have to be erected. Winning and Losing the Nuclear Peace is an engaging account of how the practice of arms control was built from scratch, how it was torn down, and how it can be rebuilt.

It takes a sober look at the significance of what has been achieved so far, where the arms control process is currently heading and what prospects and challenges the Western Alliance will face.

Book excerpt: The military dimension of the Cold War was characterised by the strategic nuclear stand-off between the United States and the Soviet Union as well as the large-scale regional military confrontation in Central Europe. As part of the process of East-West détente there was an effort to address the risks of war in Europe by means of an arms control process referred to as MBFR (Mutual and Balanced Force Reductions). The true purposes and intentions of both sides (NATO and the Warsaw Pact) in these negotiations have so far not been fully understood. This book is based on path-breaking archival research that clarifies the objectives and tactics of the parties to the negotiations and the reasons for why the negotiations ended without an agreement. It makes a major new contribution to the understanding of Cold War History.

Book excerpt: Designed to introduce the reader to the critical issues of arms control and international security in the 1980s, this collection of provocative and challenging articles encourages a rethinking of conventional wisdom on strategic policy. The authors succinctly convey the tensions existing between those who would eliminate the weapons on which strategic deterrence has rested and those who see the Soviet nuclear buildup as a challenge that must be met with increased armaments. They reflect, as well, on the conceptual tension between eliminating nuclear weapons and answering the question of how defense can be managed in the nuclear era. Their contributions are at times compelling, at times frustrating, but at all times informative and of critical importance.

Available in PDF, EPUB and Kindle. Book excerpt: Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most t
