For this reason, the FAO Standard Specifications for the Marking and Identification of Fishing Vessels were developed and endorsed by COFI in 1989 as a voluntary instrument providing a standardized system for the identification of fishing vessels operating, or likely to operate, in waters of another State. Global developments have had an impact on the usefulness of the FAO Standard Specifications, specifically the increased use of the International Maritime Organization number as a unique vessel identifier and the establishment of the FAO’s Global Record. This document provides background to the development of the FAO Standard Specifications and the results of a study to assess the level of their adoption at the national, regional and international levels. It also describes progress in the areas of vessel identity, vessel tracking, different vessel types and catch traceability and how these impact the usefulness of the FAO Standard Specifications. Finally, the document proposes a review and update of the FAO Standard Specifications.

Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.

The Committee discussed the activities and functions of FAO regional fishery bodies and agreed that the item should again be placed on the agenda for its Eighteenth Session. The Committee considered the recommendations of an Expert Consultation on the Technical Specifications for the Marking of Fishing Vessels held in June 1986, and reviewed information received from member countries, regional and international organizations regarding the protection of living resources from entanglement in fishing nets and debris. The Committee endorsed the strategies and priorities selected by the Director-General in the preparation of his Summary Programme of Work and Budget for 1988-89 and supported the Conclusions of the Programme Committee at its Fifty-second Session that the proposals for Major Programme 2.2 : Fisheries, responded to the needs of member countries. It unanimously agreed that the Summary Programme of Work and Budget provided a satisfactory basis for the formulation of the full Programme of Work and Budget in fisheries for 1988-89.

These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.
