Book excerpt: ABSTRACT The 2015 migration crisis and the sudden rise of terror attacks between 2015 and 2017 resulted in the rise of xenophobic sentiments and in associating refugees and asylum seekers with terrorists. This paper investigates the relationship between migration and terrorism by treading in the path of the 2015 migration crisis and seeks to prove that refugees are not terrorists. However, the paper also sustains the hypothesis that right-wing political ideologies, right-wing extremism, ill-treatment of asylum seekers, or restrictive policies could contribute to the radicalisation of refugees in the long term. The paper gives an overview of the 2015 migration crisis and re-examines the most important milestones, such as the Arab Spring, which is considered to be one of the main triggers of the migration influx in Europe. The relationship between migration and terrorism will be analysed along the lines of state terrorism and non-state terrorism, which phenomena’s significance increased after the Arab Spring. While the main aim is to discredit the xenophobic and Islamophobic sentiments, the research reveals that the declaration of the Caliphate – and the resulting migration crisis – indeed contributed to the rise of terror attacks, although not in the form of refugee terrorism. Furthermore, the research also shows that one of the key reasons behind the rising number of terror attacks in Europe is the inadequate Muslim integration that created the breeding ground for homegrown terrorists. Henceforth, the investigation supports the theory that the rise in radicalisation is the key factor behind the growing number of terror attacks; thus, its prevention is the greatest security challenge Europe is facing nowadays, since xenophobic attitude, ill-treatment in refugee camps, and right-wing extremism could lead to the radicalisation of newly arriving refugees.

Trauma and violence are often associated with the migration process, and even where they are not, migration and immigration represent a massive challenge to individuals which frequently involves loss of identity, alienation and discrimination. This book is a collection of 16 papers from the NATO sponsored meeting entitled Perspectives on Immigration and Terrorism, which took place in Milan (Italy) in March 2010, and which focused on the psychological and socio-cultural precursors to the radicalization of immigrant youth in Europe. Some of the topics explored include: factors of cultural and ideological opposition to western societies; the growing pressure of the process of secularization; illegal aspects of terrorism; immigration as a possible trajectory for political radicalism; the interaction between traumatic experience and immigration; acculturation and adjustment to a new culture; potential predictors of terrorist behavior and the role of a sense of national belonging. The book provides many perspectives on the way in which vulnerability to radical ideology may develop among individuals whose lack of personal and social resources may result in alienation, frustration and desperation. It also offers solutions which might be implemented to mitigate or prevent this problem.

Yet many of the current practices surrounding these issues were developed decades ago, and are ill-suited to the dynamics of today's global economies and immigration patterns. At the core of much policy debate is the inherent paradox whereby immigrant populations are frequently perceived as posing a potential security threat yet bolster economies by providing an inexpensive workforce. Strict attention to border controls and immigration quotas has diverted focus away from perhaps the most significant dilemma: the integration of existing immigrant groups. Often restricted in their civil and political rights and targets of xenophobia, racial profiling, and discrimination, immigrants are unable or unwilling to integrate into the population. These factors breed distrust, disenfranchisement, and hatred-factors that potentially engender radicalization and can even threaten internal security. The contributors compare policies on these issues at three relational levels: between individual EU nations and the U.S., between the EU and U.S., and among EU nations. What emerges is a timely and critical examination of the variations and contradictions in policy at each level of interaction and how different agencies and different nations often work in opposition to each other with self-defeating results. They conclude that the economic costs of terrorism in rich countries are low, relative to the economic costs of combating terrorism; both are likely high in poor countries. This work supports the hypothesis that political development - political openness and the quality of government - is inversely associated with the emergence of terrorist organizations, but not that poverty per se is directly responsible for terrorism.
