Australia's 'war on terror' Discourse fills this gap by providing a full and sustained critical analysis of Australian foreign policy discourse along with the theoretical synthesis for a specific model of critical discourse analysis of the subject. The language of then Prime Minister Howard is the primary focus of the book but attention is also paid to the language of key ministers, political opponents and other prominent actors. The voices of those who challenged the dominant discourse are also considered to shed light on the ways in which discourses can be destabilised. Kathleen Gleeson shows how Howard successfully invoked narratives of identity and sovereignty that resonated with his audience and promoted his reworked narrative of Australia whilst facing dissent from many actors who voiced their opposition most successfully when they capitalised on inconsistencies within the discourse.

Targeted killing has become a primary counterterrorism measure used by several countries in their confrontation with lethal threats. The practice has been extensively used by the US in Afghanistan, Iraq, Pakistan, Yemen and Somalia, and by Israel in the West Bank and Gaza. Several studies have already explored the difficult balance between achieving security while maintaining the liberties and rights of a country’s civilians. This book goes a step further by seeking to examine whether maintaining those liberties by complying with legal standards and minimizing unintended deaths can be more effective for national security. Using targeted killing applied by Israel, in particular, as well as the United States during the first decade of the twenty-first century as case studies, this book explores that question and ultimately assesses whether compliance with legal standards can strengthen a state in its campaign against terrorism and thus provide stronger security. The book focuses on civilian-related criteria, hypothesizing that minimizing civilian casualties will maximize effectiveness in an asymmetric war setting. The conclusions are not limited to a specific tactic or theater, and if adopted might have far-reaching implications for how asymmetric warfare is strategized. Since 9/11, criminology has developed in its study of terrorism, utilising alternative non-state centric frameworks to uncover and make visible state-initiated harm. Although progress has been achieved, criminology has continued to privilege the state, thereby failing to uncover forms of state crime and how such crimes facilitate radicalization and terrorism. Ahmed aims to rectify this gap by demonstrating how crimes of the state have contributed to the existence of Islamist-inspired terrorism and the emergence of global Jihadist organisations like Al-Qaeda and ISIS. The ‘War on Terror’ abandons the dominant socially-constructed discourse and application of the ‘war on terror’ and instead favours a grounded approach whereby actors, actions and consequences are analysed according to the risk they represent. Ahmed achieves this grounded approach through situating state practices in international human rights law and international humanitarian law. Through documenting the intersectionality of these practices with radicalization in the emergence of global Jihadist organisations, the book demonstrates how state crimes contribute to terrorism.
