Book excerpt: A key concern of the United States and Europe for accepting refugees is the perceived threat of increased vulnerability to terrorist attacks, especially concerning refugees from origin countries with a known presence of terrorist organizations. While studies have focused on refugee flows to specific countries, research is needed to identify and compare any correlation between refugees and an increased number of terrorist attacks in the receiving country. This thesis aims to analyze any correlation to determine if there is a positive relationship between receiving refugees and an increase in terrorist attacks, and evaluate conditions that may exacerbate or mitigate the likelihood of attacks as a result of accepting refugees.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Nation-states have different policies toward accepting refugees as leaders struggle with balancing those policies and assuring their constituents. In recent years we have seen world leaders such as the United States strictly limit the amount of refugees it is willing to accept, while others such as Germany have opened their doors to accommodate vast amounts of refugees. A common concern highlighted in political rhetoric is that increasing the amount of refugees accepted increases the threat to security. For example, the 2018 National Strategy for Counterterrorism argues that the Islamic State in Iraq and Syria (ISIS, also known as Daesh) "has exploited weaknesses in European border security to great effect by capitalizing on the migrant crisis to seed attack operatives into the region," stating that "two of the perpetrators of the 2015 ISIS attacks in Paris, France, infiltrated the country by posing as migrants." Others argue that more open-door or humanitarian policies, such as that shown by Germany's Angela Merkel, actually "reduces the risk of her citizens being targeted by Middle East terror groups," whether it be by fostering a sense of inclusiveness or a result of direct actions taken by legitimate refugees against terrorists, as was done by Syrian refugees in Germany in 2016. The question, however, remains: does accepting an increased volume of refugees result in an increased number of terrorist attacks in the host country? If so, what are the conditions that may result in an increased amount of attacks or mitigate the incidence of attacks? This study strives to answer these questions.

This report documents how these changes in law and in legal interpretation are affecting refugees ranging from peaceful advocates for democracy to former child soldiers. Its Asylum Office adjudicates applications from people fleeing persecution in their homelands. Lives in the Balance is a careful empirical analysis of how Homeland Security decided these asylum cases over a recent fourteen-year period. Day in and day out, asylum officers make decisions with life-or-death consequences: determining which applicants are telling the truth and are at risk of persecution in their home countries, and which are ineligible for refugee status in America. In Lives in the Balance, the authors analyze a database of 383,000 cases provided to them by the government in order to better understand the effect on grant rates of a host of factors unrelated to the merits of asylum claims, including the one-year filing deadline, whether applicants entered the United States with a visa, whether applicants had dependents, whether they were represented, how many asylum cases their adjudicator had previously decided, and whether or not their adjudicator was a lawyer. The authors also examine the degree to which decisions were consistent among the eight regional asylum offices and within each of those offices. The authors’ recommendations, including repeal of the one-year deadline, would improve the adjudication process by reducing the impact of non-merits factors on asylum decisions. If adopted by the government, these proposals would improve the accuracy of outcomes for those whose lives hang in the balance.

Book excerpt: ABSTRACT The 2015 migration crisis and the sudden rise of terror attacks between 2015 and 2017 resulted in the rise of xenophobic sentiments and in associating refugees and asylum seekers with terrorists. This paper investigates the relationship between migration and terrorism by treading in the path of the 2015 migration crisis and seeks to prove that refugees are not terrorists. However, the paper also sustains the hypothesis that right-wing political ideologies, right-wing extremism, ill-treatment of asylum seekers, or restrictive policies could contribute to the radicalisation of refugees in the long term. The paper gives an overview of the 2015 migration crisis and re-examines the most important milestones, such as the Arab Spring, which is considered to be one of the main triggers of the migration influx in Europe. The relationship between migration and terrorism will be analysed along the lines of state terrorism and non-state terrorism, which phenomena’s significance increased after the Arab Spring. While the main aim is to discredit the xenophobic and Islamophobic sentiments, the research reveals that the declaration of the Caliphate – and the resulting migration crisis – indeed contributed to the rise of terror attacks, although not in the form of refugee terrorism. Furthermore, the research also shows that one of the key reasons behind the rising number of terror attacks in Europe is the inadequate Muslim integration that created the breeding ground for homegrown terrorists. Henceforth, the investigation supports the theory that the rise in radicalisation is the key factor behind the growing number of terror attacks; thus, its prevention is the greatest security challenge Europe is facing nowadays, since xenophobic attitude, ill-treatment in refugee camps, and right-wing extremism could lead to the radicalisation of newly arriving refugees.
