Book excerpt: The marking of fishing vessels is important for their identification, to support the global efforts to promote sustainable fisheries, for safety at sea and to combat illegal, unreported and unregulated fishing. For this reason, the FAO Standard Specifications for the Marking and Identification of Fishing Vessels were developed and endorsed by COFI in 1989 as a voluntary instrument providing a standardized system for the identification of fishing vessels operating, or likely to operate, in waters of another State. Global developments have had an impact on the usefulness of the FAO Standard Specifications, specifically the increased use of the International Maritime Organization number as a unique vessel identifier and the establishment of the FAO’s Global Record. This document provides background to the development of the FAO Standard Specifications and the results of a study to assess the level of their adoption at the national, regional and international levels. It also describes progress in the areas of vessel identity, vessel tracking, different vessel types and catch traceability and how these impact the usefulness of the FAO Standard Specifications. Finally, the document proposes a review and update of the FAO Standard Specifications.

Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.

Book excerpt: The Implementation Guidelines are intended for the attention of maritime, labor and fisheries ministries and any other relevant government ministry as and when it is decided to implement the three FAO/ILO/IMO instruments on the design, construction and equipment of fishing vessels of all types and sizes. Those instruments are Part B of the Code of Safety for Fishermen and Fishing Vessels, the Voluntary Guidelines for the Design, Construction and Equipment of Small Fishing Vessels, and the Safety Recommendations for Decked Fishing Vessels of Less than 12 metres in Length and Undecked Fishing Vessels. While the intention is not to provide a single prescription to improve safety, the Guidelines do seek to raise awareness and offer guidance on a broad range of issues which must be addressed in an effective and holistic manner. In this regard, the cooperation and coordination between maritime, labor and fisheries administrations is important, particularly where the responsibilities for safety of fishing vessels are divided under relevant Acts. The Implementation Guidelines cover areas such as: development of a safety strategy; legal implications; administrative requirements; capacity-building; training of crew members; enforcement of regulations; and operational safety. Although the main purpose of the Implementation Guidelines is to assist competent authorities in the implementation of voluntary instruments, it could also be useful when implementing the provisions of the Cape Town Agreement of 2012 on the Implementation of the Provisions of the 1993 Protocol relating to the Torremolinos International Convention for the Safety of Fishing Vessels, 1977.
