This research, which includes two qualitative studies in the Northeast, reveals that school segregation and technology segregation are one in the same. Utilizing critical race theory, as the theoretical framework, this research finds that young Black children are denied technological access directly affecting their learning trajectories. PTO fundraising and other monetary donations to public schools vary by district and neighborhood and are based on segregation. Therefore, structural racism flourishes within these early childhood programs as black students are excluded from another important content area and practice. This book defines the problem of technology segregation in terms of policy, racial hierarchies, funding, residential segregation, and the digital divide. It challenges the racist framework and reveals disruptions (strategies) to counter this deficit discourse based on white supremacy.

The need for original contributions from educators exists in this area of barriers to 21st-century education and the role of digitalization. The Handbook of Research on Barriers for Teaching 21st-Century Competencies and the Impact of Digitalization discusses teaching the 21st-century competencies, namely critical thinking, creativity, collaboration, and communication. This book presents both the problems or gaps causing barriers and brings forth practical solutions, digital and non-digital, to meet the educational shifts. The chapters will determine the specific barriers that exist, whether political, social, economic, or technological, to integrating competencies and the methods or strategies that can eliminate these barriers through compatible instructional approaches. Book excerpt: According to the stereotype, late-nineteenth and early-twentieth-century inventors, quintessential loners and supposed geniuses, worked in splendid isolation and then unveiled their discoveries to a marveling world. Most successful inventors of this era, however, developed their ideas within the framework of industrial organizations that supported them and their experiments. For African American inventors, negotiating these racially stratified professional environments meant not only working on innovative designs but also breaking barriers. In this pathbreaking study, Rayvon Fouché examines the life and work of three African Americans: Granville Woods (1856–1910), an independent inventor; Lewis Latimer (1848–1928), a corporate engineer with General Electric; and Shelby Davidson (1868–1930), who worked in the U.S. Treasury Department. Detailing the difficulties and human frailties that make their achievements all the more impressive, Fouché explains how each man used invention for financial gain, as a claim on entering adversarial environments, and as a means to technical stature in a Jim Crow institutional setting. Describing how Woods, Latimer, and Davidson struggled to balance their complicated racial identities—as both black and white communities perceived them—with their hopes of being judged solely on the content of their inventive work, Fouché provides a nuanced view of African American contributions to—and relationships with—technology during a period of rapid industrialization and mounting national attention to the inequities of a separate-but-equal social order.

Edtech's benefits are not only trumpeted by industry promoters and evangelists but also vigorously pursued by experts, educators, students, and teachers. Why, then, has edtech yet to make good on its promises? In Access Is Capture, Roderic N. Crooks investigates how edtech functions in Los Angeles public schools that exclusively serve Latinx and Black communities. These so-called urban schools are the site of intense, ongoing technological transformation, where the tantalizing possibilities of access to computing meet the realities of structural inequality. Crooks shows how data-intensive edtech delivers value to privileged individuals and commercial organizations but never to the communities that hope to share in the benefits. He persuasively argues that data-drivenness ultimately enjoins the public to participate in a racial project marked by extracting capital from minoritized communities to enrich the tech sector.

Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries. This is causing convergence of segregation trends. Professionalisation of the workforce is leading to changing residential patterns. High-income workers are moving to city centres or to attractive coastal areas and gated communities, while poverty is increasingly suburbanising. As a result, the urban geography of inequality changes faster and is more pronounced than changes in segregation levels. Rising levels of inequality and segregation pose huge challenges for the future social sustainability of cities, as cities are no longer places of opportunities for all.

But almost fifty years later, residential segregation remains virtually unchanged in many metropolitan areas, particularly where large groups of racial and ethnic minorities live. Why does segregation persist at such high rates and what makes it so difficult to combat? In Cycle of Segregation, sociologists Maria Krysan and Kyle Crowder examine how everyday social processes shape residential stratification. Past neighborhood experiences, social networks, and daily activities all affect the mobility patterns of different racial groups in ways that have cemented segregation as a self-perpetuating cycle in the twenty-first century. Through original analyses of national-level surveys and in-depth interviews with residents of Chicago, Krysan and Crowder find that residential stratification is reinforced through the biases and blind spots that individuals exhibit in their searches for housing. People rely heavily on information from friends, family, and coworkers when choosing where to live. Because these social networks tend to be racially homogenous, people are likely to receive information primarily from members of their own racial group and move to neighborhoods that are also dominated by their group. Similarly, home-seekers who report wanting to stay close to family members can end up in segregated destinations because their relatives live in those neighborhoods. The authors suggest that even absent of family ties, people gravitate toward neighborhoods that are familiar to them through their past experiences, including where they have previously lived, and where they work, shop, and spend time. Because historical segregation has shaped so many of these experiences, even these seemingly race-neutral decisions help reinforce the cycle of residential stratification. As a result, segregation has declined much more slowly than many social scientists have expected. To overcome this cycle, Krysan and Crowder advocate multi-level policy solutions that pair inclusionary zoning and affordable housing with education and public relations campaigns that emphasize neighborhood diversity and high-opportunity areas. They argue that together, such programs can expand the number of destinations available to low-income residents and help offset the negative images many people hold about certain neighborhoods or help introduce them to places they had never considered. Cycle of Segregation demonstrates why a nuanced understanding of everyday social processes is critical for interrupting entrenched patterns of residential segregation.
