Available in PDF, EPUB and Kindle. Book excerpt: In WEAPONS OF MASS DESTRUCTION AND TERRORISM, 2/e, Dr. James Forest and Brigadier General (Retired) Russell Howard have collected original and previously published seminal articles and essays by scientists, academics, government officials, and members of the nation’s security and intelligence communities. The editors and several of the authors write from practical field experience in nonproliferation and counterterrorism efforts. Others have had significant responsibility for developing government policies to address the threat of weapons of mass destruction and terrorism. The contributors include many significant names in the field including Bruce Hoffman, Ashton Carter, William Perry, Brian Jenkins, Jonathan Tucker, Charles Ferguson, David Albright, Gary Ackerman, and Gregory Koblentz. Unit I of the book introduces key terms and addresses important strategic and policy debates. Authors explain how the new forms of terrorism affect the post-9/11 security environment and how weapons of mass destruction could give terrorists short-term, asymmetric attack advantages over conventional military forces. Unit II offers detailed accounts of the characteristics, availability, and dangers of specific types of WMD, along with five case studies that associate theory with practice—an important feature of this volume. Unit III is focused on key dimensions of the WMD threat to critical infrastructure. Unit IV deals with past, present, and future national and international responses to—and defenses against—the threat of WMD terrorism. And in the final section of the volume, authors provide several analytical frameworks for predicting future WMD threats, and draw from historical events to identify lessons and strategies for the future. Appendices include U.S. national strategy documents on countering terrorism and standards for controlling WMD materials and technologies.

Available in PDF, EPUB and Kindle. Book excerpt: Is one person's terrorist another's freedom fighter? Is terrorism crime or war? Can there be a 'War on Terror'? For many, the terrorist attacks of September 2001 changed the face of the world, pushing terrorism to the top of political agendas, and leading to a series of world events including the war in Iraq and the invasion of Afghanistan. The recent terror attacks in various European cities have shown that terrorism remains a crucial issue today. Charting a clear path through the efforts to understand and explain modern terrorism, Charles Townshend examines the historical, ideological, and local roots of terrorist violence. Starting from the question of why terrorists find it so easy to seize public attention, this new edition analyses the emergence of terrorism as a political strategy, and discusses the objectives which have been pursued by users of this strategy from French revolutionaries to Islamic jihadists. Considering the kinds of groups and individuals who adopt terrorism, Townshend discusses the emergence of ISIS and the upsurge in individual suicide action, and explores the issues involved in finding a proportionate response to the threat they present, particularly by liberal democratic societies. Analysing the growing use of knives and other edged weapons in attacks, and the issue of 'cyberterror', Townshend details the use of counterterrorist measures, from control orders to drone strikes, including the Belgian and French responses to the Brussels, Paris, Nice, and Rouen attacks. ABOUT THE SERIES: The Very Short Introductions series from Oxford University Press contains hundreds of titles in almost every subject area. These pocket-sized books are the perfect way to get ahead in a new subject quickly. Available in PDF, EPUB and Kindle. Book excerpt: The threat of domestic terrorism today looms larger than ever. Bombings at the World Trade Center and Oklahoma City's Federal Building, as well as nerve gas attacks in Japan, have made it tragically obvious that American civilians must be ready for terrorist attacks. What do we need to know to help emergency and medical personnel prepare for these attacks? Chemical and Biological Terrorism identifies the R&D efforts needed to implement recommendations in key areas: pre-incident intelligence, detection and identification of chemical and biological agents, protective clothing and equipment, early recognition that a population has been covertly exposed to a pathogen, mass casualty decontamination and triage, use of vaccines and pharmaceuticals, and the psychological effects of terror. Specific objectives for computer software development are also identified. The book addresses the differences between a biological and chemical attack, the distinct challenges to the military and civilian medical communities, and other broader issues. This book will be of critical interest to anyone involved in civilian preparedness for terrorist attack: planners, administrators, responders, medical professionals, public health and emergency personnel, and technology designers and engineers.

Available in PDF, EPUB and Kindle. Book excerpt: An award-winning historian and journalist tells the very human story of apartheid’s afterlife, tracing the fates of South African insurgents, collaborators, and the security police through the tale of the clandestine photo album used to target apartheid’s enemies. From the 1960s until the early 1990s, the South African security police and counterinsurgency units collected over 7,000 photographs of apartheid’s enemies. The political rogue’s gallery was known as the “terrorist album,” copies of which were distributed covertly to police stations throughout the country. Many who appeared in the album were targeted for surveillance. Sometimes the security police tried to turn them; sometimes the goal was elimination. All of the albums were ordered destroyed when apartheid’s violent collapse began. But three copies survived the memory purge. With full access to one of these surviving albums, award-winning South African historian and journalist Jacob Dlamini investigates the story behind these images: their origins, how they were used, and the lives they changed. Extensive interviews with former targets and their family members testify to the brutal and often careless work of the police. Although the police certainly hunted down resisters, the terrorist album also contains mug shots of bystanders and even regime supporters. Their inclusion is a stark reminder that apartheid’s guardians were not the efficient, if morally compromised, law enforcers of legend but rather blundering agents of racial panic. With particular attentiveness to the afterlife of apartheid, Dlamini uncovers the stories of former insurgents disenchanted with today’s South Africa, former collaborators seeking forgiveness, and former security police reinventing themselves as South Africa’s newest export: “security consultants” serving as mercenaries for Western nations and multinational corporations. The Terrorist Album is a brilliant evocation of apartheid’s tragic caprice, ultimate failure, and grim legacy.

Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

Book excerpt: The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.
